19750626 Regular City Council Meeting - Minutes MINUTES OF AN ADJOURNED REGULAR MEE TING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JUNE 26, 1975 AT TWO O'CLOCK P. M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON CALIFORNIA. COUNCIL PRESENT: Gonzales, Kaeser, Malburg, McCormick, Ybarra COUNCIL ABSENT: None I The meeting was called to order by Mayor Leonis C. Malburg. It was moved by Ybarra, seconded by Gonzales, that minutes of the meeting of June 17, 1975 be approved as written and submitted. Motion carried. Summons in connection with Case Number 126953 filed in the Superior Court of the State of California for the County of Los Angeles by Doranne of California, Inc., a California corporation, vs. Thomas L. Jordan and Veronica M. Jordan, a partnership, doing business under the fictitious name, A-1 Machinery Moving Co., the City of Vernon, Southern California Edison Company, Does I through X, inclusive, individuals, Black Company, a corporation, White Company, a corporation, Does XI and XII, co-partners doing business as Green Company, for negligence and violation of statute, Ordinance, and Public Utilities Com- mission General Order, was presented. Motion carried. I Claim for Damages, dated June 18, 1975, filed by William B. Daniels, Jr., Attorney at Law, on behalf of his client Allen P. Green, was presented. It was moved by Gonzales, seconded by Ybarra, that Claim for Damages, dated June 18, 1975, filed by William B. Daniels, Jr., Attorney at Law, on behalf of his client Allen P. Green, be rejected. Motion carried. Summons in connection with Case Number 42873 filed in the Municipal Court of San Antonio Judicial District by Robert D. Linke vs. City of Vernon, a municipal corporation; Doe I, Doe II, Doe III, and Doe IV, for monies due, was presented. (Copy to each member of the City Council) -2- 6 26 75 It was moved by McCormick, seconded by Gonzales, that Summons in connection with Case Number 42873 filed in the Municipal Court of San Antonio Judicial District by Robert D. Linke vs. City of Vernon et al, be referred to the City Attorney for necessary action. Motion carried. I Communication from Harry J. Keaton, Municipal Employee Re- lations Representative, dated June 26, 1975, with reference to failure to agree in meeting and conferring with Vernon Fire Fighters Local 2312, recommending to the City Council that it determine to adopt the last offer made by the Municipal Employee Relations Representative with respect to all monetary benefits to all employees in the classifications listed in Groups 1 and 4, as outlined in communication dated June 26, 1975, effective July 1, 1975; and that in all other matters, the City Council determine to maintain existing City policy, was presented. Mr. Keaton and the City Attorney commented on the letter dated June 26, 1975. It was moved by Gonzales, seconded by McCormick, that the recommendation of the Municipal Employee Relations Representative be approved. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: None Mr. Harry J. Keaton requested the City Council to ratify his action in continuing the meeting and conferring process from May 31, 1975 to June 25, 1975, inclusive, with the Vernon Fire Fighters Local 2312. It was moved by McCormick, seconded by Kaeser, that the request of Mr. Harry J. Keaton be approved. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: None Mr. C. H. McGovern, City Attorney, and Mr. Harry J. Keaton, Municipal Employee Relations Representative, presented a fully executed Memorandum of Understanding, dated June 26, 1975, between the Municipal Employee Relations Representative of the City of Vernon and the Vernon Police Officers' Benefit Association (Employee Group 2). The City Attorney and Mr. Keaton commented on the document and recommended that the City Council approve it. I Resolution No. 4343 - A Resolution of the City Council of the City of Vernon approving a Memorandum of Understanding between the Municipal Employee Relations Representative of the City of Vernon and the Vernon Police Officers' Benefit Association (Employee Group 2), was presented. It was moved by McCormick, seconded by Kaeser, that Resolution No. 4343 be approved and adopted. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: None Communication from the Finance Committee, dated June 23, 1975, making certain enumerated recommendations in connection with the budget for the fiscal year 1975-76, was presented. (Copy to :e:mch member of the City Council) -3- 6 26 75 After discussion, it was moved by McCormick, seconded by Kaeser, that the recommendations of the Finance Committee relative to the budget for the fiscal year 1975-76, as enumerated in communication dated June 23, 1975, be approved. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: None I Mayor Malburg made an oral recommendation that Spencer E. Hogan be advanced from Police Chief, Step 4 to Step 3, on the basis of merit, effective July 1, 1975. It was moved by McCormick, seconded by Gonzales, that the recommendation of Mayor Malburg be approved. Motion carried. There being no further business to come before the meeting, it was moved by Kaeser, seconded by Ybarra, that the meeting adjourn. Motion carried. \ ~s C.
