MINUTES OF AN ADJOURNED REGULAR
MEETING OF THE CITY COUNCIL OF THE
CITY OF VERNON HELD JUNE 25, 1974
AT TWO O'CLOCK P.M. IN THE COUNCIL
CHAMBER OF THE CITY HALL LOCATED AT
4305 SANTA FE AVENUE, VERNON,
CALIFORNIA.
COUNCIL PRESENT: Gonzales, Keebler, Malburg, McCormick, Ybarra
COUNC IL ABSENT: None
The meeting was called to order by Mayor Leonis C. Malburg.
It was moved by Ybarra, seconded by Keebler, that minutes
of the meeting of June 18, 1974 be approved as written and submitted.
Motion carried.
Communication from the Finance Committee, dated June 20,
1974, transmitting copies of the individual budget requests for the
operation of the various departments of the City for the fiscal year
1974-75, together with amounts and items recommended for approval or
denial by the Finance Committee and making certain specific recom-
mendations in connection therewith, was presented. (Copy to each
member of the City Council)
It was moved by Keebler, seconded by Ybarra, that the
recommendations of the Finance Committee relative to the budget
for the fiscal year 1974-75, as outlined in communication dated
June 20, 1974, be approved. Motion carried.
Resolution No. 4264 - A Resolution of the City Council of
the City of Vernon, approving budget for the fiscal year 1974-75,
was presented.
It was moved by Gonzales, seconded by Keebler, that
Resolution No. 4264 be approved and adopted. Motion carried.

Absent: None
It was moved by Gonzales, seconded by Ybarra, that Ordinance
No. 850 receive a second reading by title. Motion carried.
Ordinance No. 850 - An Ordinance of the City of Vernon
amending Ordinance No. 849 of the City of Vernon, was read for a
second reading by title. (Copy to each member of the'City Council)
It was moved by McCormick, seconded by Ybarra, that
Ordinance No. 850 receive and pass a second reading. Motion carried.
Ayes: Gonzales, Keebler, Malburg, McCormick, Ybarra
Noe s : None
Absent: None
It was moved by Ybarra, seconded by McCormick, that in
accordance with Government Code Section 36934, the reading of
Ordinance No. 850 in full be waived; and that Ordinance No. 850
receive a third and final reading by title. Motion unanimously
carried.

Ordinance No. 850 - An Ordinance of the City of Vernon
amending Ordinance No. 849 of the City of Vernon, was read by
title for a third and final reading.
It was moved by Ybarra, seconded by McCormick, that
Ordinance No. 850 receive and pass a third reading and be adopted.
Motion carried.

Copy of Resolution No. 74-69 of the City Council of the
City of Auburn requesting the League of California Cities to
formulate and present legislation curtailing certain environmental
suits, was presented. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by Gonzales, that copy
of Resolution No. 74-69 of the City Council of the City of Auburn
be received and filed. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated June 19, 1974, requesting that Eugene M. DeFrank,
Survey Party Chief, be reimbursed the sum of $40.00 from the
Education and Training Budget appropriation for Surveyor's Test
Training Workshop, was presented.
It was moved by Gonzales, seconded by Keebler, that the
request of the Director of Public Works, dated June 19, 1974, be
approved and authority granted to issue warrant in the amount of
$40.00 to Eugene M. DeFrank. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated June 19, 1974, requesting authority for James Persons
to attend the Institute of Traffic Engineers 27th Annual Meeting
at Fresno, California, from July 7 to 10, 1974, with an expense
allowance of $234.52, was presented.
It was moved by Ybarra, seconded by Gonzales, that the
request of the Director of Public Works, dated June 19, 1974, be
approved and authority granted to issue warrant in the amount of
$234.52 to James Persons. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 20, 1974, requesting authority for J. R. Tucker to attend the
Miscellaneous Trade Division Teamsters Conference at San Diego,
California from June 23 to 28, 1974, with an expense allowance of
$239.28, was presented.
It was moved by Keebler, seconded by McCormick, that the
request of the Police Chief, dated June 20, 1974, be approved and
authority granted to issue warrant in the amount of $239.28 to
J. R. Tucker. Motion carried.
Communication from the League of California Cities,
dated June 17, 1974, urging the City of Vernon to reconsider the
endorsement of one element of Resolution No. 4228, was presented.

It was moved by Gonzales, seconded by McCormick, that
communication from the League of California Cities, dated June 17,
1974, be received and filed. Motion carried.
There being no further business to come before the meeting,
it was moved by Gonzales, seconded by Keebler, that the meeting
adjourn. Motion carried.
