MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MARCH 19, 1974 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Gonzales, Malburg, McCormick, Tavernel1i, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor Leonis C. Malburg.
It was moved by Ybarra, seconded by Gonzales, that minutes
of the meeting of March 12, 1974 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for Traffic Signal Installation at the
Intersection of Santa Fe Avenue and Vernon (E) Avenue, in accordance
with Contract No. 378.
It was moved by Tavernelli, seconded by McCormick, that
the Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by Gonzales, seconded by Ybarra, that bids
received for Traffic Signal Installation at the Intersection of
Santa Fe Avenue and Vernon (E) Avenue, in accordance with Contract
No. 378, be referred to the Director of Public Works and the City
Attorney for checking and report. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for City Hall Sewer, Storm Drain and
Frontage Improvement, in accordance with Contract No. 377.
It was moved by Tavernel1i, seconded by Gonzales, that
the Clerk be instructed to open and read the bids submitted. Motion
carr ied.
The Clerk opened and read the following bid:
J. B. Crosby Co. Inc.
$ 54,388.00
It was moved by Tavernelli, seconded by McCormick, that
bid received for City Hall Sewer, Storm Drain and Frontage Improve-
ment, in accordance with Contract No. 377, be referred to the
Director of Public Works and the City Attorney for checking and
report. Motion carried.
Communication from the Finance Committee, dated March 12,
1974, making certain enumerated recommendations to the City Council,
was presented. (Copy to each member of the City Council)

It was moved by Tavernel1i, seconded by McCormick, that
the recommendations of the Finance Committee, as enumerated in
communication dated March 12, 1974, be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 13, 1974, requesting that certain personnel be reimbursed
the amounts as indicated from the Education and Training Budget
appropriation for Police Science Courses, was presented. (Copy
to each member of the City Council)
It was moved by Ybarra, seconded by Gonzales, that the
request of the Police Chief, dated March 13, 1974, be approved
and authority granted to issue warrants in the amounts as indicated.
Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated March 14, 1974, transmitting Contract No. 381 for
three 3/4 ton utility trucks; and recommending that the contract
be approved and authority granted to advertise for bids, was
presented.
Resolution No. 4222 - A Resolution of the City Council
of the City of Vernon approving Contract No. 381 for three 3/4
ton utility trucks in accordance with Contract No. 381 of the
City of Vernon, was presented.
It was moved by Taverne11i, seconded by McCormick, that
Resolution No. 4222 be approved and adopted. Motion carried.

Report of Health Department Activities for the month of
February 1974, was presented. (Copy to each member of the City
Counc il)
It was moved by Taverne11i, seconded by Gonzales, that
Report of Health Department Activities be received and filed.
Motion carried.
Communication from R. M. Eatherly, Fire Chief, dated
March 14, 1974, requesting authority for Dale M. Kruse to attend
the Fire Vehicle Repair and Maintenance I, Fourth Annual Academy,
at Oakland, California from April 1 to 5, 1974, with an expense
allowance of $246.00, was presented.
It was moved by Ybarra, seconded by Taverne1li, that the
request of the Fire Chief, dated March 14, 1974, be approved and
authority granted to issue warrant in the amount of $246.00 to
Dale M. Kruse. Motion carried.
Activity Log of the Police Department for the period
March 1 - 15, 1974 inclusive, was presented.
It was moved by Tavernel1i, seconded by McCormick, that
Activity Log of the Police Department be received and filed.

''Warrant Register No. 401" covering claims and demands
presented during the period March 1 to 15, which includes Demands
Nos. 4-474 to 4-672 (both inclusive. except No. 4-485), drawn on
the United California Bank. totaling $1.725.058.37 (Light and
Power Warrants $1.639.651.77) (Accounting Period March 1974), was
examined and audited.
It was moved by Tavernel1i. seconded by Gonzales. that
''Warrant Register No. 401" be approved and payment authorized for
Demands Nos. 4-474 to 4-672 (both inclusive. except No. 4-485).
Motion carried.

"Payroll Warrant Register No. 200" covering claims and
demands presented during the period February 1 to 28, which
includes Demands Nos. 2103 to 2111 (both inclusive), drawn on the
Crocker National Bank. totaling $366,638.95 (Accounting Period
February 1974), was examined and audited.
It was moved by Taverne11i, seconded by Gonzales, that
"Payroll Warrant Register No. 200" be approved and payment
authorized for Demands Nos. 2103 to 2111 (both inclusive), with
no exceptions. Motion carried.

Communication from R. M. Eatherly, Fire Chief, dated
March 15. 1974, requesting permission to obtain the services of
an independent radio engineer to survey and complete the specifi-
cations for the necessary radio equipment for the Fire Department,
was presented.
It was moved by McCormick, seconded by Ybarra, that the
request of the Fire Chief, dated March 15, 1974, be approved.
Motion carried.
Ordinance No. 848 - An Ordinance of the City of Vernon
amending The Code of the City of Vernon, California, 1959, was
read by title for a first reading.
It was moved by Taverne11i, seconded by Ybarra, that
Ordinance No. 848 receive and pass a first reading. Motion carried.

Resolution No. 4223 - A Resolution of the City Council
of the City of Vernon amending Resolution No. 4164, was presented.
It was moved by Taverne11i, seconded by Gonzales, that
Resolution No. 4223 be approved and adopted. Motion carried.

Resolution No. 4224 - A Resolution of the City Council of
the City of Vernon approving the appointment of a Board of Library
Trustees selected by the Mayor of said City, was presented.
It was moved by Ybarra, seconded by Taverne11i, that
Resolution No. 4224 be approved and adopted. Motion carried.
Ayes: Gonzales, Malburg, McCormick, Taverne11i, Ybarra
Noes: None
Absent: None
Resolution No. 4225 ~ A Resolution of the City Council of
the City of Vernon establishing holidays for the City of Vernon,
was presented.
It was moved by Gonzales, seconded by McCormick, that.
Resolution No. 4225 be approved and adopted. Motion carried.

Noes: None
Absent: None
There being no further business to come before the meeting,
it was moved by Taverne11i, seconded by Gonzales, that the meeting
adjourn. Motion carried.
