IN THE COUNCIL CHA.HBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Gonzales, Kaeser, Malburg, HcCormick, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor Leonis C. Malburg. It was moved by Gonzales, seconded by Kaeser, that minutes of th.e meet ing of Hay 20, 1975 be approved as \vritten and submitted. Motion carried. It was moved by Ybarra, seconded by Gonzales, that Ordinance No. 858 receive a second reading by title. Motion carried. Ordinance No. 858 - An Ordinance of the City of Vernon, amending The Code of The City of Vernon, California, lQS9, by amending Sec. 19.1 of said Code, was read for a second reading by title. (Copy to each member of the City Council) It \Vas moved by Ybarra, seconded by Kaeser, that Ordinance No. 858 receive and pass a second reading. 1"Iotion carried. Ayes: Gonzales, Kaeser, ivIalburg, HcCormick, Ybarra Noes: None Absent: None It was moved by HcCormick, seconded by Kaeser, that in accordance with Government Code Section 36934, the reading of Ordinance No. 858 in full be waived; and that Ordinance No. 858 receive a third and final reading by title. It was moved by Gonzales, seconded by Nd'::ormick, that Ord:tnance No. 858 receive and pass a third reading and be adopted. Motion carr:i.ed. Nelson, Jr., Director of Public Works, dated May 19, 1975, transmitting plans and specifications for the construction of Loma 'Vista Avenue Storm Drain in the cities of Hay-wood and Vernon; and recommending that the plans and specifi- cations be aDproved and the Los Angeles Countv Flood Control L . ... ~ J District be authorized to proceed with the construction, was presented. Hotlon carried. fi I I -2- 6 3 75 Crnrnnunication from Giant Meat Co., Inc., dated May 21, 1975, requesting a further extension for the use of their office trailer at 2535 East Vernon Avenue, was presented. Communication from A. E. Nelson, Jr., Director of Public Works, dated May 27, 1975, recommending that Giant Meat Co., Inc. be granted a one-year extension for use of a commercial coach at 2535 E. Vernon Avenue, subject to the condition that permanent facilities be constructed prior to the expiration or the extension or that the coach be removed at that time, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Gonzales, that Giant Meat Co., Inc. be granted a one-year extension for use of a commercial coach at 2535 E. Communication from F. H. Colvin, Fire Chief, dated May 27, 1975, requesting that John C. Marx be reimbursed the sum of $100.00 from the Education and Training Budget appropriation for Fire Suppression courses at Santa Ana College, was presented. It was moved by McCormick, seconded by Kaeser, that the request of the Fire Chief, dated May 27, 1975, be approved and authority granted to issue warrant in the amount of $100.00 to John C. Marx. Motion carried. Communication from the Finance Committee, dated May 22, 1975, recommending that the audiometric hearing test be included in the pre-employment physical examination for all prospective City employees, was presented. It was moved by Kaeser, seconded by McCormick, that the recommendation of the Finance Committee, dated May 22, 1975, be approved. Motion carried. Communication from S. E. Hogan, Police Chief, dated May 29, 1975, requesting that Sgt. J. T.v. Triplett be reimbursed the sum of $81.75 for a P.O.S.T. sanctioned Police Supervision Course at Rio Hondo College from February 20 through May 22, 1975, was presented. It was moved by Gonzales, seconded by McCormick, that the recommendation or the Police Chief, dated May 29, 1975, be approved and authority granted to issue warrant in the amount of $81.75 to J. T..J. Triplett. Motion carried. Communication from A. E. Nels on, Jr., Director of Public Works, dated May 29, 1975, transmitting Contract No. 390 for One Dump Truck; and recommending that the contract be approved and that authority be granted to advertise for bids, was presented. Resolution No. 4337 - A Resolution of the City Councilor the City of Vernon approving Contract No. 390 and authorizing notice inviting sealed proposals or bids for One Dump Truck, in accordance vlith Contract No. 390 of the Cfty of Vernon, was presented. It was moved by McCormick, seconded by Ybarra, that Activity Log of the Police Department be received and filed. Notion carried. "t~arrant Register No. 430" covering claims and demands presented during the period Hay 16 to 31, which includes Demands Nos. 5-1288 to 5-1355 (both inclusive) drawn on the United California Bank, totaling $65,318.36 (Light and Power t.Jarrants$5, 642 .19) (Accounting Period June 1975), was examined and audited. It was moved by Ybarra, seconded by Gonzales, that "l.varrant Register No. 43011 be approved and payment authorized for Demands Nos. 5-1288 to 5-1355 (both inclusive), with no exceptions. Steel Supply Co., dated May 30, 1975, requesting an extension until July 15, 1975 of the existing temporary varia,nce from the Uniform Building Code Section 5205B covering their occupancy of the premises at 5125 Santa Fe Avenue; and advising that if their plans change and they wish to stay longer than July 15, 1975, they will then bring the present skylights into conformity with the Code before July 15, 1975 or vacate the premises by midnight that date, was presented. (Copy to each member of the City Council) It was moved by Gonzales, seconded by McCormick, that Becker Bros. Steel Supply Co. be granted an extension until July 15, 1975 of the existing temporary variance from the Uniform Building Code Section 5205B covering their occupancy of the premises at 5125 Santa Fe Avenue, subject to the conditions as outlined in their letter dated May 30, 1975; provided that Becker Bros. Steel Supply Co. accept all responsibility and any and all liabilities that might result from any damages or injuries to life or property during the extended temporary occupancy of the premises at 5 5 Santa Fe Avenue; and provided that Becker Bros. Steel Supply Co. agrees to hold the City of Vernon harmless from any and all claims resulting from said occupancy. Motion carried. Communication from F. H. Colvin, Fire Chief, dated May 30, 1975, transmitting a proposed legal agreement between the City of Vernon and Los Angeles County Fire Protection District for Automatic First-Alarm assignments in all cities of the Area "E" mutual aid area, except for the City of Commerce; and recommending that the Mayor and the City Clerk be authorized to execute the document if it is acceptable, was presented. (Copy of agreement to each member of the City Council) I I -4- 6 3 75 It was moved by McCormick, seconded by Kaeser, tbat the recommendation of the Fire Chief, dated May 30, 1975, be approved and that the Mayor and the City Clerk be authorized to execute the agreement between the City of Vernon and the Los Angeles County Fire Protection District. Motion carried. Ordinance No. 857 - An Ordinance of the City of Vernon amending The City Code of the City of Vernon, California, 1959 to regulate the erection, construction, enlargement, alteration, repair, moving, removal, conversion, demolition, occupancy, equip- ment , use, height, area and ma.intenance of buildings or structures in the City of Vernon, State of California, and providing for the issuance of permits and collection of fees therefor; declaring and establishing fire districts, providing penalties for the violation thereof, and adopting, in part, the Uniform Building Code, Accumu- lative Supplement, 1975 Edition, as promulgated by the International Conference of Building Officials, was read by title for a first reading. It was moved by Ybarra, seconded by McCormick, that Ordinance No. 857 receive and pass a first reading. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: None Resolution No. 4338 - A Resolution of the City Council of the City of Vernon determining a newspaper of general circulation, authorizing a publication of notice of public hearing in the same, and scheduling a public hearing for the adoption of Ordinance No. 857, was presented. It was moved by McCormick, seconded by Ybarra, that Resolution No. 4338 be approved and adopted. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: None Ordinance No. 859 - An Ordinance of tbe City of Vernon regulating the installation, arrangement, alteration, repair, use and operation of electrical wiring, connections, fixtures, and other electrical appliances and equipment on premises ~.vithin the City of Vernon; adopting by reference The National Electrical Code, 1975 Edition; and amending The Code of the City of Vernon, 1959, ~.vas read by title for a first reading. It was moved by Kaeser, seconded by Gonzales, that Ordinance No. 859 receive and pass a first reading. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: None Resolution No. 4339 - A Resolution of the City Council of the City of Vernon determining a ne'tvspaper of general circulation authorizing a publication of notice of public hearing in the same, and scheduling a public hearing for the adoption of Ordinance No. 859, was presented. It was moved by Gonzales, seconded by Ybarra, that Resolution No. 4339 be approved and adopted. Notion carried.
