19750304 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD MARCH 4, 1975 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Gonzales, Kaeser, Malburg, McCormick, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor Leonis C. Malburg. It was moved by Ybarra, seconded by McCormick, that minutes of the meeting of February 18, 1975 be approved as written and submitted. Motion carried. Mr. G. W. Van Fossan, President of the Vernon Chamber of Commerce, appeared before the City Council and presented each member of the City Council and staff members with a copy of the new Directoryof Business and Industry as prepared by the Vernon Chamber of Commerce. Mr. Van Fossan also presented a portrait photograph used in the directory to each member of the City Council and staff members. Mr. Marion J. Varner and Mr. Jerry Keller, of the archi- tectural firm of Marion J. Varner and Associates, appeared before the City Council and made a color selection presentation relative to Contract No. 383, City Hall and Police Facility. No formal action was taken by the City Council. Communication from Louis S. Hauger, Director of Environ- mental Health, dated February 19, 1975, advising that, pursuant to Section 459 of the California Health and Safety Code, the Vernon City Jail was inspected on February 19, 1975; and reporting that this facility complies with the standards and requirements prescribed by the Board of Corrections regarding environmental conditions, medical care and nutrition of prisoners, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Ybarra, that communication from the Director of Environmental Health, dated February 19, 1975, with reference to inspection of the Vernon City Jail, be received and filed. Motion carried. Communication from Louis S. Hauger, Director of Environ- mental Health, dated February 21, 1975, with reference to communi- cations from Mr. Black, 6314 Hood Avenue, Huntington Park, regarding industrial noise in the City of Vernon, reporting and making certain recommendations to the City Council on this matter, was presented. (Copy to each member of the City Council) It was moved by Gonzales, seconded by Kaeser, that the recommendations of the Director of Environmental Health, be approved as outlined in his communication dated February 21, 1975. Motion carried. Communication was presented from F. H. Colvin, Fire Chief, dated February 24, 1975, requesting that the following personnel be reimbursed the amounts as indicated from the Education and Training Budget appropriation for Fire Science Courses: I I -2- 3 4 75 R. Wiskus $ 100.00 15.56 34.85 It was moved by Kaeser, seconded by McCormick, that the request of the Fire Chief, dated February 24, 1975, be approved and authority granted to issue warrants as indicated. Motion carried. Communication from the City of Lynwood, dated February 20, 1975, transmitting a copy of a Resolution of the City Council of the City of Lynwood opposing the passage of Senate Bill 275, was presented. (Copy to each member of the City Council) Resolution No. 4312 - A Resolution of the City Council of the City of Vernon opposing Senate Bill 275, was presented. It was moved by McCormick, seconded by Kaeser, that Resolution No. 4312 be approved and adopted. Motion carried. Bloch, Jr., dated February 26, 1975, requesting permission to lease a two-bedroom apartment or house from the City whenever one becomes available, was presented. It was moved by Ybarra, seconded by McCormick, that the request of Louis M. Bloch, Jr., dated February 26, 1975, be received and filed for future consideration. Motion carried. Communication from the County of Los Angeles Facilities Department, dated February 25, 1975, transmitting original and three copies of Permit Agreement No. 24587 to the County of Los Angeles Air Pollution Control District for use of space at Vernon Diesel Plant, 2715 East 50th Street, Vernon, California, which have been fully executed by the Los Angeles County Board of Supervisors, was presented. It was moved by Kaeser, seconded by McCormick, that the Mayor and the City Clerk be authorized to execute Permit Agreement No. 24587 to the County of Los Angeles Air Pollution Control District for use of space at Vernon Diesel Plant, 2715 East 50th Street, Vernon, California. Motion carried. Communication from S. E. Hogan, Police Chief, dated February 26, 1975, recommending that Officer R. D. Linke be removed from the City payroll effective as of March 22, 1975, was presented. It was moved by Ybarra, seconded by Kaeser, that the recommendation of the Police Chief, dated February 26, 1975, be approved. Motion carried. Communication from S. E. Hogan, Police Chief, dated February 27, 1975, requesting that Officer T. R. Igyarto be reim- bursed the sum of $23.62 from the Education and Training Budget appropriation for Police Science Courses at Cerritos College, was presented. It was moved by Kaeser, seconded by Gonzales, that the request of the Police Chief, dated February 27, 1975, be approved and authority granted to issue warrant in the amount of $23. 6~,tr<? T. R. I I -3- 3 4 75 ''Warrant Register No. 424" covering claims and demands presented during the period February 16 to 28, which includes Demands Nos. 5-405 to 5-500 (both inclusive), drawn on the United California Bank, totaling $305,968.68 (Light and Power Warrants $4,296.14) (Accounting Period March 1975), was examined and audited. It was moved by Ybarra, seconded by Gonzales, that ''Warrant Register No. 424" be approved and payment authorized for Demands Nos. 5-405 to 5-500 (both inclusive), with no exceptions. Motion carried. It was moved by Gonzales, seconded by McCormick, that Activity Log of the Police Department be received and filed. Motion carried. Communication from F. H. Colvin, Fire Chief, dated February 26, 1975, requesting permission to commence buying neces- sary Paramedic equipment, as listed on the attached list, at an approximate cost of $12,930.00, in order to activate their unit upon graduation of their Paramedics, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Kaeser, that the request of the Fire Chief, dated February 26, 1975, be approved. Motion carried. Communication from F. H. Colvin, Fire Chief, dated February 28, 1975, with reference to bids received for the furnishing, delivering and installing for the City of Vernon, a Fire Department Radio Communications System, in accordance with Specifications No. 382, recommending that all bids be rejected, was presented. Resolution No. 4313 - A Resolution of the City Council of the City of Vernon rejecting all bids for Fire Department Radio Communications System, in accordance with Specifications No. 382 of the City of Vernon, was presented. It was moved by Gonzales, seconded by Ybarra, that Resolution No. 4313 be approved and adopted. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: None Communication from S. E. Hogan, Police Chief, dated March 1, 1975, requesting authority for Captain A. E. Chrisman, Lt. L. S. Rosenkrantz and Sgt. J. R. Tucker to attend the Law Enforcement Intelligence Officers Conference at Los Angeles from April 15 to 17, 1975, with an expense allowance of $77.00 each, was presented. It was moved by Kaeser, seconded by McCormick, that the request of the Police Chief, dated March 1, 1975, be approved and authority granted to issue warrants in the amount of $77.00 each to A. E. Chrisman, L. S. Rosenkrantz and J. R. Tucker. Motion carried. I I -4- 3 4 75 Communication from S. E. Hogan, Police Chief, dated March 3, 1975, requesting that Officer A. Hoover be authorized to attend the Bahn-Fair Institute of Scientific Law Enforcement, Class No. E-5, at South Lake Tahoe, California from March 10 to 21, 1975, inclusive, at a total cost of $750.00, was presented. It was moved by McCormick, seconded by Kaeser, that the request of the Police Chief, dated March 3, 1975, be approved; that authority be granted to issue warrant in the amount of $378.00 to Bahn-Fair Institute of Scientific Law Enforcement; and that authority be granted to issue warrant in the amount of $372.00 to A. Hoover. Motion carried. Resolution No. 4311 - A Resolution of the City Council of the City of Vernon supporting the designation of recipient for Federal Assistance as required by the Mass Transportation Assistance Act of 1974, was presented. It was moved by McCormick, seconded by Ybarra, that Resolution No. 4311 be approved and adopted. Motion carried.
