MINUTES OF A REGUlAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD SEPTEMBER 16, 1975, AT TWO
O'CLOCK P.M. IN THE COUNCIL CHAMBER

The meeting was called to order by Mayor Leonis C.
It was moved by McCormick, seconded by Kaeser, that
minutes of the meeting of September 2, 1975, be approved as writ-
ten and submitted. Motion carried.
The Clerk announced that this was the time and place
for opening of bids received for Slurry Sealing Fruitland Avenue,
in accordance with Contract No. 396.
It was moved by Ybarra, seconded by Kaeser, that the
Clerk be instructed to open and read the bids submitted, Motion
carried.
The Clerk opened and read the following bids:
Flex-Paving & Engineering, Inc.
Chamber-Mix Concrete, Inc.
Pavement Coatings Co.
$4,607.40
$4,191.60
$4,872.00
It was moved by McCormick, seconded by Kaeser, that the
bids received for Slurry Sealing Fruitland Avenue, in accordance
with Contract No. 396, be referred to the Director of Public Works
and the City Attorney for checking and report. Motion carried.
It was moved by Ybarra, seconded by McCormick, that
Ordinance No. 860 receive a second reading by title. Motion
carried.
Ordinance No. 860 - An Ordinance of the City Council
of the City of Vernon, authorizing an amendment to the
Contract between the City Council of the City of Vernon
and the Board of Administration of the California Public
Employees' Retirement System, was read for a second read-
ing by title. (Copy to each member of the City Council)
It was moved by McCormick, seconded by Kaeser, that
Ordinance No. 860 receive and pass a second reading. Motion carried.

It was moved by Kaeser, seconded by Ybarra, that in
accordance with Government Code Section 36934, the reading of
Ordinance No. 860 in full be waived; and that Ordinance No. 860 re-
ceive a third and final reading by title. Motion unanimously
carried.

Council of the City of Vernon, authorizing an amendment
to the Contract between the City Council of the City of
Vernon and the Board of Administration of the California

It was moved by Kaeser, seconded by McCormick, that copy
of Resolution No. 4300 of the City of Belmont be received and filed.
Motion carried.
Communication from S. E. Hogan, Police Chief, dated
September 2, 1975, requesting that Lieutenant T. L. Miller be author-
ized to attend the Institute on New Police Personnel Issues presented
by the Department of Criminal Justice at the California State
University, Los Angeles, on Saturdays, September 27, October 4, and
October 11, 1975, with an enrollment fee of $30.0q was presented.
It was moved by Kaeser, seconded by McCormick, that the
request of the Police Chief, dated September 2, 1975, be approved
and authority granted to issue warrant in the amount of $30.00 to
T. L. Miller. Motion carried.
Communication from S. E. Hogan, Police Chief, dated
September 3, 1975, requesting that Lieutenant D. E. Fisher be re-
moved .from the payroll effective at the close of the business day
on October 6, 1975, as he will have been absent from duty for one
year due to an alleged job incurred illness, was presented.
It was moved by McCormick, seconded by Ybarra, that the
request of the Police Chief, dated September 3, 1975, be approved.
Motion carried.
Communication from the City of Los Angeles, dated August
29, 1975, with reference to proposed adjustment of the common
boundary between the City of Vernon and the City of Los Angeles,
was presented. (Copy to each member of the City Council)
Resolution No. 4356 - A Resolution of the City Council
of the City of Vernon, California, consenting to the annexation
of certain real property to the City of Vernon which is now part
of the City of Los Angeles, California, was presented.

Resolution No. 4357 - A Resolution of the City Council of
the City of Vernon, California, consenting to the detachment of
certain real property from the City of Vernon and the annexation of
said property to the City of Los Angeles, California, was presented.
It was moved by Kaeser, seconded by McCormick, that
Resolution No. 4357 be approved and adopted. Motion carried.

Communication from F. H. Colvin, Fire Chief, dated Sept-
ember 5, 1975, requesting authority and additional funds in the
amount of $550.00 for labor and materials necessary to construct
shelving for Paramedic Rescue Unit, was presented.
It was moved by McCormick, seconded by Kaeser, that the
request of the Fire Chief, dat~d September 5, 1975, be approved.
Motion carried.
Communication from S. E. Hogan, Police Chief, dated Sept-
ember 8, 1975, requesting authority for Sergeant Brad Bunker to
attend the Annual California Association of Police Training Officers'
Conference at San Diego, California, from October 15 to 17, 1975,
with an expense allowance of $135.50, was presented.
It was moved by Kaeser, seconded by Ybarra, that the re-
quest of the Police Chief, dated September 8, 1975, be approved
and authority granted to issue warrant in the amount of $135.50
to Brad Bunker. Motion carried.
Communication from S. E. Hogan, Police Chief, dated Sept-
ember 5, 1975, requesting authority for Captain A. E. Chrisman to
attend the California Intelligence Officers' Seminar at Phoenix,
Arizona, from October 7 to 10, 1975, with an expense allowance of
$345.73, was presented.
It was moved by Ybarra, seconded by McCormick, that the
request of the Police Chief, dated September 5, 1975, be approved
and authority granted to issue warrant in the amount of $345.73
to A. E. Chrisman. Motion carried.
Communication from F. H. Colvin, Fire Chief, dated Sept-
ember 8, 1975, recommending that Sheri L. Harris be advanced from
Secretary Grade 2, to Grade 1, effective October 1, 1975, was
presented.
It was moved by McCormick, seconded by Ybarra, that the
recommendation of the Fire Chief, dated September 8, 1975, be
approved. Motion carried.

Communication from the Board of Supervisors. County of
Los Angeles. dated September 4. 1975. transmitting a copy of a
resolution adopted on September 2. 1975, relative to transporta-
tion deficiencies, was presented. (Copy to each member of the
City Council)
It was moved by Ybarra, seconded by McCormick, that the
communication from the Board of Supervisors, County of Los Angeles.
dated September 4. 1975, together with the transmittal. be received
and filed. Motion carried.
Communication from A. E. Nelson. Jr., Director of Public
Works, dated September 10. 1975, with reference to bids received
for Furlong Place Storage Buildings and Block Wall in accordance
with Contract No. 392, recommending that the contract be awarded
to 333 Construction Company on the basis of their bid of $10.838.00.
was presented.
Resolution No. 4358 - A Resolutibn of the City Council of
the City of Vernon accepting the bid of 333 Construction Company
for Furlong Place Storage Buildings and Block Wall. in accordance
with Contract No. 392 of the City of Vernon, was presented.
It was moved by McCormick. seconded by Ybarra. that
Resolution No. 4358 be approved and adopted. Motion carried.

Communication from S. E. Hogan, Police Chief. dated Sept-
ember 10, 1975. requesting that Mrs. Esther Callender, Transcriber-
Typist, be granted a leave of absence without pay from October 12,
to November 6, 1975, inclusive. was presented.
It was moved by Kaeser. seconded by McCormic~, that the
request of the Police Chief. dated September 10, 1975. be approved.
Motion carried.
Communication was presented from S. E. Hogan, Police
Chief, dated September 10, 1975, requesting that the following
personnel be re~bursed the amounts as indicated from the Educa-
tion and Training Budget appropriation for Police Science Courses:

It was moved by Ybarra, seconded by Kaeser, that the
request of the Police Chief. dated September 10, 1975, be approved
and authority granted to issue warrants in the amount of $23.04 to
L. A. Espinoza. and in the amount of $50.23 to L. B. Re~ers.
Motion carried.
Communication was presented from S. E. Hogan. Police
Chief, dated September 10, 1975. requesting that the officers

It was moved by McCormick, seconded by Kaeser, that the
request of the Police Chief, dated September 10, 1975, be approved.
Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, and F. H. Colvin, Fire Chief, dated September 11, 1975, with
reference to request for variance to the Uniform Building Code by
Star Packing Company, 4100 Bandini Blvd., recommending approval of
the variance subject to necessary conditions in issuance of a build-
ing permit, was presented. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by McCormick that the
recommendations of the Director of Public Works and the Fire Chief,
be approved, subject to the conditions as outlined in their com-
munication. dated September 11, 1975. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, and F. H. Colvin, Fire Chief, dated September 11, 1975, with
reference to request for variance to the Uniform Building Code by
Cal Custom Furniture Manufacturing, Inc., 4445 Santa Fe Avenue, re-
commending approval of the variance subject to the conditions as
stated in said Company's letter to the Building Departme~ dated
September 4, 1975; and further subject to the necessary conditions
in the issuance of permits required to perform the work needed to
make the structure suitable for the intended use, was presented.

It was moved by Kaeser, seconded by McCormic~ that the
recommendation of the Director of Public Works and the Fire Chief,
be approved, subject to conditions as outlined in their communi-
cation dated September 11, 1975. Motion carried.
"Warrant Register No. 437" covering claims and demands
presented during the period September 1 to 15, which includes
Demands Nos. 5-2148 to 5-2316 (both inclusive) drawn on the United
California Bank, totaling $189,089.43 (Light and Power Warrants
$81,735.54) (Accounting Period September 1975), was examined and
audited.
It was moved by Ybarra, seconded by Kaeser, that '~arrant
Register No. 437" be approved and payment authorized for Demands
Nos. 5-2148 to 5-2316 (both inclusive), with no exceptions. Motion
carried.

demands presented during the period August 1 to 31, which includes
Demands Nos. 2282 to 2292 (both inclusive), drawn on the Crocker
National Bank, totaling $492,511.12 (Accounting Period August
1975), was examined and audited.
It was moved by Ybarra, seconded by Kaeser, that "Payroll
Warrant Register No. 218" be approved and payments authorized for
Demands Nos. 2282 to 2292 (both inclusive), with no exceptions.

It was moved by McCormick, seconded by Kaeser, that the
Report of Health Department Activities for the month of August,
1975, be received and filed. Motion carried.
Communication from F. H. Colvin, Fire Chief, dated
September 12, 1975, requesting authority and funds to purchase
one replacement refrigerator for Fire Station No.1., was presented.
It was moved by Kaeser, seconded by McCormick, that the
request of the Fire Chief, dated September 12, 1975, be approved.
Motion carried.
There being no further business to come before the meet-
ing, it was moved by Kaeser, seconded by McCormick, that the meet-
ing adjourn. Motion carried.
