19751104 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD NOVEMBER 4, 1975, AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 430.5 SANTA FE AVENUE, VERNON, CALIFORNIA COUNCIL PRESENT: Gonzales, Kaeser, Malburg, McCormick, Ybarra. COUNCIL ABSENT: None The meeting was called to order by Mayor Leonis C. Malburg. It was moved by McCormick, seconded by Kaeser, that the minutes of the meeting of October 21, 1975, be approved as written and submitted. Motion carried. Communication from the Public Employees' Retirement System, dated October 20, 1975, transmitting a copy of the duly executed amendment to Contract between the Board of Administration of the Public Employees' Retirement System and the City Council of the City of Vernon, was presented. It was moved by Ybarra, seconded by Gonzales, that the copy of the duly executed amendment from the Public Employees' Re- tirement System be received and filed. Motion carried. Communication from F. H. Colvin, Fire Chief, dated October 21, 1975, requesting that A. P. Beltowski be reimbursed the amount of $42.25 from the Education and Training Budget appropriation for a course in the Fundamentals of Fire Prevention and also a Fire Science Workshop at Oxnard College, was presented. It was moved by McCormick, seconded by Gonzales, that the request of the Fire Chief, dated October 21, 1975, be approved and authority granted to issue warrant in the amount of $42.25 to A. P. Be1towski. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated October 27, 1975, transmitting a proposed Ordinance amending portions of the City Code establishing rates for the sale of water by the Water Department, and transmitting a proposed up- dating of the Rules and Regulations for the operation of the Water Department; and recommending that the said proposed Ordinance and Rules and Regulations be adopted, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Kaeser, that the recommendations of the Director of Public Works, regarding the proposed Ordinance and updating of the Rules and Regulations for the operation of the Water Department be approved. Motion carried. Ordinance No. 861 - An Ordinance of the City Council of the City of Vernon, Amending Sections 25.1, 25.2, 25.3, 25.5, 25.6 and 25.8 of said Code, Establishing Rates for the Sale of Water in Said City and Repealing All Ordinances in Conflict, was read by title for a first reading. 04:5 I I -2- 11-4-75 It was moved by Gonzales, seconded by Ybarra, that Ordinance No. 861 receive and pass a first reading. Noes: None Absent: None Ordinance No. 862 - An Ordinance of the City Council of the City of Vernon, Amending The Code of the City of Vernon, California, 1959, by Amending the Rules and Regulations of the Water Department of the Cfry of Vernon, was read by title for a first reading. It was moved by Kaeser, seconded by McCormick, that Ordinance No. 862 receive and pass a first reading. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra. Nelson, Jr., Director of Public Works, dated October 27, 1975, transmitting a copy of a letter from Lindt- Wilson Motors, Inc.; and recommending that Contract No. 390 as referred to in said letter be assigned to Lindt-Wilson Motors, Inc., as successor to Park Ford Automotive, Inc., was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Gonzales, that the recommendation of the Director of Public Works, dated October 27, 1975, be approved. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated October 27, 1975, transmitting Contract No. 395, Traffic Signal Modernization; and recommending that the Contract be approved and authority be granted to advertise for bids, was presented. Resolution No. 4363 - A Resolution of the City Council of the City of Vernon, approving Contract No. 395, and authorizing Notice Inviting Sealed Proposals or Bids for Traffic Signal Modern- ization in Accordance with Contract No. 395 of the City of Vernon, was presented. It was moved by McCormick, seconded by Ybarra, that Resolution No. 4363 be approved and adopted. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra. Nelson, Jr., Director of Public Works, dated October 28, 1975, with reference to bids received for Street Sweeping in accordance with Contract No. 399, recommending that the contract be awarded to R. F. Dickson Company, Inc., on the basis of their bid of $67,661.28, was presented. Resolution No. 4367 - A Resolution of the City Council of the City of Vernon accepting the Bid of R. F. Dickson Company, Inc., for Street Sweeping in Accordance with Contract No. 399, of the City of Vernon, was presented. 046 I I -3- 11-4-75 It was moved by Gonzales, seconded by McCormick, that Resolution No. 4367 be approved and adopted. Nelson, Jr., Director of Public Works, dated October 28, 1975, advising that the work for Slurry Sealing Fruitland Avenue, under Contract No. 396, has been com- pleted by Chamber-Mix Concrete, Inc.; and recommending that the work be approved and authority granted to pay the Contractor in accordance with the agreement, was presented. Resolution No. 4366 - A Resolution of the City Council of the City of Vernon, Accepting the Work of Chamber-Mix Concrete, Inc., for Slurry Sealing Fruitland Avenue, in Accordance with Con- tract No. 396, of the City of Vernon, was presented. It was moved by Kaeser, seconded by Ybarra, that Resolu- tion No. 4366 be approved and adopted. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra. Noes: None Absent: None Communication from A. E. Nelson, Jr., Director of Public Works, dated October 28, 1975, requesting authority for Francis W. Sumner to attend a Hearing by California State Energy Resources Conservation & Development Commission relating to non-residential energy conservation design standards, in San Francisco, California, on November 12, 1975, with an expense allowance of $60.00, was presented. It was moved by Kaeser, seconded by Gonzales, that the request of the Director of Public Works, dated October 28, 1975, be approved and authority be granted to issue warrant in the amount of $60.00 to Francis W. Sumner. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated October 28, 1975, transmitting Contract No. 397, Washington Boulevard and Alameda Street Resurfacing; and recommend- ing that this contract be approved and authority be granted to advertise for bids, was presented. Resolution No. 4365 - A Resolution of the City Council of the City of Vernon, Approving Contract No. 397, Authorizing Notice Inviting Sealed Proposals or Bids for Washington Boulevard and Alameda Street Resurfacing in Accordance with Contract No. 397 of the City of Vernon, was presented. Vaits to attend the 4th Annual Transpo L.A., at the Los Angeles- Hyatt Regency Hotel, on November 12, 1975, with an expense allow- ance of $37.50, was presented. It was moved by Kaeser, seconded by McCormick, that the request of the Director of Public Works, dated October 29, 1975, be approved and authority granted to issue warrant in the amount of $37.50 to Victor H. Vaits. Motion carried. Communication from Brooks Carden, Deputy City Clerk, Purchasing Agent, dated October 29, 1975, with reference to errors on five purchase orders regarding bids for the purchase of five new police vehicles from Schliefer, Inc., requesting authority to issue five new purchase orders to John Schliefer, Inc., in accordance with Vernon City Code Section 2.27, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Kaeser, that the request of the Deputy City Clerk-Purchasing Agent, dated October 29, 1975, be approved and authority be granted to issue five new purchase orders as outlined in his communication. Motion carried. Communication was presented from S. E. Hogan, Police Chief, dated October 29, 1975, requesting that the following officers be reimbursed the amounts as indicated from the City's Education and Training Budget appropriation to cover the cost of tuition and books for Police Management courses in which they are enrolledl T. L. Miller $ 54.00 R. V. Sapp 100.00 It was moved by Ybarra, seconded by Kaeser, that the re- quest of the Police Chief, dated October 29, 1975, be approved and authority granted to issue warrants in the amounts of $54.00 to T. L. Miller and $100.00 to R. V. Sapp. Motion carried. Activity Log of the Police Department for the period October 16 - 31, 1975, inclusive, was presented. It was moved by McCormick, seconded by Gonzales, that the Activity Log of the Police Department be received and filed. Motion carried. ''Warrant Register No. 440" covering claims and demands presented during the period October 16 to 31, 1975, which includes Demands Nos. 5-2606 to 5-2686 (both inclusive) drawn on the United California Bank, totaling $83,749.80 (Light and Power Warrants $33,423.88) (Accounting Period November 1975), was examined and audited. It was moved by Ybarra, seconded by Kaeser, that ''Warrant Register No. 440" be approved and payment authorized for Demands Nos. 5-2606 to 5-2686 (both inclusive) with no exceptions. Motion carried.
