19750902 Regular City Council Meeting - Minutes I I MINUTES OF A REGUlAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD SEPTEMBER 2, 1975, AT TWO O'CLOCK P. M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE.. VERNON.. CALIFORNIA COUNCIL PRESENT: Gonzales, Malburg, McCormick, Ybarra COUNCIL ABSENT: Kaeser Malburg. The meeting was called to order by Mayor Leonis C. It was moved by Ybarra, seconded by Gonzales, that minutes of the meeting of August 19, 1975, be approved as written and submitted. Motion carried. Communication from S. E. Hogan, Police Chief, dated August 18, 1975, requesting authority to attend the All~eommittee Conference of California Peace Officers' Association at Fresno, California, from October 1 to 3, 1975, inclusive, with an expense allowance of $239.19, was presented. It was moved by Gonzales, seconded by McCormick, that the request of the Police Chief, dated August 18, 1975, be approved and authority granted to issue warrant in the amount of $239.19 to S. E. Hogan. Motion carried. Communication from C. J. Pluhar, Utility Man, dated August 20, 1975, requesting permission to lease a city-owned house when one becomes available, was presented. It was moved by McCormick, seconded by Ybarra, tbat the request of C. J. Pluhar, dated August 20, 1975, be received and filed for future consideration. Motion carried. Communication from F. H. Colvin, Fire Chief, dated August 19, 1975, requesting authority and funds to purchase one replace- ment refrigerator for Fire Station No.2, was presented. It was moved by McCormic~, seconded by Gonzales, that the request of the Fire Chief, dated August 19, 1975, be approved. Motion carried. Communication from F. H. Colvin, Fire Chief, dated August 21, 1975, requesting authority to attend tbe International Associa- tion of Fire Chiefs' 102nd Annual Conference at Las Vegas, Nevada, from September 14 to 19, 1975, with an expense allowance of $444.25, was presented. It was moved by Ybarra, seconded by McCormick, that the request of the Fire Chief, dated August 21, 1975, be approved and authority granted to issue warrant in the amount of $444.25 to F. H. Colvin. Motion carried. 025 I -I -2- 9-2-75 Communication from A. E. Nelson, Jr., Director of Public Works, dated August 25, 1975, requesting authority for Fred A. Tachovsky to attend the Southwestern Section Annual Business Meeting of the International Association of Electrical Inspectors at Sacramento, California, from October 6 to 10, 1975, with an expense allowance of $403.00, was presented. It was moved by McCormick, seconded by Gonzales, that the request of the Director of Public Works, dated August 25, 1975, be approved and authority granted to issue warrant in the amount of $403.00 to Fred A. Tachovsky. Motion carried. Cla~ for Damages, dated August 22, 1975, from Northwestern National Insurance Company against the City of Vernon, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by McCormick, that Cla~ for Damages, dated August 22, 1975, from Northwestern National Insurance Company, be referred to the City's insurance carrier. Motion carried. Communication from C. H. McGovern, City Attorney, dated August 21, 1975, making certain recommendations in connection with the repair of City of Vernon Fire Engine, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Gonzales, that the recommendations of the City Attorney be approved as outlined in his communication dated August 21, 1975; and that authority be granted to issue warrant in the amount of $3,986.55 to Harbor Insurance Company. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated August 26, 1975, transmitting a proposed Agreement between the City of Bell and the City of Vernon for maintaining traffic signals at the intersection of Atlantic Blvd. and Bandini Blvd.; and recommending that the Agreement be approved and the Mayor and the City Clerk be authorized to execute the document, was . presented. It was moved by Ybarra, seconded by McCormick, that the recommendation of the Director of Public Works, dated August 26, 1975, be approved; and that the Mayor and the City Clerk be author- ized to execute the Agreement between the City of Bell and the City of Vernon. Motion carried. Communication was presented from F. H. Colvin, Fire Chief, dated August 25, 1975, requesting that the following personnel be re~bursed the amounts indicated from the Education and Training Budget appropriation for Fire Science Courses: F. A. Claunch J. C. Raabe $100.00 63.00 It was moved by McCormick, seconded by Ybarra, that the 026 1 I -3- 9-2-75 request of the Fire Chief, dated August 25, 1975, be approved and authority granted to issue warrants in the amount of $100.00 to F. A. Claunch and $63.00 to J. C. Raabe. Motion carried. Activity Log of the Police Department for the period August 16 - 31, 1975, inclusive, was presented. It was moved by Ybarra, seconded by Gonzales, that Activity Log of the Police Department be received and filed. Motion carried. Communication from S. E. Hogan, Police Chief, dated August 25, 1975, requesting that Lieutenants B. G. Emrick and P. A. Taylor be reimbursed the sum of $30.00 each to cover enrollment fees at the Institute on New Police Personnel Issues presented by the Department of Criminal Justice at the California State University, Los Angeles, on Saturdays, September 7, October 4 and 11, 1975; and requesting that Officer D. W. Green be reimbursed the sum of $25.00 to cover enrollment fees for classes at California State University on Criminal Investigation for Field Personnel on September 18, 19 and 20, 1975, was presented. It was moved by McCormick, seconded by Gonzales, that the requests of the Police Chief, dated August 25, 1975, be approved and authority granted to issue warrants in the amount of $30.00 each to B. G. Emrick and P. A. Taylor and in the amount of $25.00 to D. W. Green. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated August 27, 1975, transmitting Contract No. 396, Fruitland Avenue Slurry Sealing; and recommending that this contract be approved and that authority ge granted to advertise for bids, was presented. Resolution No. 4355 - A Resolution of the City Council of the City of Vernon approving Contract No. 396 and authorizing notice inviting sealed proposals or bids for slurry sealing Fruitland Avenue, in accordance with Contract No. 396 of the City of Vernon, was presented. It was moved by Gonzales, seconded by McCormick, that Resolution No. 4355 be approved and adopted. Motion carried. Ayes: Noe s : Absent: Gonzales, Malburg, McCormick, Ybarra None Kaeser "Warrant Register No. 436" covering claims and demands presented during the period August 16 to 31, which includes Demands Nos. 5-2084 to 5-2147 (both inclusive) drawn on the United California Bank, totaling $49,270.21 (Light and Power Warrants $8,721.67) (Accounting Period September 1975), was examined and audited. It was moved by Ybarra, seconded by McCormick, that ''Warrant Register No. 436" be approved and payment authorized for Demands Nos. 5-2084 to 5-2147 (both inclusive), with no exceptions. Cummings, President of Local 2312, International Association of Fire Fighters, dated August 29, 1975, be referred to Mr. Harry J. Keaton, Municipal Employees Relations Representative. Motion carried. Communication from M. T. Mello, Assistant Fire Chief, dated August 29, 1975, requesting authority and funds to purchase one (1) Federal, Model CP-lOO loudspeaker for electronic siren/PA system at an estimated cost of $200.00, was presented. It was moved by McCormick, seconded by Ybarra, tbat the request of the Assistant Fire Chief, dated August 29, 1975, be approved. Motion carried. Ordinance No. 860 - An Ordinance of the City Council of tbe City of Vernon, authorizing an amendment to the Contract between tbe City Council of the City of Vernon and the Board of Administration of the California Public Employees' Retirement System, was read by title for a first reading. It was moved by Gonzales, seconded by Ybarra, that Ordinance No. 860 receive and pass a first reading. Motion carried.
