MINUTES OF A REGULAR MEETING
OF THE CITY COUNCIL OF THE
CITY OF VERNON HELD DECEMBER
2, 1975, AT TWO O'CLOCK P.M.
IN THE COUNCIL CHAMBER 0F THE
CITY HALL LOCATED AT 4305 SANTA
FE AVENUE, VERNON, CALIFORNIA

The meeting was called to order by Mayor Leonis C.
It was moved by McCormick, seconded by Kaeser, that
the minutes of the meeting of November 18, 1975, be approved as
written and submitted. Motion carried.
Communication from S. E. Hogan, Police Chief, dated
November 20, 1975, advising that Officer R. A. Monzingo has ten-
dered his resignation effective at the close of his tour of duty
on December 5, 1975, was presented.
It was moved by Kaeser, seconded by McCormick, that the
resignation of R. A. Monzingo be accepted. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated November 20, 1975, advising that 333 Construction
Company has completed the work of constructing Furlong Place
Storage Buildings and Block Wall in accordance with Contract No.
392; and recommending that the work be accepted and that authority
be granted to pay the contractor in accordance with the agreement,
was presented.
Resolution No. 4371 - A Resolution of the City Council
of the City of Vernon Accepting the Work of 333 Construction
Company, for Furlong Place Storage Buildings and Block Wall, in
Accordance with Contract No. 392 of the City of Vernon, was
presented.
It was moved by Gonzales, seconded by Kaeser, that Reso-
lution No. 4371 be approved and adopted. Motion carried.

Communication from A. E. Nelson, Jr., Director of Public
Works, dated November 21, 1975, with reference to bids received for
Traffic Signal Modernization in accordance with Contract No. 395,
recommending that the contract be awarded to C. T. & F., Inc., on
the basis of their bid of $6,749.00, was presented.
Resolution No. 4372 - A Resolution of the City Council of
the City of Vernon Accepting the Bid of C. T. & F., Inc., for
Traffic Signal Modernization, in Accordance with Contract No. 395
of the City of Vernon, was presented.

It was moved by McCormick, seconded by Gonzales, that
Resolution No. 4372 be approved and adopted. Motion carried.

Communication from A. E. Nelson, Jr., Director of Public
Works, dated November 21, 1975, with reference to bids received for
Washington Boulevard and Alameda Street Resurfacing in accordance
with Contract No. 397, recommending that the contract be awarded to
Griffith Company on the basis of their bid of $17,535.40, was
presented.
Resolution No. 4373 - A Resolution of the City Council of
the City of Vernon Accepting the Bid of Griffith Company for
Washington Boulevard and Alameda Street Resurfacing, in Accordance
with Contract No. 397 of the City of Vernon, was presented.
It was moved by Kaeser, seconded by Gonzales, that Reso-
lution No. 4373 be approved and adopted. Motion carried.

Communication from Mr. Nathan Smooke, dated November 26,
1975, with reference to proposed building at 2370-2390 E. 51st
Street ~Building B) (southwest corner of 51st Street & Santa Fe
Avenue), requesting that the City Council grant him a building per-
mit for the immediate construction of the building described as
Building B, as shown on the attached Plan #1, without the taking
of any land for street widening from the southwest corner of the
property, was presented. (Copy to each member of the City Council)
It was moved by Kaeser, seconded by McCormick, that the
Building Department be authorized to issue a building permit through
the normal course of applying for a building permit for the construc-
tion of Building B, as shown on the attached plan, #1, without the
taking of any land for street widening from the southwest corner of
the property located at 51st Street and Santa Fe Avenue. Motion
carried.
Communication from Garrett & Dimino, Inc., Attorneys at
Law, dated November 24, 1975, advising that they have been retained
by Donald E. Fisher to represent him with reference to the collec-
tion of certain benefits and salary due him at this time pursuant
to his employment with the City of Vernon Police Department between
the dates of January 1, 1960, and October 6, 1975, was presented.

It was moved by McCormick, seconded by Kaeser, that the
City Attorney be instructed to reply to Garrett & Dimino, Inc.,
Attorneys at Law, with copies to the City Council and the City Clerk,
relative to the City Attorney's opinion as to the demands made on
behalf of Lieutenant Donald E. Fisher. Motion carried.

Activity Log of the Police Department for the period
November 16 - 30, 1975, inclusive, was presented.
It was moved by McCormick, seconded by Gonzales, that
the Activity Log of the Police Department for the period November
16 - 30, 1975, inclusive, be received and filed. Motion carried.
Communication from F. H. Colvin, Fire Chief, dated
November 24, 1975, requesting authority and funds to purchase a
replacement water cooler for Fire Station No.3, at the approxi-
mate cost of $350.00, was presented.
It was moved by McCormick, seconded by Kaeser, that the
request of the Fire Chief, dated November 24, 1975, be approved.
Motion carried.
Communication was presented from F. H. Colvin, Fire
Chief, dated November 24, 1975, requesting that the following
personnel be reimbursed the amounts indicated from the Education
and Training Budget appropriation:

It was moved by Gonzales, seconded by Kaeser, that the
request of the Fire Chief, dated November 24, 1975, be approved
and authority granted to issue warrants in the amounts as indicated.
Motion carried.
Communication from Vernon Police Officers' Benefit
Association, dated November 14, 1975, requesting permission to
hold its Annual Children's Christmas Party in the Vernon Fire
Department facility located at 3375 Fruitland Avenue, on Saturday,
December 20, 1975, at 1:00 o'clock p.m., was presented. (Copy to
each member of the City Council)
It was moved by Kaeser, seconded by McCormick, that the
Vernon Police Officers' Benefit Association be granted permission
to use the Vernon Fire Department facility located at 3375 Fruit-
land Avenue on Saturday, December 20, 1975, for the purpose of
holding their Annual Children's Christmas Party, provided that cer-
tain measures are taken to insure the safety of the children as the
Fire Chief deems necessary. Motion carried.
''Warrant Register No. 442" covering claims and demands
presented during the period November 16 to 30, 1975, which includes
Demands Nos. 5-2866 to 5-2942 (both inclusive) drawn on the United
California Bank, totaling $90,258.12 (Light and Power Warrants
$3,549.83) (Accounting Period December, 1975), was examined and
audited.
It was moved by Gonzales, seconded by McCormick, that
''Warrant Register No. 442" be approved and payment authorized for
Demands Nos. 5-2866 to 5-2942 (both inclusive) with no exceptions.
Motion carried.

Resolution No. 4374 - A Resolution of the City Council
of the City of Vernon Adopting Regulations for Candidates for
Elective Office, Pertaining to Materials Submitted to the Elector-
ate for Municipal Elections and the Costs Thereof, was presented.
It was moved by McCormick, seconded by Kaeser, that
Resolution No. 4374 be approved and adopted. Motion carried.

Resolution No. 4369 - A Resolution of the City Council
of the City of Vernon Requesting the Board of Supervisors of the
County of Los Angeles to Permit the Registrar of Voters of Said
County to Render Specified Services to the City of Vernon Relating
to the Conduct of a General Municipal Election to be Held in said
City on March 2, 1976, was presented.
It was moved by McCormick, seconded by Gonzales, that
Resolution No. 4369 be approved and adopted. Motion carried.

Resolution No. 4370 - A Resolution of the City Council
of the City of Vernon, California, Calling and Giving Notice of
the Holding of a General Municipal Election to be Held in Said
City on Tuesday, the 2nd Day of March, 1976, for the Election of
Certain Officers of Said City, as Required by the Provisions of
the Laws of the State of California Relating to General Law Cities,
was presented.
It was moved by Gonzales, seconded by McCormick, that
Resolution No. 4370 be approved and adopted. Motion carried.

There being no further business to come before the meet-
ing, it was moved by Kaeser, seconded by Gonzales, that the meeting
