19750819 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD AUGUST 19, 1975, AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT ..4305 . SANTA. FE AVENUE.. VERNON.. CALIFORNIA COUNCIL PRESENT: Gonzales, Kaeser, Malburg, McCormick. COUNCIL ABSENT: Ybarra Malburg. The meeting was called to order by Mayor Leonis C. It was moved by McCormick, seconded by Kaeser, that the ftiinutes of the meeting of August 5, 1975, be approved as written and submitted. Motion carried. The Clerk announced that this was the t~e and place for opening of bids received for Furlong Place Storage Buildiftgs and Block Wall in accordance with Contract No. 392. It was moved by Gonzales, seconded by McCormick, that the Clerk be instructed to open and read the bids/submitted. Motion carried. The Clerk opened and read the follow.ing bids: Johnny Gonzales 333 Construction Company $11,267.61 10,838.00 It was moved by McCormick, seconded by Kaeser, that bids received for Furlong Place Storage Buildings and Block Wall, in accordance with Contract No. 392, be referred to the Director of Public Works and the City Attorney for checking and report. Motion carried. Cla~ for Damages, dated July 30, 1975, filed by Mary A. Bueno against the City of Vernon,was presented. (Copy to each member of the City Council) 6 It was moved by McCormick, seconded by Kaeser, that Claim for Damages, dated July 30, 1975, of Mary A. Bueno, be rejected. Motion carried. Cla~ for Damages, dated July 30, 1975, from Continental Truck & Towing Co., Inc., in the amount of $1,772.91, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Gonzales, that Claim for Damages, dated July 30, 1975, from Continental Truck & Towing Co., Inc., in the amount of $1,772.91, be allowed in the amount of $886.45 and rejected as to the balance. Motion carried. Communicat ion was presented from F. H. Colvin, Fire Chief, dated August 5, 1975, recommending that the following personnel be advanced as indicated, effective September 1, 1975: 020 I I -2- 8-19-75 R. N. Dinnnitt to Captain, Grade 1 R. E. Rosprim to Captain, Grade 2 L. D. Schultz to Captain, Grade 1 It was moved by Kaeser, seconded by McCormick, that the recommendation of the Fire Chief, dated August 5, 1975, be approved. Motion carried. Communication from Fireman Frank A. Claunch, dated August 5, 1975, requesting permission to temporarily park his personal camper at the rear of Vernon Fire Station No.3, was presented. (Copy to each member of the City Council) It was moved by Kaeser, seconded by McCormick, that the request of Fireman Frank A. Claunch, dated August 5, 1975, be approved subject to the conditions as outlined in his communication. Motion carried. Communication from William T. Hays, Attorney at Law, dated August 7, 1975, relative to Carlton E. Claunch vs. City of Vernon; State Compensation Insurance Fund WCAB No. 74 LB 71078, 75 LB 76598, was presented. (Copy to each 1Dember of the City Council) The City Attorney made an oral recommendation that the medical reports and the medical file of Fireman Carlton E. Claunch be referred to C. E. Nemethi. M.D., Health Officer, with authority to refer the matter to a cardiologist if necessary. It was moved by McCormick, seconded by Kaeser, that the oral recommendation of the City Attorney be approved. Motion carried. Communication from the Finance Committee, dated August 11, 1975, making a recommendation to the City Council, was presented. (Copy to each member of the City Council) It was moved by Kaeser, seconded by McCormick, that the recommendation of the Finance Committee, dated August 11, 1975, be approved. Motion carried. Report of Health Department Adtivities for the month of July, 1975, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Gonzales, that Report ef the Health Department Activities be received and filed. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated August 11, 1975, requesting authority for Francis W. Sumner to attend the 53rd Annual Business Meeting of the Internation- al Conference of Building Officials at Monterey, California, from September 29 to October 4, 1975, with an expense allowance of $450.00, was presented. It was moved by Gonzales, seconded by McCormick, that the request of the Director of Public Works, dated August 11, 1975. be approved and authority granted to issue warrant in the amount of $450.00 to Francis W. Patnaude to attend the Annual Business Meeting of the International Association of Plumbing and Mechanical Officials at Fresno, Cali- fornia,' from September 21 to 26, 1975, with an expense allowance of $350.0~ was presented. It was moved by McCormick, seconded by Kaeser, that the request of the Director of Public Works, dated August 11, 1975, be approved and authority granted to issue warrant in the amount of $350.00 to Ronald H. Patnaude. Motion carried. Activity Log of the Police Department for the period of August 1 - 15, 1975, inclusive, was presented. It was moved by McCormick, seconded by Gonzales, that the Activity Log of the Police Department be received and filed. Motion carried. Communication from S. E. Hogan, Police Chief, dated August 13, 1975, requesting authority for R. N. Graham to attend the Western States Burglary Investigators' Seminar at Sacramento, Cali- fornia, from September 2 to 5, 1975, with an expense allowance of $264.0~ was presented. It was moved by Kaeser, seconded by McCormick, that the request of the Police Chief, uatedAugust 13, 1975, be approved and authority granted to issue warrant in the amount of $264.00 to R. N. Graham. Motion carried. Conmunication from F. A. Ziemer, City Clerk-Director of Finance, dated August 13, 1975, advising that he has employed Toma1yn Cece1ia Bures as Secretary-Deputy City Clerk, Grade 5, on a temporary basis, effective August 18, 1975, was presented. (Copy to each member of the City Council) It was moved by Kaeser, seconded by Gonzales, that communi- cation from the City Clerk-Director of Finance, dated August 13, 1975, be received and filed. Motion carried. Communication from F. A. Ziemer, City Clerk-Director of Finance, dated August 13, 1975, requesting authority to employ Bruce V. Ma1kenhorst as Deputy City Clerk-Deputy Director of Finance, Grade 3, effective as soon as he is available, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Gonzales, that the request of the City Clerk-Director of Finance, dated August 13, 1975, be approved. Motion carried. ''Warrant Register No. 435" covering claims and demands pre- sented during the period August 1 to 15, which includes Demands Nos. 5-1823 to 5-2083 (both inclusive), drawn on the United California Bank, totaling $2,408,729.26 (Light and Power Warrants $2,128,722.60) (Accounting Period August 1975), was examined and audited. 022 I I -4- 8-19-75 It was moved by McCormick, seconded by Gonzales, that ''Warrant Register No. 435" be approved and payment authorized for Demands Nos. 5-1823 to 5-2083 (both inclusive), with no exceptions. Ayes; Noes: Absent: Gonzales, Kaeser, Malburg, McCormick None Ybarra "Payroll Warrant Register No. 217" covering claims and demands presented during the period July 1 to 31, which includes Demands Nos. 2270 to 2281 (both inclusive), drawn on the Crocker National Bank, totaling $494,451.03 (Accounting period July 1975), was examined and audited. It was moved by McCormick, seconded by Gonzales, that "Payroll Warrant Register No. 217" be approved and payments author- ized for Demands Nos. 2270 to 2281 (both inclusive), with no excep- tions. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick Noes: None Absent: Ybarra Resolution No. 4353 - A Resolution of the City Council of the City of Vernon fixing the amount of money necessary to be raised by taxation upon the taxable property within said City as a revenue to carryon the various departments of such municipal corporation for the fiscal year commencing July 1, 1975, and to pay the bonded or other indebtedness of said City of Vernon, or any portion or dis- trict thereof, was presented. It was moved by Gonzales, seconded by McCormick, that the Resolution No. 4353 be approved and adopted. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick Noes: None Absent: Ybarra Resolution No. 4354,. A Resolution of the City Council of the City of Vernon fixing the rate of taxes and levying the taxes for the fiscal year beginning July 1, 1975, was presented. It was moved by Gonzales, seconded by Kaeser, that Resolu- tion No. 4354 be approved and adopted. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick Noes: None Absent: Ybarra Councilmen Gonzales and Malburg, acting in their capacity as members of the Finance Committee, reported orally on the meeting held August 11, 1975, with representatives of the Vernon Chamber of Commerce relative to the communication from the Vernon Chamber of Connnerce, dated March 26, 1975, which was referred to the Finance Connnittee on April 1, 1975, by the City Council for study and report at a later, date.
