MINUTES OF A REGULAR MEETING
OF THE CITY COUNCIL OF THE
CITY OF VERNON HELD JUNE 1,
1976, AT TWO O'CLOCK P.M. IN
THE COUNCIL CHAMBER OF THE CITY
HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA

Gonzales, Kaeser, Malburg, McCormick, Ybarra
COUNCIL ABSENT:
None
Malburg.
The meeting was called to order by Mayor Leonis C.
It was moved by Kaeser, seconded by McCormick, that the
minutes of the meeting of May 18, 1976, be approved as written
and submitted. Motion carried.
The Clerk announced that this was the time and place
for opening of bids received for 45th Street, 54th Street and
Packers Avenue Improvement in accordance with Contract No. 393.

It was moved by Ybarra, seconded by Gonzales, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by McCormic~, seconded by Gonzales, that
the bids received for 45th Street, 54th Street and Packers Avenue
Improvement in accordance with Contract No. 393 be referred to
the Director of Public Works and the City Attorney for checking
and report. Motion carried.

Communication from S. E. Hogan, Police Chief, dated
May 14, 1976, requesting authority for L. Rosenkrantz to attend
the Community Relations Officers' Association Manual Conference
at Palm Springs, California, on June 3 and 4, 1976, with an ex-
pense allowance of $161.00, was presented.

It was moved by Kaeser, seconded by McCormick, that
the request of the Police Chief, dated May 14, 1976, be approved
and authority granted to issue warrant in the amount of $161.00.
Motion carried.
Communication from F. H. Colvin, Fire Chief, dated May
17, 1976, requesting authority for William R. Wilson to attend
the California Fire Safety Workshop on Public Education at Pacific
Grove, California, from May 31 to June 2, 1976, with an expense
allowance of $145.70, was presented.

It was moved by McCormick, seconded by Gonzales, that
the request of the Fire Chief, dated May 17, 1976, be approved
and authority granted to issue warrant in the amount of $145.70
to William R. Wilson. Motion carried.

Communication from S. E. Hogan, Police Chief, dated
May 18, 1976, requesting authority for Lt. L. A. Espinoza to
attend the Police Middle Management Program at the Huntington
Beach Police Department sponsored by the Center for Criminal
Justice, California State University, Long Beach, from June 7
to 18, 1976, inclusive, at a total cost of $415.00, was presented.

It was moved by Kaeser, seconded by Ybarra, that the
request of the Police Chief, dated May 18, 1976, be approved;
that authority be granted to issue warrant in the amount of
$260.00 to California State University, Long Beach; and that
authority be granted to issue warrant in the amount of $155.00
to L. A. Espinoza. Motion carried.

Communication from F. A. Ziemer, City Clerk-Director
of Finance, dated May 18, 1976, requesting authority for Bruce
V. Malkenhorst to attend a Seminar on Liability Insurance and
Risk Management at Los Angeles on July 14, 1976, with an expense
allowance of $27.40, was presented.
It was moved by Kaeser, seconded by Ybarra, that the
request of the City Clerk-Director of Finance, dated May 18,
1976, be approved and authority granted to issue warrant in the
amount of $27.40 to Bruce V. Malkenhorst. Motion carried.
Copy of Resolution No. 3403 of the City Council of the
City of South Gate, California, in opposition to the Nuclear
Energy Shutdown Initiative, Proposition 15, was presented. (Copy
to each member of the City Council)
It was moved by McCormick, seconded by Gonzales, that
copy of Resolution No. 3403 of the City Council of the City of
South Gate, California, be received and filed. Motion carried.

Communication from Louis S. Hauger, Director of
Environmental Health, dated May 24, 1976, making certain recom-
mendations relative to a replacement for Mrs. Mayrose Snyder,
was presented. (Copy to each member of the City Council)

It was moved by Kaeser, seconded by McCormick, that
the recommendations of the Director of Environmental Health be
approved as outlined in his communication dated May 24, 1976.
Motion carried.
Resolution No. 4415 - A Resolution of the City Council
of the City of Vernon Amending Resolution No. 4344, was presented.
It was moved by Gonzales, seconded by McCormick, that
Resolution No. 4415 be approved and adopted. Motion carried.

Works, dated May 24, 1976, advising that C. W. Blanton, Wat~r
Department Foreman, is retiring effective at the close of business
on July 7, 1976, was presented. (Copy to each member of the City

Resolution No. 4412 - A Resolution of the City Council
of the City of Vernon Commending C. W. Blanton Upon His Retirement,
was presented.
It was moved by Ybarra, seconded by McCormick, that
Resolution No. 4412 be approved and adopted. Motion carried.

Communication from the Board of Supervisors, County of
Los Angeles, dated May 24, 1976, requesting that cities in the
County share in the subsidy of the 25 cent bus fare program on a

It was moved by McCormick, seconded by Gonzales, that
communication from the Board of Supervisors, County of Los Angeles,
dated May 24, 1976, be received and filed. Motion carried.
Communication from the Finance Committee, dated May
25, 1976, making certain recommendations to the City Council, was
presented. (Copy to each member of the City Council)
It was moved by McCormick, seconded by Kaeser, that the
recommendations of the Finance Committee be approved as outlined
in its communication dated May 25, 1976. Motion carried.

Communication from A. E. Nelson, Jr., Director of Public
Works, dated May 25, 1976, advising that Jack Weeks, Utility Man,
is retiring effective at the close of business on June 30, 1976,
was presented. (Copy to each member of the City Council)
Resolution No. 4413 - A Resolution of the City Council
of the City of Vernon Commending Jack Weeks Upon His Retirement,
was presented.

Resolution No. 4413 be approved and adopted. Motion carried.

of the City of Vernon Commending Delwin J. Tucker Upon His
Retirement, was presented.
It was moved by McCormick, seconded by Gonzales, that
Resolution No. 4414 be approved and adopted. Motion carried.

Communication from Mayrose Snyder, R. N., dated May
25, 1976, advising that she is retiring as Nursing Consultant
effective July 1, 1976, was presented.
Resolution No. 4416 - A Resolution of the City Council
of the City of Vernon Commending Mayrose Snyder, R. N., Upon Her
Retirement, was presented.
It was moved by Ybarra, seconded by Gonzales, that
Resolution No. 4416 be approved and adopted. Motion carried.

''Warrant Register No. 454" covering claims and demands
presented during the period May 16 to 31, which includes Demands
Nos. 6-1326 to 6-1395 (both inclusive) drawn on the United
California Bank, totaling $88,025.67 (Light and Power Warrants
$7,165.09) (Accounting Period June 1976) was examined and audited.
It was moved by Ybarra, seconded by McCormick, that
''Warrant Register No. 454" be approved and payment authorized for
Demands Nos. 6-1326 to 6-1395 (both inclusive), with no exceptions.
Motion carried.

Activity Log of the Police Department for the period
May 16 - 31, 1976, inclusive, was presented.
It was moved by McCormick, seconded by Gonzales, that
Activity Log of the Police Department be received and filed.
Motion carried.

Communication from A. E. Nelson, Jr., Director of Public
Works, dated May 27, 1976, recommending that Henry R. Vasquez be
reclassified to Foreman, Step 2, effective June 1, 1976, to fill
a position in the Water Department, was presented. (Copy to each
member of the City Council)
It was moved by Kaeser, seconded by McCormick, that the
recommendation of the Director of Public Works, dated May 27,
1976, be approved. Motion carried.

Communication from Bruce V. Malkenhorst, Deputy City
Clerk-Deputy Director of Finance, dated May 28, 1976, recommend-
ing that the City enter into an agreement with Insurance
Technology Company to serve as administrator for Vernon's Self-
Insured Workers' Compensation Program, was presented. (Copy to
each member of the City Council)
It was moved by Kaeser, seconded by Ybarra, that com-
munication from the Deputy City Clerk-Deputy Director of Finance
dated May 28, 1976, be referred to the City Attorney for a report.
Motion carried.
Ordinance No. 867 - An Ordinance of the City of Vernon
Amending Sec. 2.1 of The Code of the City of Vernon, California,
1959, was read by title for a first reading.
It was moved by McCormick, seconded by Gonzales, that
Ordinance No. 867 receive and pass a first reading. Motion
carried.

meeting, it was moved by Kaeser, seconded by McCormick, that the
