OF THE CITY OF VERNON HELD AT 1 :15 P. M. ON

RESOLUTION NO. 4338 AND IN ACCORDANCE WITH

The meeting was called to order by Mayor Leonis C. Malburg.
The City Clerk reported that this was the time and place for the
hearing relative to the adoption of Ordinance No. 857 in accordance with
notice dated June 3, 1975.
Proof of publication in the Los Angeles Daily Journal on June 13,
and 20, 1975 of "Notice of Public Hearing" was duly acknowledged as being
on file.
The City Clerk reported that no written communications relative
to this matter had been received.
Mayor Malburg asked if anyone in the audience wished to com ment
on this matter.
No one wished to comment.
Mayor Malburg adjourned the meeting at 1:19 o'clock p. m.

MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JULY 1, 1975 AT TWO O'CLOCK P.M.
IN THE COUNCIL CHAMBER OF THE CITY
HALL LOCATED AT 4305 SANTA FE AVENUE,
VERNON, CALIFORNIA.
COUNCIL PRESENT: Gonzales, Malburg, McCormick, Ybarra
COUNCIL ABSENT: Kaeser
The meeting was called to order by Mayor Leonis C. Malburg.
It was moved by Ybarra, seconded by McCormick, that minutes of
the meeting of June 26, 1975 be approved as written and submitted. Motion
carried.
The Clerk announced that this was the time and place for opening
of bids received to Cement Line Cast Iron Pipe in accordance with Contract
No. 391.
It was moved by Gonzales, seconded by McCormick, that the Clerk
be instructed to open and read the bids submitted. Motion carried.
The Clerk opened and read the following bid:
Ameron Inc., Pipe Lining Division
$3,900.00
It was moved by McCormick, seconded by Ybarra, that bids received
to Cement Line Cast Iron Pipe, in accordance with Contract No. 391, be
referred to the Director of Public Works and the City Attorney for checking
and report. Motion carried.
It was moved by McCormick, seconded by Ybarra, that Ordinance
No. 857 receive a second reading by title. Motion carried.
Ordinance No. 857 - An Ordinance af the City of Vernon
amending The City Code of the City of Vernon, California, 1959 to
regulate the erection, construction, enlargement, alteration, repair,
moving, removal, conversion, demolition, occupancy, equipment,
use, height, area and maintenance of buildings or structures in the
City of Vernon, State of California, and providing for the issuance
of permits and collection of fees therefor; declaring and establish-
ing fire districts, providing penalties for the violation thereof, and
adopting, in part, the Uniform Building Code, Accumulative Supple-
ment, 1975 Edition, as promulgated by the International Conference
of Building Officials, was read for a second reading by title. (Copy
to each member of the City Council)
It was moved by Gonzales, seconded by McCormick, that Ordinance
No. 857 receive and pass a second reading. Motion carried.

It was moved by McCormick, seconded by Ybarra, that in accordance
with Government Code Section 36934, the reading of Ordinance No. 857 in full
be waived; and that Ordinance No. 857 receive a third and final reading by title.
Motion unanimously carried.

Ordinance No. 857 - An Ordinance of the City of Vernon
amending The City Code of the City of Vernon, California, 1959
to regulate the erection, construction, enlargement, alteration,
repair, moving, removal, conversion, demolition, occupancy,
equipment, use, height, area and maintenance of buildings or
structures in the City of Vernon, State of California, and providing
for the issuance of permits and collection of fees therefor; declaring
and establishing fire districts, providing pemUties for the violation
thereof, and adopting, in part, the Uniform Building Code, Accumul-
ative Supplement, 1975 Edition, as promulgated by the International
Conference of Building Officials, was read by title for a third and
final reading.

and operation of electrical wiring, connections, fixtures, and other
electrical appliances and equipment on premises within the City of
Vernon; adopting by reference The National Electrical Code, 1975
Edition; and amending The Code of the City of Vernon, 1959, was
read for a second reading by title. (Copy to each .eu:D>er of the

It was moved by Gonzales, seconded by McCormick, that Ordinance
No. 859 receive and pass a second reading. Motion carried.

No. 856 receive a second reading by title. Motion carried.
Ordinance No. 856 - An Ordinance of the City of Vernon
establishing zoning districts in the City of Vernon, California, and
regulating and restricting use of land and building, height of buildings,
open spaces and the location of buildings and improvements on land,
adopting a map showing said zoning districts, defining the terms
used in the ordinance, providing for its adjustment, amendment, and
enforcement, prescribing penalties for violations and repealing
Ordinances 541, 569, 578, 594, 640 and 752 and all Ordinances in
conflict herewith, was read for a second reading by tit lee (Copy to
each member of the City Council)
It was moved by Gonzales, seconded by McCormick, that Ordinance
No. 856, receive and pass a second reading. Motion carried.

Ordinance No. 856 - An Ordinance of the City of Vernon

Copy of Resolution No. 7853 of the City of Monterey Park urging
state legislation to safeguard municipalities against financial jeopardy caused
by arbitrary and capricious cancellation of their general liability insurance,
was presented. (Copy to each member of the City Council)
It was moved by McCormick, seconded by Gonzales, that copy of
Resolution No. 7853 of the City of Monterey Park be received and filed.
Motion carried.
Copy of Resolution No. 75-73 of the City Council of the City of
Huntington Park, California opposing the consolidation of the San Antonio
Judicial District with the South Gate Judicial District, was presented. (Copy
to each member of the City Council)
It was moved by McCormick, seconded by Gonzales that copy of
Resolution No. 75-73 of the City Council of the City of Huntington Park,
California, be received and filed. Motion carried.

Communication from F. H. Colvin, Fire Chief, dated June 19,
1975, requesting authority and funds for labor and materials necessary in
the installation of shelving and related equipment on the Paramedic Unit at
an approximate cost of $250.00, was presented.
It was moved by McCormick, seconded by Ybarra, that the request
of the Fire Chief, dated June 19, 1975, be approved. Motton carried.
Communication from F. H. Colvin, Fire Chief, dated June 24,
1975, requesting that L. M. Jackson be reimbursed the sum of $14.50 from
the Education and Trainin,g Budget appropriation for a course in Wildland
Fire Control at East Los Angeles College, was presented.
It was moved by McCormick, seconded by Gonzales, that the request
of the Fire Chief, dated June 24, 1975, be approved and authority granted to
issue warrant in the amount of $14.50 to L. M. Jackson. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public Works,
dated June 23, 1975, transmitting a License Agreement signed by The Pep
Boys, Manny, Moe and Jack Corporation for the construction of three footings
in the sidewalk area on 45th Street; and recommending that the Agreement be
approved and the Mayor and the City Clerk be authorized to execute the
document on behalf of the City, was presented.
It was moved by Ybarra, seconded by McCormick, that the recom-
mendation of the Director of Public Works, dated June 23, 1975, be approved;
and that the Mayor and the City Clerk be authorized to execute License Agree-
ment between the City of Vernon and The Pep Boys, Manny, Moe and Jack
Corporation for the construction of three footings in the sidewalk area on 45th
Street. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public Works,
dated June 24, 1975, transmitting an easement for rail purposes to be granted
to Saxony Products, Inc.; and recommending that the easement be executed,
was presented.
It was moved by Gonzales, seconded by McCormick, tlat the recom-
mendation of the Director of Public Works, dated June 24, 1975, be approved;
and that the Mayor and the City Clerk be authorized to execute Easement to
Saxony Products, Inc. on behalf of the City of Vernon. Motion carried.
Claim for Damages, dated June 25, 1975, filed by Vincente Rodriguez
Cuellar, against the City of Vernon, was presented. (Copy to each member of
the City Council)
It was moved by McCormick, seconded by Ybarra,that Claim for
Damages, dated June 25, 1975, filed by Vincente Rodriguez Cuellar, against
the City of Vernon, be rejected. Motion carried.
Activity Log of the Police Department for the period June 16 - 30,
1975, inclusive, was presented.
It was moved by Ybarra, seconded by McCormick, that Activity Log
of the Police Department be received and filed. Motion carried.

Communication from A. E. Nelson, Jr., Director of Public Works,
dated June 26, 1975, with reference to bids received for one dump truck in
accordance with Contract No. 390, recommending that the contract be awarded
to Park Ford Automotive, Inc. on the basis of their bid of $11,750.38, was
presented.
Resolution No. 4346 - A Resolution of the City Council of the City of
Vernon accepting the bid of Park Ford Automotive, Inc., for the purchase of
one dump truck, in acoordance with Contract No. 390 of the City of Vernon,
was pre sented.
It was moved by McCormick, seconded by Gonzales, that Resolution
No. 4346 be approved and adopted. Motion carried.

Communication from St. Regis Paper Company, dated June 25, 1975,
requesting a public hearing before the City Council to resolve by ordinance
the parking allocation at 4530 Loma Vista Avenue, Vernon, proposed by the
Vernon Public Works Department, was presented.
It was moved by Ybarra, seconded by Gonzales, that the City Clerk
be instructed to advise St. Regis Paper Company that a representative of their
company could appear before the City Council on July 15, 1975 at2 :00 o'clock
p. m. Motion carried.
Communication from F. H. Colvin, Fire Chief, dated June 27, 1975,
requesting permisSion for authority to advance M. T.ME:Hlo.from Assistant
Chief, Grade 3 to Grade 2, and F. H. Colvin from Fire Chief, step 4 to Step 3,
effective July 1, 1975, was presented.
It was moved by McCormick, seconded by Ybarra, that the request
of the Fire Chief, dated June 27, 1975, be approved. Motion carried.
"Warrant Register No. 432" covering claims and demands presented
during the period June 16 to 30, which includes Demands Nos. 5-1538 to 5-1591
(both inclusive) drawn on the United California Bank, totaling $74, 014. 51 (Light
& Power Warrants $1,344.85) (Accounting Period June 1975), was examined
and audited.
It was moved by Gonzales, seconded by Ybarra, that "Warrant
Register No. 432" be approved and payment authorized for Demands Nos.
5-1538 to 5-1591 (both inclusive), with no exceptions. Motion carried.

Communication from Rita M. Luich, Secretary to the City of Vernon
Library Board of Trustees, dated July 1, 1975, advising that the term of
Trustees Gonzales and Kaeser will expire on June 30, 1975; and requesting
that the City Council make new appointments effective July 1, 1975, was
presented.
Mayor Malburg appointed Hilario Gonzales and Keith K. Kaeser as
Members of the Board of Library Trustees effective July 1, 1975 for a three
year term.

It was moved by McCormick, seconded by Ybarra, that the appoint-
ment of Hilario Gonzales and Keith K. Kaeser as Members of the Board of
Library Trustees effective July 1, 1975 for a three year term, be approved.
"Amendment to Memorandum of Agreement" dated July 1, 1975,
between the City of Vernon and Charles H. McGovern, Attorney at Law, to
be effective July 1, 1975, was presented.
It was moved by McCormick, seconded by Ybarra, that the Mayor
and the City Clerk be authorized to execute "Amendment to Memorandum of
Agreement", dated July 1, 1975, betweep the City of Vernon and CharlesH.
McGovern, Attorney at Law, to be effective July 1, 1975. Motion carried.
Agreement between Michael Snyder and the City of Vernon, dated
July 1, 1975, providing for School Crossing Guard Service, effective Septem-
ber 1, 1975, was presented.
It was moved by McCormick, seconded by Gonzales, that the Mayor
and the City Clerk be authorized to execute Agreement between Michael
Snyder and the City of Vernon, dated July 1, 1975, providing for School
Crossing Guard Service, effective September 1, 1975. Motion carried.
Resolution No. 4345 - A Resolution of the City Council of the City
of Vernon continuing the retention of Paul P. Hendricks, as Consulting
Electrical Engineer of the City of Vernon, was presented.
It was moved by Ybarra, seconded by Gonzales, that Resolution
No. 4345 be approved and adopted. Motion carried.

Resolution No. 4344 - A Resolution of the City Council of the City
of Vernon fixing the compensation for certain employees of said City as of
July 1, 1975, authorizing certain expense allowances, and repealing all resolutions
in conflict therewith, was presented.
It was moved by Gonzales, seconded by McCormick, that Resolution
No. 4344 be approved and aopted. Motion carried.

Resolution No. 4347 - A Resolution of the City Council of the City
of Vernon, approving budget for the fiscal year 1975-76, was presented.
It was moved by Ybarra, seconded by McCormick, that Resolution
No. 4347 be approved and adopted. Motion carried.

Noes: None
Absent: Kaeser
At this time (2 :47 p. m.), Councilman Ybarra was excused. Quorum
still remained.
