19740716 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JULY 16, 1974 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Gonzales, Keebler, McCormick, Ybarra COUNCIL ABSENT: Malburg The meeting was called to order by Mayor Pro Tempore Thomas A. Ybarra. It was moved by Gonzales, seconded by McCormick, that minutes of the meeting of July 2, 1974 be approved as written and submitted. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated July 3, 1974, transmitting Contract No. 384, Traffic Signal Maintenance 1974-1977; and recommending that this contract be approved and that authority be granted to advertise for bids, was presented. Resolution No. 4267 - A Resolution of the City Council of the City of Vernon approving Contract No. 384 for Traffic Signal Maintenance 1974-1977 in accordance with Contract No. 384 of the City of Vernon, was presented. It was moved by Gonzales, seconded by Keebler, that Resolution No. 4267 be approved and adopted. Motion carried. Ayes: Gonzales, Keebler, McCormick, Ybarra Noes: None Absent: Malburg Communication from the State of California, Department of Transportation, dated June 25, 1974, transmitting a copy of the Draft FHWA/UMTA guidelines for a Transportation Development Program, was presented. (Copy to each member of the City Council) Communication from the State of California, Department of Transportation, dated June 26, 1974, transmitting a copy of a draft "Program Guidelines for Rural Highway Public Transportation Demonstration Programs", was presented. (Copy to each member of the City Council) Communication from the State of California, Department of Transportation, dated June 26, 1974, transmitting three resolutions recently adopted by the State Transportation Board, was presented. (Copy to each member of the City Council) Communication from the State of California, Department of Transportation, dated July 2, 1974, transmitting a report relative to future plans regarding transportation in Los Angeles County, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Gonzales, that communications from the State of California, Department of Trans- portation, dated June 25, 1974, June 26, 1974, June 26, 1974 and July 2, 1974, together with transmittals, be referred to the Director of Public Works for review. Motion carried. I I -2- 7 16 74 Communication from the Public Employees' Retirement System, dated July 3, 1974, relative to disability retirement application by Orner C. Sherwood/Policeman, was presented. (Copy to each member of the City Council) Resolution No. 4269 - A Resolution of the City Council of the City of Vernon, California, requesting the Workmen's Compensation Appeals Board of the State of California to determine the eligibility for retirement of a local safety member (Orner C. Sherwood), was presented. It was moved by Gonzales, seconded by McCormick, that Resolution No. 4269 be approved and adopted. Motion carried. Ayes: Gonzales, Keebler, McCormick, Ybarra Noes: None Absent: Malburg Communication from Mr. Thomas A. Tavernelli, dated July 8, 1974, requesting that his name be considered for the soon to be vacated City Council seat, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Gonzales, that communication from Mr. Thomas A. Tavernelli, dated July 8, 1974, be received and filed for future consideration. Motion carried. Communication from Policeman D. J. Castellanos, dated July 9, 1974, requesting to be considered as a tenant of one of the city-owned apartments in the event that there is a vacancy at any future date, was presented. It was moved by Gonzales, seconded by McCormick, that the request of Policeman D. J. Castellanos, dated July 9, 1974, be received and filed for future consideration. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated July 10, 1974, requesting that L. A. Apodaca be advanced to Transcriber-Typist, Grade 2, effective August 1, 1974, was presented. It was moved by McCormick, seconded by Gonzales, that the request of the Police Chief, dated July 10, 1974, be approved. Motion carried. Communication from R. M. Eatherly, Fire Chief, dated July 10, 1974, requesting that Fireman K. M. Slifka be granted a military leave of absence with pay from July 27 to August 11, 1974, provided he is released by the doctor for full duty prior to July 27, 1974, was presented. (Copy to each member of the City Council) It was moved by Gonzales, seconded by McCormick, that the request of the Fire Chief, dated July 10, 1974, be approved. Motion carried. Communication from R. M. Eatherly, Fire Chief, dated July 10, 1974, recommending that Fireman Jack E. Anderson be re-hired effective August 1, 1974 at the same rank and grade, provided that he can obtain a medical release for full duty from his doctor, was presented. Activity Log of the Police Department for the period July 1 - 15, 1974 inclusive, was presented. It was moved by Gonzales, seconded by McCormick, that Activity Log of the Police Department be received and filed. Motion carried. Communication from R. M. Eatherly, Fire Chief, dated July 9, 1974, advising that Fireman C. E. Claunch reported for duty Monday, July 8, 1974, with a medical release for full duty, was presented. It was moved by McCormick, seconded by Gonzales, that communication from the Fire Chief, dated July 9, 1974, be received and filed. Motion carried. ''Warrant Register No. 409" covering claims and demands presented during the period July 1 to 15, which includes Demands Nos. 4-1557 to 4-1727 (both inclusive), drawn on the United California Bank, totaling $1,976,489.36 (Light and Power Warrants $1,847,461.41) (Accounting Period June and July 1974), was examined and audited. It was moved by Gonzales, seconded by McCormick, that ''Warrant Register No. 409" be approved and payment authorized for Demands Nos. 4-1557 to 4-1727 (both inclusive), with no exceptions. Motion carried. Ayes: Gonzales, Keebler, McCormick, Ybarra Noes: None Absent: Malburg "Payroll Warrant Register No. 204" covering claims and demands presented during the period June 1 to 30, which includes Demands Nos. 2141 to 2149 (both inclusive), drawn on the Crocker National Bank, totaling $387,861.77 (Accounting Period June 1974), was examined and audited. It was moved by Gonzales, seconded by McCormick, that "Payroll Warrant Register No. 204" be approved and payment authorized for Demands Nos. 2141 to 2149 (both inclusive), with no exceptions. Nelson, Jr., Director of Public Works, dated July 11, 1974, recommending that the ownership of the private 18-inch sewer line in 49th Street be accepted by the City and incorporated in the City's sewer system, was presented. (Copy to each member of the City Council) It was moved by Keebler, seconded by McCormick, that the recommendation of the Director of Public Works, dated July 11, 1974, be approved; and that the ownership of the private 18-inch sewer line in 49th Street be accepted by the City and incorporated in the City's sewer system. (Copy to each member of the City Council) It was moved by Gonzales, seconded by McCormick, that the Report of Health Department Activities be received and filed. Motion carried. Brown), was presented. It was moved by Gonzales, seconded by McCormick, that Resolution No. 4270 be approved and adopted. Motion carried.
