19751216 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY C OUNC IL OF THE CITY OF VERNON HELD DECEMBER 16, 1975, AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA COUNCIL PRESENT: Gonzales, Kaeser, Malburg, McCormick, Ybarra COUNCIL ABSENT: None Malburg. The meeting was called to order by Mayor Leonis C. It was moved by McCormick, seconded by Kaeser, that minutes of the meeting of December 2, 1975, be approved as written and submitted. Motion carried. Copy of Resolution No. 75-217 of the City Council of the City of Carson urging Congress of the United States to reenact the General Revenue Sharing Program at the earliest possible date, was presented. It was moved by Kaeser, seconded by Gonza1e~ that copy of Resolution No. 75-217 of the City Council of the City of Carson, be received and filed. Motion carried. Communication from X. J. Padilla, Assistant Director of Civil Defense, dated December 3, 1975, requesting permission and funds to purchase a 16mm color film entitled "Conflagration" at an estimated cost of $120.00, was presented. It was moved by McCormick, seconded by Gonzales, that the request of the Assistant Director of Civil Defense, dated December 3, 1975, be approved. Motion carried. Communication from S. E. Hogan, Police Chief, dated December 3, 1975, requesting that Cadet Kendall Duane Stahly be promoted to Patrolman, Grade 4, effective January 1, 1976, was presented. It was moved by Ybarra, seconded by Kaeser, that the re- quest of the Police Chief, dated December 3, 1975, be approved. Motion carried. Copy of Resolution No. 2761 of the City of Norwalk, ob- jecting to the proposed transportation program of the United States Department of Transportation, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Kaeser, that copy of Resolution No. 2761 of the City of Norwalk, be received and filed. Motion carried. Copy of Resolution No. 6352 of the City Council of the City of Azusa urging repeal of legislation establishing the "911" emergency telephone system, was presented. I I -2- 12-16-75 It was moved by McCormick, seconded by Gonzales, that the City Attorney be instructed to draft a resolution similar to Resolution No. 6352 of the City Council of the City of Azusa. Motion carried. Communication from Louis S. Hauger, Director of Environ- ;menta1 Health, dated December 8, 1975, requesting authority and funds to purchase a reference volume entitled "Occupational Medicine, Principles and Practical Applications", edited by Carl Zenz, M.D. at an approximate cost of $55.00, was presented. It was moved by Ybarra, seconded by Kaeser, that the re- quest of the Director of Environmental Health, dated December 8, 1975, be approved. Motion carried. Communication from the Finance Committee, dated December 8, 1975, making certain recommendations to the City Council, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Ybarra, that the recommendations of the Finance Committee be approved as outlined in communication dated December 8, 1975. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated December 9, 1975, recommending that authority be granted to replace and upgrade the gasoline dispensing hose at an approximate cost of $150.00, was presented. (Copy to each member of the City Council) It was moved by Kaeser, seconded by McCormick, that the recommendation of the Director of Public Works, dated December 9, 1975, be approved. Motion carried. Communication was presented from A. E. Nelson, Jr., Direc- tot of Public Works, dated December 8, 1975, requesting authority to advance the following employees on the basis of merit effective January 1, 1976: J. Ness to Utility Man II, Step 2 A. Yasutake to Engineering Technician, Step 2 It was moved by Ybarra, seconded by Kaeser, that the re- quest of the Director of Public Works, dated December 8, 1975, be approved. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated December 9, 1975, recommending that Resolution No. 4341 be rescinded as the project involved has been delayed, was presented. (Copy to each member of the City Council) Resolution No. 4377 - A Resolution of the City Council of the City of Vernon Repealing Resolution No. 4341, was presented. It was moved by McCormick, seconded by Gonzales, that Resolution No. 4377 be approved and adopted. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: None 061. Nelson, Jr., Director of Public Works, dated December 9, 1975, transmitting a draft of a letter to be sent to the enclosed list of slaughtering industries in the City; and recommending that the mailing of this letter to the enclosed list of slaughtering industries be authorized, was presented. (Copy to each member of the City Council) It was moved by Kaeser, seconded by McCormick, that the recommendation of the Director of Public Works dated December 9, 1975, be approved. Motion carried. Communication from F. H. Colvin, Fire Chief, dated December 9, 1975, requesting authority and funds to purchase one Powers "Burn Pac" unit at an estimated cost of $275.00, was presented. It was moved by McCormick, seconded by Gonzales, that the request of the Fire Chief, dated December 9, 1975, be approved. Motion carried. Communication from X. J. Padilla, Assistant Director of Civil Defense, dated December 9, 1975, requesting authority and funds to purchase three replacement portable radios at an estimated cost of $2,800.00, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Kaeser, that the request of the Assistant Director of Civil Defense, dated December 9, 1975, be approved. Motion carried. Activity Log of the Police Department for the period December 1 - 15, 1975, inclusive, was presented. It was moved by Ybarra, seconded by McCormick, that the Activity Log of the Police Department be received and filed. Motion carried. Communication from F. A. Ziemer, City Clerk, Director of Finance, dated December 11, 1975, requesting authority for Brooks Carden to attend the Annual Conference of the California Association of Public Purchasing Officers at Long Beach, California, from January 21 to 23, 1976, with an expense allowance of $84.50, was presented. It was moved by Kaeser, seconded by Gonzales, that the request of the City Clerk-Director of Finance, dated December 11, 1975, be approved and authority granted to issue warrant in the amount of $84,50 to Brooks Carden. Motion carried. ''Warrant Register No. 443" covering claims and demands presented during the period December 1 to 15, which includes Demands Nos. 5-2943 to 5-3120 (both inclusive) drawn on the United California Bank, totaling $339,763.36 (Light and Power Warrants $91,910.46) (Accounting Period December 1975), was examined and audited. It was moved by Ybarra, seconded by Gonzales, that ''Warrant Register No. 443" be approved and payment authorized for Demands Nos. 5-2943 to 5-3120 (both inc1usi~e) with no exceptions. It was moved by Gonzales, seconded by Kaeser, that "Pay- roll Warrant Register No. 221" be approved and payments authorized for Demands Nos. 2314 to 2323 (both inclusive), with no exceptions. Resolution No. 4375 - A Resolution of the City Council of the City of Vernon Changing the Fuel Cost Adjustment Billing Factor Charged for Electrical Energy Distributed and Supplied to its Elec- trical Consumers, was presented. It was moved by McCormick, seconded by Gonzales, that Resolution No. 4375 be approved and adopted. Motion carried. It was moved by McCormick, seconded by Gonzales, that Resolution No. 4376 be approved and adopted. Motion carried.
