19750520 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD MAY 20, 1975 AT TWO O'CLOCK P. M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Gonzales, Kaeser, Malburg, Ybarra COUNCIL ABSENT: McCormick The meeting was called to order by Mayor Leonis C. Malburg. It was moved by Gonzales, seconded by Ybarra, that minutes of the meeting of May 6, 1975 be approved as written and submitted. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated April 24, 1975, transmitting a draft of a new Zonirg Ordinance to replace Ordinance No. 752 adopted in 1964; and recom- mending that the Ordinance be adopted, was presented. (Copy to each member of the City Council) Resolution No. 4336 - A Resolution of the City Council of the City of Vernon setting the time and place for public hearing by the City Council of the City of Vernon sitting as a Planning Commission to determine whether to adopt, reject or modify proposed Ordinance No. 856, was presented. It was moved by Kaeser, seconded by Ybarra, that Resolution No. 4336 be approved and adopted. Motion carried. Ayes: Gonzales, Kaeser, Malburg, Ybarra Noes: None Absent: McCormick Communication from the Southern California Rapid Transit District, dated May 5, 1975, requesting the City Council to endorse Assembly Bill 1723 introduced by Assemblyman Alan Sieroty, was presented. (Copy to each member of the City Council) It was moved by Kaeser, seconded by Gonzales, that communi- cation from the Southern California Rapid Transit District, dated May 5, 1975, be received and filed. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated May 7, 1975, recommending that the use of high pressure sodium vapor lights be approved for use in the Central Manufacturing District area, was presented. (Copy to each member of the City Council) It was moved by Kaeser, seconded by Ybarra, that the recom- mendation of the Director of Public Works, dated May 7, 1975, be approved. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated May 7, 1975, requesting authority to employ Jerome P. Snyder as Utility Man IV, Step 5, pending satisfactory completion of physical examination, for a temporary period from approximately June 1, 1975 through September 30, 1975, was presented. It was moved by Ybarra, seconded by Gonzales, that the request of the Director of Public Works, dated May 7, 1975, be approved. Motion carried. 649 I I -2- 5 20 75 Communication from A. E. Nelson, Jr., Director of Public Works, dated May 7, 1975, requesting authority to advance Luke V. Salerno to Utility Man IV, Step 4, effective June 1, 1975, was presented. It was moved by Kaeser, seconded by Gonzales, that the request of the Director of Public Works, dated May 7, 1975, be approved. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated May 7, 1975, recommending that the City advise Marion J. Varner, Architect, that it elects in accordance with the Agreement for the preparation of separate contracts for furniture and communi- cations equipment, was presented. (Copy to each member of the City Council) It was moved by Gonzales, seconded by Ybarra, that the recommendation of the Director of Public Works, dated May 7, 1975, be approved. Motion carried. Communication was presented from S. E. Hogan, Police Chief, dated May 7, 1975, requesting that the following officers be advanced as indicated effective June 1, 1975: R. E. Olson to Policeman, Grade 1 D. E. Bates to Policeman, Grade 2 It was moved by Kaeser, seconded by Ybarra, that the request of the Police Chief, dated May 7, 1975, be approved. Motion carried. Communication from F. H. Colvin, Fire Chief, dated May 7, 1975, recommending that L. R. Burdett be advanced from Engineer, Grade 3 to Grade 2, effective June 1, 1975, was presented. It was moved by Ybarra, seconded by Gonzales, that the recommendation of the Fire Chief, dated May 7, 1975, be approved. Motion carried. Communication from James A. Miller, Policeman-Detective Bureau, dated May 8, 1975, requesting that he be reimbursed the sum of $55.00 for unrepairable damage to clothing while pursuing two suspects in the City of Vernon, was presented. (Copy to each member of the City Council) It was moved by Kaeser, seconded by Gonzales, that the request of James A. Miller, dated May 8, 1975, be approved and authority granted to issue warrant in the amount of $55.00 to James A. Miller. Motion carried. Communication from the State of California, Department of Health, dated May 5, 1975, transmitting four copies of Contract No. 75-53161 relating to the Radiation Control Program for the fiscal year July 1, 1975 through June 30, 1976, was presented. It was moved by Gonzales, seconded by Kaeser, that the Mayor and the City Clerk be authorized to execute Contract No. 75-53161 with the State of California, Department of Health, relating to the Radiation Control Program for the fiscal year July 1, 1975 through June 30, 1976. Motion carried. 650 I I -3- 5 20 75 Communication from the Special Services Division, Chief Administrative Office, County of Los Angeles, dated May 5, 1975, transmitting a new Animal Control Services Agreement extending the current control program to December 31, 1975, was presented. Resolution No. 4335 - A Resolution of the City Council of the City of Vernon authorizing the execution of an agreement for Animal Control Services, was presented. It was moved by Ybarra, seconded by Kaeser, that Resolution No. 4335 be approved and adopted. Motion carried. Claim for Damages by Doranne of California, Inc. dba Stoneware Designs West, dated May 12, 1975, against the City of Vernon, filed by Stuart S. Hillman for Caplow and Hillman, Inc., Attorneys for Claimant, was presented. (Copy to each member of the City Council) It was moved by Kaeser, seconded by Ybarra, that Claim for Damages by Doranne of California, Inc., dba Stoneware Designs West, dated May 12, 1975, filed by Stuart S. Hillman, Inc., Attorneys for Claimant, be rejected. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated May 13, 1975, with reference to bids received for Traffic Signal Installation, Santa Fe Avenue and Pacific Boulevard- Vernon Avenue, in accordance with Contract No. 389, recommending that this contract be awarded to C. T. & F., Inc. on the basis of their bid of $39,442.00, was presented. Resolution No. 4329 - A Resolution of the City Council of the City of Vernon accepting the bid of C. T. & F., Inc., for Traffic Signal Installation, Santa Fe Avenue and Pacific Boulevard-Vernon Avenue, in accordance with Contract No. 389 of the City of Vernon, was presented. It was moved by Kaeser, seconded by Gonzales, that Resolution No. 4329 be approved and adopted. Motion carried. I I -4- 5 20 75 Resolution No. 4330 - A Resolution of the City Council of the City of Vernon accepting the bid of Sully Miller Contracting Company, for Preventive Maintenance of Asphalt Pavement, in accordance with Contract No. 385 of the City of Vernon, was presented. It was moved by Ybarra, seconded by Gonzales, that Resolution No. 4330 be approved and adopted. Motion carried. It was moved by Ybarra, seconded by Gonzales, that Activity Log of the Police Department be received and filed. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated May 15, 1975, advising that Mills Fencing Company has completed the work for Fencing Soto Street Property under Contract No. 388; and recommending that the work be accepted and that authority be granted to pay the contractor in accordance with the agreement, was presented. Resolution No. 4331 - A Resolution of the City Council of the City of Vernon accepting the work of Mills Fencing Company, for Fencing Soto Street Property in accordance with Contract No. 388 of the City of Vernon, was presented. It was moved by Kaeser, seconded by Gonzales, that Resolution No. 4331 be approved and adopted. Motion carried. Nelson, Jr., Director of Public Works, dated May 15, 1975, recommending that the Vernon City Code be amended by increasing the maximum speed of trains within the City from 12 miles per hour to 20 miles per hour, was presented. (Copy to each member of the City Council) Ordinance No. 858 - An Ordinance of the City of Vernon, amending The Code of the City of Vernon, California, 1959, by amending Sec. 19.1 of said Code, was read by title for a first reading. It was moved by Kaeser, seconded by Ybarra, that Ordinance No. 858 receive and pass a first reading. Motion carried. It was moved by Gonzales, seconded by Ybarra, that "Payroll Warrant Register No. 214" be approved and payment authorized for Demands Nos. 2239 to 2249 (both inclusive), with no exceptions. It was moved by Kaeser, seconded by Gonzales, that Resolution No. 4333 .be approved and adopted. Motion carried.
