MINUTES OF A REGULAR MEETING
OF THE CITY COUNCIL OF THE
CITY OF VERNON HELD FEBRUARY
3, 1976, AT TWO O'CLOCK P.M.
IN THE COUNC IL CHAMBER OF THE
CITY HALL LOCATED AT 4305

COUNC IL ABSENT:

The meeting was called to order by Mayor Leonis C.
It was moved by McCormick, seconded by Gonzales, that
the minutes of the meetinj of January 20, 1976, be approved as
written and submitted. Motion carried.
Communication from S. E. Hogan, Police Chief, dated
January 19, 1976, requesting authority for Sgt. R. L. Anderson to
attend the California Robbery Investigators Association Seminar
at San Jose, California, from February 11 to 13, 1976, with an
expense allowance of $220.00, was presented.
It was moved by Kaeser, seconded by McCormick, that
the request of the Police Chief, dated January 19, 1976, be ap-
proved and authority granted to issue warrant in the amount of
$220.00 to R. L. Anderson. Motion carried.
Communication from Clougherty Packing Company, dated
January 19, 1976, requesting information as to the procedures to
be followed in order to annex the property at the southwest corner
of Bandini Boulevard and Downey Road to the City of Vernon, was
presented.
It was moved by Kaeser, seconded by Gonzales, that the
City Clerk be instructed to advise Clougherty Packing Company
that the City of Vernon does not feel that it would be in its
best interest to annex the territory at the southwest corner of
Bandini Boulevard and Downey Road; and, therefore, the City of
Vernon would not be interested in having annexation proceedings
instituted. Motion carried.
Communication from F. H. Colvin, Fire Chief, dated
January 21, 1976, requesting authority for N. J. Jurovich to at-
tend the Fire Instructors Academy II, First Section, at Asilomar-
Pacific Grove, California, from February 29 to March 5, 1976,
with an expense allowance of $249.70, was presented.
It was moved by McCormick, seconded by Kaeser, that the
request of the Fire Chief, dated January 21, 1976, be approved
and authority granted to issue warrant in the amount of $249.70
to N. J. Jurovich. Motion carried.

Communication from T. H. Garner, Battalion Chief, dated
January 29, 1976, requesting permission to lease the next avail-
able City-owned house on Fruitland Avenue, was presented.
It was moved by Kaeser, seconded by Gonzales, that the
request of T. H. Garner, dated January 29, 1976, be received and
filed for future consideration. Motion carried.
Communication from Mr. Randy Fellhoelter, Lineman,
Southern California Edison Company, dated January 20, 1976, re-
questing permission to lease one of the City-owned three-bedroom
houses on Furlong Place when a vacancy occurs, was presented.

It was moved by Kaeser, seconded by Gonzales, that the
request of Mr. Randy Fellhoelter, dated January 20, 1976, be re-
ceived and filed for future consideration. Motion carried.
Communication from F. H. Colvin, Fire Chief, dated
January 29, 1976, requesting authority and funds to have a jump
seat installed on Engines Nos. 3 and 11 at an approximate cost
of $800.00 per vehicle, was presented. (Copy to each member of
the City Council)
It was moved by McCormick, seconded by Gonzales, that
the request of the Fire Chief, dated January 29, 1976, be approved.
Motion carried.
Ordinance No. 864 - An Ordinance of the City of Vernon
Providing for Registration of all Dogs, Prohibiting Dogs from
Running at Large within the Corporate L~its of Vernon, Authoriz-
ing the Impounding of Dogs, Providing Penalties, Setting Forth
Miscellaneous Rules and Regulations, Repealing Sections 3.1 to
3.111 Inclusive of The Vernon City Code, 1959, Constituting all
of Chapter 3 of said Code, and in Lieu thereof Designating a new
Chapter 3, Sections 3.1 to 3.20 Inclusive as follows:, was read
by title for a first reading.
It was moved by Gonzales, seconded by Ybarra, that
Ordinance No. 864 receive and pass a first reading. Motion
carried.

Communication from F. H. Colvin, Fire Chief, dated
February 3, 1976, requesting authority to abandon Telephone Fire
Alarm Box System through the City, was presented. (Copy to each
member of the City Council)
It was moved by McCormick, seconded by Ybarra, that
the request of the Fire Chief, dated February 3, 1976, be approved.
Motion carried.

Communication was presented from F. H. Colvin, Fire
Chief, dated January 26, 1976, requesting that the following per-
sonnel be reimbursed the amounts as indicated from the Education
and Training Budget appropriation:

It was moved by Ybarra, seconded by Kaeser, that the
request of the Fire Chief, dated January 26, 1976, be approved
and authority granted to issue warrants in the amounts as indi-
cated. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated January 27, 1976, requesting authority to attend the
44th Annual Conference of the California Municipal Utilities
Association at Sacramento, California, from February 25 to 27,
1976, with an expense allowance of $179.00, was presented.
It was moved by McCormick, seconded by Gonzales, that
the request of the Director of Public Works, dated January 27,
1976, be approved and authority granted to issue warrant in the
amount of $179.00 to A. E. Nelson, Jr.. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated January 28, 1976, requesting authority to replace a
Unicom Electronic Calculator at an approximate cost of $250.00,
was presented. (Copy to each member of the City Council)
It was moved by Kaeser, seconded by Ybarra, that the
request of the Director of Public Works, dated January 28, 1976,
be approved. Motion carried.
''Warrant Register No. 446" covering claims and demands
presented during the period January 16 to 31, 1976, which includes
Demands Nos. 6-257 to 6-339 (both inclusive) drawn on the United
California Bank, totaling $93,305.66 (Light and Power Warrants
$36,039.29) (Accounting Period February 1976), was examined and
audited.
It was moved by Ybarra, seconded by McCormick, that
''Warrant Register No. 446" be approved and payment authorized for
Demands Nos. 6-257 to 6-339 (both inclusive), with no exceptions.
Motion carried.

Communication from the Insurance Services Office of
California, dated January 16, 1976, addressed to Mayor L. C.
Malburg, transmitting a copy of the report and fire protection
map of the City of Vernon prepared as a result of their recent
municipal fire protection survey, was presented.
It was moved by McCormick, seconded by Ybarra, that
communication from the Insurance Services Office of California,
dated January 16, 1976, together with transmittals, be received
and filed. Motion carried.
There being no further business to come before the
meeting, it was moved by Kaeser, seconded by Gonzales, that the
meeting be adjourned.
