MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JANUARY 21, 1975 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE9 VERNON 9 CALIFORNIA.
COUNCIL PRESENT: Gonzales, Kaeser, Malburg, McCormick, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor Leonis C. Malburg.
It was moved by Ybarra, seconded by Kaeser, that minutes
of the meeting of January 7, 1975 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for Pavement Striping for 1975, in accordance
with Contract No. 386.
It was moved by McCormick, seconded by Kaeser, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bid:

It was moved by Ybarra, seconded by Gonzales, that bid
received for Pavement Striping for 1975, in accordance with Contract
No. 386, be referred to the Director of Public Works and the City
Attorney for checking and report. Motion carried.
It was moved by Ybarra, seconded by Kaeser, that Ordinance
No. 855 receive a second reading by title. Motion carried.
Ordinance No. 855 - An Ordinance of the City of Vernon
amending Ordinance No. 749, was read for a second reading by title.

It was moved by Gonzales, seconded by McCormick, that
Ordinance No. 855 receive and pass a second reading. Motion carried.

It was moved by McCormick, seconded by Kaeser, that in
accordance with Government Code Section 36934, the reading of
Ordinance No. 855 in full be waived; and that Ordinance No. 855
receive a third and final reading by title. Motion unan~ously
carried.

Ordinance No. 855 receive and pass a third reading and be adopted.

Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated January 10, 1975, transmitting a list of records
which are recommended for ~ediate destruction and recommending
that a resolution be adopted authorizing the destruction of these
records, was presented. (Copy to each member of the City Council)
Resolution No. 4307 - A Resolution of the City Council of
the City of Vernon authorizing the destruction of certain City
records, documents, instrument, books and papers, pursuant to
Government Code Section 34090, was presented.
It was moved by Ybarra, seconded by McCormick, that
Resolution No. 4307 be approved and adopted. Motion carried.

Communications from F. H. Colvin, Fire Chief, dated
December 27, 1974 and January 3, 1975, requesting authority for
J. E. Muldown and R. E. Rosprfm to attend the California Conference
of Arson Investigators at Fresno, California from February 9 to 15,
1975, with an expense allowance of $275.50 each, was presented.
It was moved by Kaeser, seconded by Gonzales, that the
requests of the Fire Chief, dated December 27, 1974 and January 3,
1975, be approved and authority granted to issue warrants in the
amount of $275.50 each to J. E. Muldown and R. E. Rosprfm. Motion
carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated January 8, 1975, requesting authority for Francis W.
Sumner to attend the Annual Business Meeting of the California
Building Officials at Sacramento, California from February 27 to
March 1, 1975, with an expense allowance of $223.20, was presented.
It was moved by Gonzales, seconded by Ybarra, that the
request of the Director of Public Works, dated January 8, 1975, be
approved and authority granted to issue warrant in the amount of
$223.20 to Francis W. Sumner. Motion carried.
Communication from M. T. Mello, Assistant Fire Chief,
dated January 8, 1975, requesting that the personnel as listed be
issued checks in the amount of $30.00 each at the end of each month
through and including the month of April, 1975 to cover parking
fees while attending Paramedic training at Los Angeles County
Medical Center, was presented. (Copy to each member of the City
Council)
It was moved by McCormick, seconded by Kaeser, that the
request of the Assistant Fire Chief, dated January 8, 1975, be
approved and authority granted to issue warrants in the amount of
$30.00 each to the personnel as listed at the end of each month
through and including the month of April, 1975 to cover parking
fees while attending Paramedic training at Los Angeles County
Medical Center. Motion carried.

Communication was presented from S. E. Hogan, Police
Chief, dated January 8, 1975, requesting that the following
personnel be promoted as indicated effective February 1, 1975:
Lt. L. S. Rosenkrantz to Lieutenant, Grade 2
Sgt. J. E. Mason to Sergeant, Grade 2
It was moved by Ybarra, seconded by McCormick, that the
request of the Police Chief, dated January 8, 1975, be approved.
Motion carried.
Communication fram the Finance Committee, dated January
13, 1975, making certain enumerated recommendations to the City
Council, was presented. (Copy to each member of the City Council)
It was moved by McCopmick, seconded by Kaeser, that the
recommendations of the Finance Committee be approved as enumerated
in its communication dated January 13, 1974. Motion carried.

Communication from F. H. Colvin, Fire Chief, dated
January 8, 1975, recommending that D. M. Kruse be advanced from
Driver/Mechanic, Grade 2 to Grade 1, effective February 1, 1975,
was presented.
It was moved by Kaeser, seconded by McCormick, that the
recommendation of the Fire Chief, dated January 8, 1975, be
approved. Motion carried.
Communication from S. E. Hogan, Police Chief, dated January
15, 1975, requesting that Officer R. V. Sapp be retmbursed the sum
of $100.00 from the Education and Training Budget appropriation for
Police Management Program and courses at Pepperdine University, Los
Angeles, was presented.
It was moved by Gonzales, seconded by McCormick, that the
request of the Police Chief, dated January 15, 1975, be approved
and authority granted to issue warrant in the amount of $100.00 to
R. V. Sapp. Motion carried.
Communication fram S. E. Hogan, Police Chief, dated January
15, 1975, requesting that Officer J. E. Prahm be authorized to
attend the Bahn-Fair Institute of Scientific Law Enforcement, Class
No. E-2, at South Lake Tahoe, California, from January 27 to
February 7, 1975, inclusive, at a total cost of $750.00, was
presented. (Copy to each member of the City Council)
It was moved by Kaeser, seconded by Ybarra, that the
request of the Police Chief, dated January 15, 1975, be approved;
that authority be granted to issue warrant in the amount of $378.00
to the Bahn-Fair Institute of Scientific Law Enforcement; and that
authority be granted to issue warrant in the amount of $372.00 to
J. E. Prahm. Motion carried.

Communication from A. E. Nelson, Jr., Director of Public
Works, dated January 13, 1975, transmitting a statement concerning
the use of storm drain and sewers in the City of Vernon; and recom-
mending that this statement be approved as a statement representing
long standing practice and unwritten policy, was presented. (Copy
to each member of the City Council)
It was moved by Kaeser, seconded by McCormick, that the
recommendation of the Director of Public Works, dated January 13,
1975, be approved. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated January 15, 1975, requesting authority to establish
an Automotive Maintenance Section with a Foreman, as outlined, was
presented. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by Gonzales, that the
request of the Director of Public Works, dated January 15, 1975,
be referred to the Finance Committee for study and report. Motion
carried.
''Warrant Register No. 421" covering claims and demands
presented during the period January 1 to 15, which includes Demands
Nos. 5-1 to 5-165 (both inclusive), drawn on the United California
Bank, totaling $2,913,451.30 (Light and Power Warrants $2,610,898.68)
(Accounting Period January 1975), was examined and audited.
It was moved by Ybarra, seconded by Gonzales, that ''Warrant
Register No. 421" be approved and payment authorized for Demands
Nos. 5-1 to 5-165 (both inclusive), with no exceptions. Motion
carried.

"Payroll Warrant Register No. 210" covering claims and
demands presented during the period December 1 to 31, which includes
Demands Nos. 2200 to 2209 (both inclusive), drawn on the Crocker
National Bank, totaling $416,406.38 (Accounting Period December 1974),
was examined and audited.
It was moved by Ybarra, seconded by Gonzales, that "Payroll
Warrant Register No. 210" be approved and payment authorized for
Demands Nos. 2200 to 2209 (both inclusive), with no exceptions.

Activity Log of the Police Department for the period
January 1 to 15, 1975 inclusive, was presented.
It was moved by McCormick, seconded by Ybarra, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from S. E. Hogan, Police Chief, dated January
16, 1975, requesting authority to employ Mr. Michael Patrick Dunn
as Policeman, Grade 4, effective February 1, 1975, was presented.

It was moved by Ybarra, seconded by Kaeser, that the
request of the Police Chief, dated January 16, 1975, be approved.
Motion carried.
Communication from X. J. Padilla, Assistant Director of
Civil Defense, dated January 15, 1975, advising that two portable
radios were stolen from the Fire Department apparatus at Fire
Station No. 1 on or about January 3, 1975; and recommending that
these radios not be replaced at this time, unless otherwise
requested by the Fire Department, to allow sufficient time for
recovery, was presented.
It was moved by McCormick, seconded by Kaeser, that the
recommendation of the Assistant Director of Civil Defense, dated
January 15, 1975, be approved. Motion carried.
Report of Health Department Activities for the month of
December 1975, was presented. (Copy to each member of the City
Council)
It was moved by Ybarra, seconded by Kaeser, that Report
of Health Department Activities be received and filed. Motion
carried.
Copy of Resolution No. 3096 of the City Council of the
City of Gardena, California, urging a change in laws regarding the
incarceration and release of juveniles charged with felonies, was
presented. (Copy to each member of the City Council)
It was moved by McCormick, seconded by Kaeser, that copy
of Resolution No. 3096 of the City Council of the City of Gardena,
California, be received and referred to the Police Chief for study
and report. Motion carried.
Communication from M. T. Mello, Assistant Fire Chief,
dated January 17, 1975, requesting authority and funds to purchase
a Federal Twin Sonic Warning Light/Sound System, a Unitrol Control
head and an Antenna for the system, at an estimated cost of $600.00,
for the new Fire Department pickup truck, was presented.
It was moved by McCormick, seconded by Gonzales, that the
request of the Assistant Fire Chief, dated January 17, 1975, be
approved. Motion carried.
Communication from S. E. Hogan, Police Chief, dated
January 17, 1975, requesting that certain officers as listed be
authorized to attend Advanced Officers' Training School at Rio
Hondo College from February 18 to 20, 1975, inclusive, with a total
cost of $88.75, was presented. (Copy to each member of the City
Council)
It was moved by Ybarra, seconded by Kaeser, that the
request of the Police Chief, dated January 17, 1975, be approved;
that authority be granted to issue warrant in the amount of $33.75
to Rio Hondo College; and that authority be granted to issue warrants
in the amount of $11.00 each to R. D. Adams, R. D. Gott, H. N. Stolan,
G. R. Stevens and D. J. Taverne11i. Motion carried.

CODDllunication from A. E. Nelson, Jr., Director of Public
Works, dated January 21, 1975, with reference to redevelopment work
on Well No. 11, requesting authority for the Purchasing Agent to
issue purchase orders as necessary for additional work on Well No.
11, was presented. (Copy to each member of the City Council)
It was moved by McCormick, seconded by Ybarra, that the
request of the Director of Public Works, dated January 21, 1975, be
approved. Mot ion carr ied.

During a verbal discussion, the City Council raised the
question as to whether the broker of record for the City of Vernon
for group medical and health insurance should be changed in order
to facilitate the billing through one central brokerage.
After said discussion, it was moved by Kaeser, seconded
by Ybarra, that the broker of record for the present Massachusetts
Mutual Life Insurance policy be changed from the existing broker
of record to Booth & Simpson, effective February 1, 1975; and that
the City Clerk be authorized and directed to so advise Booth &
Simpson, Massachusetts Mutual Life Insurance Company and the present
broker of record of the City Council's selection. Motion carried.
There being no further business to come before the meeting,
it was moved by McCormick, seconded by Kaeser, that the meeting
adjourn. Motion carried.
