MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD OCTOBER 21, 1975, AT TWO
O'CLOCK P.M. IN THE COUNCIL CHAMBER
OF THE CITY HALL LOCATED AT 4305

The meeting was called to order by Mayor Leonis C.
It was moved by Ybarra, seconded by Gonzales, that the
minutes of the meeting of October 7, 1975, be approved as written
and submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for Street Sweeping in accordance with
Contract No. 399.
It was moved by Ybarra, seconded by Kaeser, that the Clerk
be instructed to open and read the bids submitted. Motion carried.
The Clerk opened and read the following bids:
AAA Sweeping
Costello Exterior Maintenance
R. F. Dickson Company, Inc.
. It was moved by Gonzales, seconded by Kaeser, that the
bids received for Street Sweeping in accordance with Contract No.
399, be referred to the Director of Public Works and the City
Attorney for checking and report. Motion carried.
Connnunication was presented from S. E. Hogan, Police Chief,
dated October 6, 1975, requesting that the following officers be
advanced as follows effective as of November 1, 1975:
L. F. Ely to Captain, Grade 2
T. L. Miller to Lieutenant, Grade 3
J. W. Triplett to Sergeant, Grade 3
M. W. Dixon to Policeman, Grade 3
D. F. Collins to Policeman, Grade 3
It was moved by Kaeser, seconded by Gonzales, that the re-
quest of the Police Chief, dated October 6, 1975, be approved.
Motion carried.
Connnunication from S. E. Hogan, Police Chief, dated
October 6, 1975, advising that he has suspended Officer A. W.
Tortoriello, without pay, effective October 5, 1975, for violation
of Section 400.11 of the Department's Manual of Policy, Ethics and
Procedure, was presented.
It was moved by Kaeser, seconded by Ybarra, that the action
taken by the Police Chief, be, approved. Motion car~ied.

Communication from S. E. Hogan, Police Chief, dated
October 7, 1975, requesting that Officer James A. Miller and
Sergeant Frank E. Sweeney be reimbursed the sum of $6.75 each
from the Education and Training Budget appropriation for a course
in Consumer Fraud Investigation at Rio Hondo College, was presented.
It was moved by Ybarra, seconded by Gonzales, that the
request of the Police Chief, dated October 7, 1975, be approved and
authority granted to issue warrants in the amounts of $6.75 each to
James A. Miller and Frank E. Sweeney. Motion carried.
Communication was presented from S. E. Hogan, Police
Chief, dated October 8, 1975, requesting that the following officers
be promoted as follows, effective as of November 1, 1975:
Luis Alfonso Espinoza to Lieutenant, Grade 3
Bobby Gene Baker to Sergeant, Grade 4
Paul Robert Denney to Patrolman, Grade 4
It was moved by Kaeser, seconded by Gonzales, that the
request of the Police Chief, dated October 8, 1975, be approved.
Motion carried.
Communication from S. E. Hogan, Police Chief, dated Oct-
ober 8, 1975, requesting authority to purge the Police Department
criminal records, utilizing the State criteria; and requesting that
a resolution be drafted authorizing said purge, was presented.

Resolution No. 4364 - A Resolution of the City Council of
the City of Vernon, Authorizing the Destruction of Certain Criminal
Records Utilizing the State of California Criteria, Pursuant to
Government Code Section 34090, was presented. (Copy to each member

Communication from S. E. Hogan, Police Chief, dated
October 9, 1975, requesting that Lieutenant Ted L. Miller be author-
ized to attend a Middle Management Course at the Center of Criminal
Justice, California State University, Long Beach, California, from
November 10 through 21, 1975, at a total cost of $415.00, was pre-
sented. (Copy to each member of the City Council)
It was moved by Kaeser, seconded by Gonzales, that the
request of the Police Chief, dated October 9, 1975, be approved;
that authority be granted to issue warrant in the amount of $260.00
to California State University, Long Beach; and that authority be
granted to issue warrant in the amount of $155.00 to Ted L. Miller.
Motion carried.

Communication from F. H. Colvin, Fire Chief, dated
October 9, 1975, requesting authority and funds to purchase one
replacement electronic calculator at an estimated cost of $200.00,
was presented. (Copy to each member of the City Council)
It was moved by Kaeser, seconded by Gonzales, that the
request of the Fire Chief, dated October 9, 1975, be approved.
Motion carried.
Communication from the Finance Committee, dated October
14, 1975, making certain enumerated recommendations to the City
Council, was presented. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by Gonzales, that
the recommendations of the Finance Committee be approved as enum-
erated in its communication dated October 14, 1975. Motion
carried.
Communication from F. H. Colvin, Fire Chief, dated
October 10, 1975, transmitting copies of all medical records of
Carlton E. Claunch for review, was presented.
It was moved by Kaeser, seconded by Gonzales, that the
medical records of Carlton E. Claunch be received for study; and
that the Fire Chief be authorized and instructed to give copies
of these records to Carlton E. Claunch and to his attorney. Motion
carried.
Activity Log of the Police Department for the period
October 1 - 15, 1975, inclusive, was presented.
It was moved by Ybarra, seconded by Gonzales, that the
Activity Log of the Police Department be received and filed.
Motion carried.
Communication from S. E. Hogan, Police Chief, dated
October 15, 1975, requesting that Captain L. F. E1y be reimbursed
the sum of $10.99 from the Education and Training Budget appropri-
ation for Police Science courses at Cerritos Junior College, was
presented.
It was moved by Kaeser, seconded by Ybarra, that the
request of the Police Chief, dated October 15, 1975, be approved
and authority granted to issue warrant in the amount of $10.99 to
L. F. E1y. Motion carried.
Communication from C. H. McGovern, City Attorney, dated
October 15, 1975, requesting that the City Council authorize an
actuarial survey from the Public Employees' Retirement System in
accordance with his letter; and that the City Council instruct the
City Clerk to obtain the same from the Public Employees' Retirement
System, was presented.

It was moved by Gonzales, seconded by Kaeser, that the
request of the City Attorney, dated October 15, 1975, be approved;
and that the City Clerk be instructed to obtain an actuarial sur-
vey from the Public Employees' Retirement System in accordance with
the communication from the City Attorney, dated October 15, 1975.
Motion carried.
Agreement between the City of Vernon and Amerkor, Inc.,
executed by Amerkor, Inc., with reference to the five (5) used
7000 H.P. Diesel Engine Generator Assemblies, auxiliaries and spare
parts, was presented.
Communication from C. H. McGovern, City Attorney, dated
October 15, 1975, recommending that the Agreement between the City
of Vernon and Amerkor, Inc. be accepted as submitted; but that the
request of Mr. Fuchs be agreed to by either amending the Agreement
or forwarding to him a certified copy of the Council minutes show-
ing an acceptance of the City Attorney's recommendation, was
presented.
It was moved by Kaeser, seconded by Ybarra, that the
recommendation of the City Attorney as outlined in his communica-
tion dated October 15, 1975, relative to Agreement, as submitted,
with Amerkor, Inc., be accepted; that an amendment mthe Agreement
be drafted in accordance with the request of Mr. Fuchs as set forth
in the City Attorney's letter; and that the Mayor and the City Clerk
be authorized to execute the Agreement, as submitted, between the
City of Vernon and Amerkor, Inc., with reference to the five (5)
used 7000 H.P. Diesel Engine Generator Assemblies, auxiliaries and
spare parts. Motion carried.
''Warrant Register No. 439" covering claims and demands
presented during the period October 1 to 15, which includes Demands
Nos. 5-2431 to 5-2605 (both inclusive) drawn on the United Calif-
ornia Bank, totaling $2,662,354.57 (Light and Power Warrants
$2,439,451.72) (Accounting Period October 1975), was examined and
audited.
It was moved by Gonzales, seconded by Ybarra, that
''Warrant Register No. 439" be approved and payment authorized for
Demands Nos. 5-2431 to 5-2605 (both inclusive), with no exceptions.
Motion carried.

"Payroll Warrant Register No. 219" covering claims and
demands presented during the period September 1to 30, which in-
cludes Demands Nos. 2293 to 2303 (both inclusive), drawn on the
Crocker National Bank, totaling $478,031.62 (Accounting Period
September 1975), was examined and audited.
It was moved by Gonzales, seconded by Ybarra, that the
"Payroll Warrant Register No. 219" be approved and payments author-
ized for Demands Nos. 2293 to 2303 (both inclusive), with no excep-
tions. Motion carried.

Copy of Resolution No. 75-72 of the City Council of the
City of Bellflower, requesting the Congress of the United States
to adopt a new Federal-Aid Highway Act, was presented. (Copy to
each member of the City Council)
It was moved by Kaeser, seconded by Gonzales, that copy
of Resolution No. 75-72 of the City Council of the City of
Bellflower be received and filed. Motion carried.
Report of Health Department Activities for the month of
September, 1975, was presented. (Copy to each member of the City
Council)
It was moved by Ybarra, seconded by Kaeser, that the
Report of Health Department Activities be received and filed.
Motion carried.
There being no further business to come before the meet-
ing, it was moved by Kaeser, seconded by Gonzales, that the meet-
ing be adjourned. Motion cartiied.
