19740820 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD AUGUST 209 1974 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE 9 VERNON 9 CALIFORNIA. COUNCIL PRESENT: Gonzales, Kaeser, Malburg, McCormick, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor Leonis C. Malburg. It was moved by Ybarra, seconded by Gonzales, that minutes of the meeting of August 6, 1974 be approved as written and submitted. Motion carried. Mr. Keith K. Kaeser reported orally that he had filed the Financial Disclosure Statement as required by Section 3701(b) of the Government Code with the Los Angeles County Clerk on August 9, 1974. The City Clerk administered the constitutional oath of office to Keith K. Kaeser and Keith K. Kaeser was seated as a member of the City Council of the City of Vernon. Mayor Malburg appointed Keith K. Kaeser to the Board of Library Trustees to fill the unexpired term of Wesley J. Keebler. It was moved by Ybarra, seconded by McCormick, that the appointment of Keith K. Kaeser to the Board of Library Trustees by Mayor Malburg to fill the unexpired term of Wesley J. Keebler be approved. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated August 7, 1974, with reference to bids received for the construction of City Hall and Police Facility and Parking Structure in accordance with Contract No. 383; and recommending that the contract be awarded to Ruane Corporation on the basis of their bid of $3,474,000.00, was presented. Resolution No. 4278 - A Resolution of the City Council of the City of Vernon accepting the bid of Ruane Corporation9 for the construction of City Hall and Police Facility and Parking Structure, in accordance with Contract No. 383 of the City of Vernon, was presented. It was moved by Ybarra, seconded by Gonzales, that Resolution No. 4278 be approved and adopted. Motion carried. Nelson, Jr., Director of Public Works, dated August 7, 1974, with reference to bids received for Traffic Signal Maintenance, 1974-19779 in accordance with Contract No. 384; and recommending that this contract be awarded to Signal Maintenance Inc. on the basis of their bid, was presented. Resolution No. 4277 - A Resolution of the City Council of the City of Vernon accepting the bid of Signal Maintenance Inc. for Traffic Signal Maintenance,1974-1977, in accordance with Contract No. 384 of the City of Vernon, was presented. Ricks be advanced to Transcriber-Typist, Grade 1, effective as of September l, 1974, was presented. It was moved by Ybarra, seconded by McCormick9 that the request of the Police Chief, dated August 7, 1974, be approved. Motion carried. Communication from R. M. Eatherly, Fire Chief, dated August 7, 1974, requesting that Robert J. Glassner be authorized to attend the 79th Annual Conference of the International Municipal Signal Association at Las Vegas, Nevada from September 22 to 25, 1974, with an expense allowance of $307.27, was presented. It was moved by Gonzales, seconded by Kaeser, that the request of the Fire Chief, dated August 7, 1974, be approved and authority granted to issue warrant in the amount of $307.27 to Robert J. Glassner. Motion carried. Communication from F. H. Co1vin9 Assistant Fire Chief, dated August 7, 1974, transmitting a copy of a letter from Sheri Harris indicating her intention to return to work effective September l, 1974; and recommending that she be reinstated to active payroll effective September 1, 1974 at the same position and grade, was presented. It was moved by Ybarra, seconded by McCormick, that the recommendation of the Assistant Fire Chief, dated August 7, 1974, be approved. Motion carried. Communication from the Finance Committee, dated August 12, 1974, making certain enumerated recommendations to the City Council, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Gonzales, that the recommendations of the Finance Committee be approved as enumerated in its communication dated August 12, 1974. Motion carried. Ordinance No. 852 - An Ordinance of the City of Vernon providing for salary for members of the City Council of the City of Vernon, was read by title for a first reading. It was moved by Ybarra, seconded by McCormick, that Ordinance No. 852 receive and pass a first reading. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: None Ordinance No. 851 -An Ordinance of the City of Vernon, amending The Code of the City of Vernon, California, 1959, by amending Sec. 7.15-2 of said Code, was read by title for a first reading. Colvin, Assistant Fire Chief, dated August l2, 1974, requesting permission to send nine members of the Vernon Fire Department to commence Paramedic Training on January 6, 1975 at Los Angeles County University of Southern Cali- fornia Medical Center, was presented. It was moved by Ybarra, seconded by Gonzales, that the request of the Assistant Fire Chief, dated August l2, 1974, be referred to the Finance Committee for study and recommendation. Motion carried. Communication from C. E. Nemethi, M.D., Health Officer, dated August 15, 1974, requesting authority for Louis S. Hauger to attend the Public Hearing of the CAL/OSHA STANDARDS BOARD at San Francisco on August 23, 1974 with an expense allowance of $58.50, was presented. It was moved by Gonzales, seconded by Ybarra, that the request of the Health Officer, dated August l5, 1974, be approved and authority granted to issue warrant in the amount of $58.50 to Louis S. Hauger. Motion carried. Report of Health Department Activities for the month of July, 1974, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Gonzales, that Report of Health Department Activities be received and filed. Motion carried. Activity Log of the Police Department for the period August 1 - 15, 1974 inclusive, was presented. It was moved by Ybarra, seconded by Gonzales, that Activity Log of the Police Department be received and filed. Motion carried. Communication from F. H. Colvin, Assistant Fire Chief, dated August l4, 1974, requesting authority and funds to purchase a vinyl plastic floor mat for operator's position in the Fire Department Communications Center at an estimated cost of $160.00, was presented. It was moved by McCormick, seconded by Kaeser, that the request of the Assistant Fire Chief, dated August 14, 1974, be approved. Motion carried. ''Warrant Register No. 4ll" covering claims and demands presented during the period August 1 to 15, which includes Demands Nos. 4-1938 to 4-2084 (both inclusive), drawn on the United California Bank, totaling $19727,494.00 (Light and Power Warrants $1,662,207.08) (Accounting Period August 1974), was examined and audited. It was moved by Ybarra, seconded by McCormick, that ''Warrant Register No. 4l1" be approved and payment authorized for Demands Nos. 4-l938 to 4-2084 (both inclusive) 9 with no exceptions. Motion carried. It was moved by Ybarra, seconded by McCormick, that "Payroll Warrant Register No. 205" be approved and payment authorized for Demands Nos. 2150 to 2159 (both inclusive), with no exceptions. Resolution No. 4280 - A Resolution of the City Council of the City of Vernon fixing the amount of money necessary to be raised by taxation upon the taxable property within said City as a revenue to carryon the various departments of such municipal corporation for the fiscal year commencing July l, 1974, and to pay the bonded or other indebtedness of said City of Vernon, or any portion or district thereof, was presented. It was moved by McCormick, seconded by Ybarra, that Resolution No. 4280 be approved and adopted. Motion carried. It was moved by Gonzales, seconded by McCormick, that Resolution No. 428l be approved and adopted. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: None Resolution No. 4279 - A Resolution of the City Council of the City of Vernon establishing a formal policy concerning non-discri- mination in employment, was presented. Nelson, Jr.9 Director of Public Works, reported orally that certain elements of the General Plan must be adopted by September 20, 1974. -5- 8 20 74 The City Attorney advised that it would be necessary to have a hearing before the Planning Commission, and that notice must be given pursuant to Government Code 65854. II It was moved by McCormick, seconded by Ybarra, that a public hearing be held at l:OO o'clock p.m. on Tuesday, September 3, 1974, by the City Council sitting as a Planning Commission, in the Council Chamber located at 4305 Santa Fe Avenue, Vernon, California, for the purpose of allowing the general public to comment or object to the proposed elements of the General Plan; and that the City Clerk be authorized and directed to post notice of said hearing pursuant to Section 65854 of the Government Code of the State of California.
