MINUTES OF A REGULAR MEETING
OF THE CITY COUNCIL OF THE
CITY OF VERNON HELD JANUARY 6,
1976, AT TWO O'CLOCK P.M. IN
THE COUNCIL CHAMBER OF THE CITY
HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA
COUNCIL PRESENT:

COUNCIL ABSENT:
None

The meeting was called to order by Mayor Leonis C.
It was moved by Ybarra, seconded by Gonzales, that
minutes of the meeting of December 16, 1975, be approved as writ-
ten and submitted. Motion carried.
Communication from S. E. Hogan, Police Chief, dated
December 15, 1975, requesting permission for Officers Gary M.
Alverez and Arthur Hoover to attend the Field Evidence Technician
course at the Huntington Beach Police Department from January 6
to January 23, 1976, inclusive, at a total cost of $1,028, was
presented.
It was moved by McCormick, seconded by Kaeser, that the
request of the Police Chief, dated December 15, 1975, be approved;
that authority be granted to issue warrant in the amount of $580.00
to the California State University at Long Beach Foundation; and
that authority be granted to issue warrants in the amount of $224.00
each to Gary M. Alverez and Arthur Hoover. Motion carried.
Communication from F. H. Colvin, Fire Chief, dated
December 17, 1975, requesting authority for William R. Wilson to
attend the Fire Prevention Academy II at Asilomar, Pacific Grove,
California, from February 22 to 27, 1976, with an expense allow-
ance of $228.20, was presented.
It was moved by Kaeser, seconded by Ybarra, that the re-
quest of the Fire Chief, dated December 17, 1975, be approved and
authority granted to issue warrant in the amount of $228.20 to
William R. Wilson. Motion carried.
Communication from F. H. Colvin, Fire Chief, dated
December 17, 1975, requesting authority for R. A. Wiles to attend
the California Conference of Arson Investigators _ Seminar Work-
shop at Fresno, California, on February 5 & 6, 1976, with an ex-
pense allowance of $135.00, was presented.
It was moved by Kaeser, seconded by Gonzales, that the
request of the Fire Chief, dated December 17, 1975, be approved
and authority granted to issue warrant in the amount of $135.00
to R. A. Wiles. Motion carried.

Communication from F. H. Colvin, Fire Chief, dated
December 17, 1975, requesting authority for J. E. Muldown to
attend the California Conference of Arson Investigators - Board
Meeting and Seminar at Fresno, California, from February 4 to
6, 1976, with an expense allowance of $172.50, was presented.
It was moved by Kaeser, seconded by Ybarra, that the
request of the Fire Chief, dated December 17, 1975, be approved
and authority granted to issue warrant in the amount of $172.50
to J. E. Muldown. Motion carried.
Communication from Fireman James A. Wolcott, dated
December 16, 1975, requesting permission to temporarily park his
personal boat at the rear of Fire Station No.3, subject to cer-
tain conditions, was presented.
It wa.s moved by McCormick, seconded by Kaeser, that the
request of James A. Wolcott, da~ed December 16, 1975, be approved
subject to the conditions as outlined in his communication.
Motion carried.
Communication from the Chief Administrative Officer,
County of Los Angeles, dated December 16, 1975, with reference
to Time Extension-Agre~ents for Antmal Control Services, trans-
mitting an Amendment to Agreement for Antmal Control Services for
consideration by the City of Vernon, was presented. (Copy to each
member of the City Council)
Resolution No. 4380 - A Resolution of the City Council
of the City of Vernon Authorizing the Execution of an Agreement
for a Six Month Ttme Extension Amendment to the Agreements for
Animal Control Services, was presented.
It was moved by Ybarra, seconded by Gonzales, that
Resolution No. 4380 be approved and adopted. Motion carried.

Communication from A. E. Nelson, Jr., Director of Public
Works, dated December 23, 1975, transmitting Contract No. 400,
Pavement Striping for 1976; and recommending that the Contract be
approved and authority be granted to advertise for bids, was
presented.
Resolution No. 4378 - A Resolution of the City Council
of the City of Vernon Approving Contract No. 400 and Authorizing
Notice Inviting Sealed Proposals or Bids for Pavement Striping
for 1976, in Accordance with Contract No. 400 of the City of
Vernon, was presented.
It was moved by McCormick, seconded by Kaeser, that
Resolution No. 4378 be approved and adopted. Motion carried.

Communication from the Employees' Insurance Committee,
dated December 26, 1975, regarding the proposal submitted by
Massachusetts Mutual Life Insurance Company, for a new Contract
to extend to February 1, 1977, was presented. (Copy to each mem-
ber of the City Council)
It was moved by Kaeser, seconded by McCormick, that the
recommendations of the Employees' Insurance Committee be approved
as outlined in. its communication dated December 26, 1975. Motion
carried.
Copy of letter and Resolution No. 75-40 from the City of
Duarte to the Board of Supervisors, dated December 17, 1975, was
presented. (Copy to each member of the City Couneil)
It was moved by Kaeser, seconded by Ybarra, that eopy of
letter and Resolution No. 75-40 from the City of Duarte to the
Board of Supervisors dated December 17, 1975, be reeeived and
filed. Motion carried.
Copy of Resolution No. 17,390 of the City Council of
the City of Burbank, which was passed and adopted by the Burbank
City Council on Deeember 16, 1975, was presented. (Copy to eaeh
member of the. City Council)
It was moved by MeCormick, seconded by Gonzales, that
eopy of Resolution No. 17,390 of the City Council of the City of
Burbank be reeeived and filed. Motion carried.
Copy of Resolution No. 17,397 of the City Council of
the City of Burbank, which was passed and adopted by the Burbank
City Council on Deeember 16, 1975, was presented. (Copy to each
member of the City Council)
It was moved by McCormiek, seconded by Ybarra, that
copy of Resolution No. 17,397 of the City Council of the City of
Burbank be reeeived and filed. Motion carried.
Communication was presented from S. E. Hogan, Police
Chief, dated December 31, 1975, requesting that the following
officers be reimbursed from the City's Education and Training
Budget appropriation to cover the cost of tuition and books for
Police Science courses in which they are enrolled:
W. H. Horton $100.00
P. A. Taylor 100.00
It was moved by Kaeser, seconded by Ybarra, that the
request of the Police Chief, dated December 31, 1975, be approved
and authority granted to issue warrants in the amount of $100.00
each to W. H. Horton and P. A. Taylor. MOtion carried.

Activity Log of the Police Department for the period
December 16 - 31, 1975, inclusive, was presented.
It was moved by McCormick, seconded by Gonzales, that
Activity Log of the Police Department be received and filed.
Motion carried.
''Warrant Register No. 444" covering claims and demands
presented during the period December 16 to 31, 1975, which in-
cludes Demands Nos. 5-3121 to 5-3123 (both inclusive) and Demands
Nos. 6-1 to 6~95 (both inclusive) drawn on the United California
Bank, totaling $2,669,672.82 (Light and Power Warrants $2,536,132.97)
(Accounting Period January, 1976), was examined and audited.
It was moved by Ybarra, seconded by Kaeser, that ''Warrant
Register No. 444" be approved and payment authorized for Demands
Nos. 5-3121 to 5-3123 (both inclusive) and Demands Nos. 6-1 to 6-
95 (both inclusive) with no exceptions. Motion carried.

Ordinance No. 863 - An Ordinance of the City of Vernon
Fixing Certain Rates to be Charged for Electrical Energy Distributed
and Supplied by said City of Vernon Within its Boundaries and Re-
pealing Certain Ordinances of the City of Vernon, was read by title
for a first reading.
It was moved by Ybarra, seconded by Gonzales, that
Ordinance No. 863 receive and pass a first reading. Motion carried.

Resolution No. 4379 - A Resolution of the City Council
of the City of Vernon Urging Repeal of Legislation Establishing
the u9ll" Emergency Telephone System, was presented.
It was moved by Gonzales, seconded by Ybarra, that
Resolution No. 4379 be approved and adopted. Motion carried.

There being no further business to come before the meet-
ing, it was moved by Kaeser, seconded by Ybarra, that the meeting
be adjourned. Motion carried.
