19760302 Regular City Council Meeting - Minutes I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD MARCH 2, 1976, AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIF ORNIA COUNCIL PRESENT: Gonzales, Kaeser, Malburg, McCormick, Ybarra COUNC IL ABSENT: None The meeting was called to order by Mayor Leonis C. Malburg. It was moved by McCormick, seconded by Kaeser, that the minutes of the meeting of February 17, 1976, be approved as writ- ten and submitted. Motion carried. Communication from F. H. Colvin, Fire Chief, dated February 18, 1976, requesting that Section 1.8-1 of The Code of the City of Vernon, California, 1959, be amended to add certain city officers as enumerated in said communication, was presented. (Copy to each member of the City Council) It was moved by Kaeser, seconded by Gonzales, that the City Attorney be instructed to draft an amendment to Section 1.8-1 of The Code of the City of Vernon, California, 1959, adding the "Fire Chief", the "Assistant Fire Chief" and the "Fire Marshall" to the lis t of city officers and employees authorized to arrest without warrant. Motion carried. Communication from Fireman Gary Wiskus, dated February 17, 1976, requesting permission to temporarily park his personal camper at the rear of Fire Station #3, subject to certain conditions, was presented. I It was moved by Kaeser, seconded by Ybarra, that the re- quest of Fireman Gary Wiskus, dated February 17, 1976, be approved subject to the conditions as outlined in his communication. Motion carried. Copy of Resolution No. 1998 of the City Council of the City of Pico Rivera urging the Legislature of the State of Califor- nia to prohibit the sale of spray paint cans, or other like contain- ers, to minors, and regulating their display, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Kaeser, that copy of Resolution No. 1998 of the City Council of the City of Pico Rivera be received and filed. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated February 19, 1976, transmitting a request for alloca- tion of funds for Crossing No. 2H-l.35C, The Atchison, Topeka and 085 -2- 3-2-76 Santa Fe Railway Company at Pacific Boulevard; and recommending that the Mayor and the City Clerk be authorized to execute the document, was presented. I Resolution No, 4392 - A Resolution of the City Council of the City of Vernon Requesting the Submission of a Request for the Allocation of Funds from the Public Utilities Commission of the State of California for Constructing Protection at the Cros- sing of the Tracks of The Atchison, Topeka and Santa Fe Rai.lway Tracks and Pacific Boulevard, being Crossing No. 2H-l.35C, was presented. It was moved by Ybarra, seconded by Gonzales, that Resolution No. 4392 be approved and adopted. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: None Communication from County Supervisor Peter F. Schabarum, dated February 19, 1976, with reference to Supervisor Ward's recent transportation proposal, "The Sunset Coast Line", was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Kaeser, that communication from County Supervisor Peter F. Schabarum, dated February 19, 1976, be received and filed. Motion carried. Communication from S. E. Hogan, Police Chief, dated February 24, 1976, requesting that certain personnel be reimbursed the amounts as indicated from the Education and Training Budget appropriation for Police Science courses, was presented. (Copy to each member of the City Council) It was moved by Kaeser, seconded by Ybarra, that the request of the Police Chief, dated February 24, 1976, be approved and authority granted to issue warrants in the amounts as indicated. Motion carried. Activity Log of the Police Department for the Period February 16 - 29, 1976, inclusive, was presented. I It was moved by Gonzales, seconded by Kaeser, that Activity Log of the Police Department be received and filed. Motion carried. Copy of Resolution No. 76-1526 of the City Council of the City of Temple City recommending that the Southern California Association of Governments refrain from competing for State and Federal Grants, was presented. (Copy to each member of the City Council) It was moved by Gonzales, seconded by Ybarra, that copy of Resolution No. 76-1526 of the City Council of the City of Temple City be received and filed. Motion carried. 086 -3- 3-2-76 ''Warrant Register No. 448" covering claims and demands presented during the period February 16 to 29, which includes Demands Nos. 6-518 to 6-597 (both inclusive) drawn on the United California Bank, totaling $2,517,436.08 (Light and Power Warrants $2,452,637.27) (Accounting Period March 1976), was examined and audited. I It was moved by Ybarra, seconded by Kaeser, that "Warrant Register No. 448" be approved and payment be authorized for Demands Nos. 6-518 to 6-597 (both inclusive), with no excep- tions. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noe s : None Absent: None Claim from the Interinsurance Exchange of the Automobile Club of Southern California, dated February 26, 1976, Subrogee of H. P. Cobbs, was presented. It was moved by Kaeser, seconded by Ybarra, that Claim from the Interinsurance Exchange of the Automobile Club of Southern California, dated February 26, 1976, Subrogee of H. P. Cobbs, be referred to the City's Insurance carrier. Motion carried. Communication from Carl E. Nemethi, M.D., Health Officer, dated February 25, 1976, requesting that Mayrose Snyder, R. N., be authorized to attend the Hypertension A Symposium for Nurses, at Los Angeles, California, on March 8, 1976, with an expense allow- ance of $27.50, was presented. It was moved by Kaeser, seconded by Ybarra, that the request of the Health Officer, dated February 25, 1976, be approv- ed and authority granted to issue warrant in the amount of $27.50 to Mayrose Snyder. Motion carried. I Communication from F. H. Motion carried. Communication from F. H. Colvin, Fire Chief, dated February 25, 1976, requesting authority and funds to purchase materials for purposes of constructing a breathing apparatus test room within confines of existing Police Department Photo Laboratory at Fire Station #3, at an estimated cost of $475.00, was presented. 087 -4- 3-2-76 It was moved by McCormick, seconded by Gonzales, that the request of the Fire Chief, dated February 25, 1976, be approv- ed. Motion carried. I Communication from Councilman Thomas A. Ybarra, dated March 2, 1976, requesting authority to attend a Legislative Forum sponsored by the California Chamber of Commerce at Sacramento, California, on March 23 & 24, 1976, with an expense allowance of $137.00, was presented. It was moved by Kaeser, seconded by McCormick, that the request of Councilman Thomas A. Ybarra, dated March 2, 1976, be approved and authority granted to issue warrant in the amount of $137.00 to Thomas A. Ybarra. Motion carried. Resolution No. 4390 - A Resolution of the City Council of the City of Vernon Opposing Assembly Bill 2599, was presented. It was moved by Gonzales, seconded by Kaeser, that Resolution No. 4390 be approved and adopted. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: None Resolution No. 4391 - A Resolution of the City Council of the City of Vernon Concurring with the County Solid Waste Management Plan, was presented. It was moved by Ybarra, seconded by Gonzales, that Resolution No. 4391 be approved and adopted. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: None It was moved by Kaeser, seconded by Gonzales, that the meeting adjourn until Tuesday, March 9, 1976, at 2:00 o'clock p.m., in the Council Chamber of the City Hall located at 4305 Santa Fe Avenue, Vernon, California.
