MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD SEPTEMBER 17, 1974 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Gonzales, Kaeser, Malburg, McCormick, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor Leonis C. Malburg.

It was moved by McCormick, seconded by Gonzales, that
minutes of the meeting of September 3, 1974 be approved as written
and submitted. Motion carried.
The City Clerk announced that this was the time and place
for opening of bids received for Washington Boulevard Reconstruction,
Downey Road to East City Boundary, in accordance with Contract No.
379..
It was moved by Ybarra, seconded by McCormick, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by McCormick, seconded by Ybarra, that bids
received for Washington Boulevard Reconstruction, Downey Road to
East City Boundary, in accordance with Contract No. 379, be
referred to the Director of Public Works and the City Attorney for
checking and report. Motion carried.
Communication from F. H. Colvin, Fire Chief, dated
September 4, 1974, requesting authority to attend the Western Fire
Chiefs' Association Conference a.t Tucson, Arizona from October l3
to 17, 1974, with an expense allowance of $397.00, was presented.
It was moved by Ybarra, seconded by Gonzales, that the
request of the Fire Chief, dated September 4, 1974, be approved
and authority granted to issue warrant in the amount of $397.00 to
F. H. Colvin. Motion carried.
Communication from Policeman D. J. Castellanos, dated
September 3, 1974, submitting his resignation effective as of the
end of his tour of duty on September 16, 1974, was presented.

It was moved by Gonzales, seconded by McCormick, that the
resignation of Policeman D. J. Castellanos be accepted. Motion
carried.
Communication from Sgt. J. R. Tucker, dated September 5,
1974, requesting permission to lease the next available two-bedroom
apartment or house, was presented. (Copy to each member of the
City Council)
It was moved by McCormick, seconded by Ybarra, that the
request of Sgt. J. R. Tucker, dated September 5, 1974, be received
and filed for future consideration. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 5, 1974, requesting that Officers J. E. Prahm and R. W.
Mitchell be permitted to attend the Law Enforcement Academy of
Driving at Irvine, California, from September 18 to 20, 1974,
inclusive, at a total cost of $528.00, was presented. (Copy to
each member of the City Council)
It was moved by McCormick, seconded by Kaeser, that the
request of the Police Chief, dated September 5, 1974, be approved;
that authority be granted to issue warrant in the amount of $450.00
to the Law Enforcement Academy of Driving; and that authority be
granted to issue warrants in the amount of $39.00 each to J. E.
Prahm and R. W. Mitchell. Motion carried.
Communication from Robert F. Diekman, Lawyer, dated
September 5, 1974, transmitting Claim for Damages by Cora Handford,
mother of Willie Jones, and Willie Jones against the City of Vernon,
was presented. (Copy to each member of the City Council)
It was moved by McCormick, seconded by Ybarra, that Claim
for Damages, dated September 4, 1974, by Cora Handford, mother of
Willie Jones, and Willie Jones against the City of Vernon, be denied
and referred to the City Attorney and the City's insurance carrier
for necessary action. Motion carried.

Communication from S. E. Hogan, Police Captain, dated
September 6, 1974, requesting authority to attend the Chief of
Police All Committee Meeting at Sacramento, California from October
9 to 11, 1974, with an expense allowance of $238.04, was presented.
It was moved by Gonzales, seconded by Kaeser, that the
request of Captain Hogan, dated September 6, 1974, be approved and
authority granted to issue ~varrant in the amount of $238.04 to
S. E. Hogan. Motion carried.
Communication from S. E. Hogan, Police Captain, dated
September 6, 1974, requesting authority for Lt. L. S. Rosenkrantz
to attend the 1974 Law Enforcement Intelligence Conference at
Sacramento, California from October 1 to 4, 1974, with an expense
allowance of $215.50, was presented.
It was moved by McCormick, seconded by Gonzales, that
the request of Captain Hogan, dated September 6, 1974, be approved
and authority granted to issue warrant in the amount of $215.50 to
L. S. Rosenkrantz. Motion carried.
Communication from S.. E. Hogan, Police Captain, dated
September 6, 1974, requesting authority for Sgt. J. R. Tucker to
attend the 1974 Law Enforcement Intelligence Conference at
Sacramento, California from October 1 to 4, 1974, with an expense
allowance of $215.50, was presented..
It was moved by McCormick, seconded by Gonzales, that
the request of Captain Hogan, dated September 6, 1974, be approved
and authority granted to issue warrant in the amount of $215.50 to
J. R. Tucker. Motion carried.
Communication from Mr. Robin L. Hood, dated August 29,
1974, requesting that he be consi.dered as a tenant for one of the
city-owned one bedroom or two bedroom apartments when one becomes
available for occupancy, was presented. (Copy to each member of
the City Council)
It was moved by Ybarra, seconded by Kaeser, that the
request of Mr. Robin L. Hood, dated August 29, 1974, be received
and filed for future consideration.. Motion carried.
Communication from the State of California, Department of
Transportation, dated August 30, 1974, transmitting a copy of
Resolution No. M-lll of the California Highway Commission outlining
procedure covering deleted freeway and express~"ray system routes, \"ras
presented. (Copy to each member of the City Council)
It was moved by Gonzales, seconded by Ybarra, that communi-
cation from the State of California, Department of Transportation,
datE~d August 30, 1974, together with transmittal, be received and
filed. Motion carried.
Communication from Councilman R. L. Mountjoy, City of
Monrovia, dated September 5, 1974, requesting the City of Vernon to
oppose SB 2133, was presented. (Copy to each member of the City

It was moved by NcCormick, seconded by Gonzales, that
connnunication from Councilman R. L. Mountjoy, City of Monrovia,
dated September 5, 1974, be received and filed. Motion carried.
Activity Log of the Police Department for the period
September 1 - 15, 1974 inclusive, was presented.
It was moved by Ybarra, seconded by Kaeser, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 10, 1974, requesting authority to employ Mr. George
Leslie Kendall as Policeman, Grade 4, effective October l, 1974,
was presented.
It was moved by McCormick, seconded by Kaeser, that the
request of the Police Chief, dated September 10, 1974, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September lO, 1974, requesting authority to employ Mr. Robert
Dennis Finerty as Policeman, Grade 4, effective October 1, 1974,
was pr esented.
It was moved by McCormick, seconded by Kaeser, that the
request of the Police Chief, dated September 10, 1974, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 9, 1974, was presented, requesting that the following
officers be advanced as indicated effective October 1, 1974:
Lieutenant P. A. Taylor to Lieutenant, Grade 1
Policeman W. H. Horton to Policeman, Grade 2
It was moved by Ybarra, seconded by McCormick, that the
request of the Police Chief, dated September 9, 1974, be approved.
Motion carried.
Communication from F. H. Colvin, Fire Chief, dated
September 6, 1974, recommending that S. L. Harris be advanced from
Secretary, Grade 3, to Secretary, Grade 2, effective October 1,
1974, was presented.
It was moved by Gonzales, seconded by McCormick, that the
recommendation of the Fire Chief, dated September 6, 1974, be
approved. Motion carried.
Communication from the Finance Committee, dated September
lO, 1974, making certain enumerated recommendations to the City
Council, was presented. (Copy to each member of the City Council)
It was moved by McCormick, seconded by Ybarra, that the
recommendations of the Finance Committee be approved as enumerated
in its communication dated September 10, 1974. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated September 11, 1974, transmitting Local Agency-State
Agreement No. 28 covering Federal-Aid-Urban System Projects in the
City of Vernon; and recommending that the agreement be approved and

that the Mayor and the City Clerk be authorized to execute the
agreement, was presented. (Copy of Agreement to each member of
the City Council)
Communication from A. E. Nelson, Jr., Director of Public
Works, dated September 11, 1974, transmitting Supplement No.1 to
Local Agency-State Agreement No. 28 pertaining to Federal Aid-Urban
Project M-6373(001), Bandini Boulevard; and recommending that the
supplement be approved and the Mayor and the City Clerk be
authorized to execute the document, was presented. (Copy to each
member of the City Council)
Resolution No. 4287 - A Resolution of the City Council of
the City of Vernon approving the Local Agency-State Agreement for
Federal-Aid-Urban System Projects F.A.U. and Supplement No.1 to
the Program of Local Agency Federal Aid Urban System Projects in
the City of Vernon, was presented.
It was moved by Ybarra, seconded by McCormick, that
Resolution No. 4287 be approved and adopted. Motion carried.

Report of Health Department Activities for the month of
August, 1974, was presented. (Copy to each member of the City
Counc il)
It was moved by McCormick, seconded by Gonzales, that
Report of Health Department Activities be received and filed.
Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated September 10, 1974, requesting authority for Mayrose Snyder,
R.N., to attend the Western Industrial Health Conference at Los
Angeles from October 10 to 12, 1974, inclusive, with an expense
allowance of $63.00, was presented.
It was moved by Ybarra, seconded by Kaeser, that the
request of the Health Officer, dated September 10, 1974, be
approved and authority granted to issue warrant in the amount of
$63.00 to Mayrose Snyder. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September ll, 1974, was presented, requesting that the following
officers be reimbursed the amounts as indicated from the Education
and Training Budget appropriation for Police Science Courses:

the request of the Police Chief, dated September ll, 1974, be
approved and authority granted to issue warrant in the amount of
$19.00 to D. E. Bates and to issue warrant in the amount of $16.75

"Warrant Register No. 413" covering claims and demands
presented during the period September 1 to 15, which includes Demands
Nos. 4-2189 to 4-2349 (both inclusive), drawn on the United
California Bank, totaling $123,820.56 (Light and Power Warrants
$45,373.28) (Accounting Period September 1974), was examined and
audited.
It was moved by Ybarra, seconded by McCormick, that
''Warrant Register No. 413" be approved and payment authorized for
Demands Nos. 4-2189 to 4-2349 (both inclusive), with no exceptions.
Motion carried.

"Payroll Warrant Register No. 206" covering claims and
demands presented during the period August 1 to 31, which includes
Demands Nos. 2160 to 2169 (both inclusive), drawn on the Crocker
National Bank, totaling $423,040.37 (Accounting Period August 1974),
was examined and audited.
It was moved by Ybarra, seconded by McCormick, that
"Payroll Warrant Register No. 206" be approved and payment
authorized for Demands Nos. 2160 to 2169 (both inclusive), with
no exceptions. Motion carried.

Com.'1lunication from A. E. Nelson, Jr., Director of Public
Works, dated September 13, 1974, advising that J. B. Crosby Company,
Incorporated has completed the work for City Hall Sewer, Storm Drain
and Frontage Improvement, in accordance ~.I7ith Contract No. 377; and
recommending that the work be accepted and that authority be granted
to pay the contractor in accordance with the agreement, was presented.
Resolution No. 4288 - A Resolution of the City Council of
the City of Vernon accepting-the work of J. B. Crosby Company, Inc.,
for City Hall Sewer, Storm Drain and Frontage Improvement pursuant
to Contract No. 377, was presented.
It was moved by Gonzales, seconded by Kaeser, that
Resolution No. 4288 be approved and adopted. Motion carried.

Resolution No. 4289 - A Resolution of the City Council of
the City of Vernon requesting an allocation of County Aid to Cities
Funds for the reconstruction of Hashington Boulevard, was presented.
It was moved by Ybarra, seconded by McCormick, that
Resolution No. 4289 be approved and adopted. Motion carried.
