MINUTES OF AN ADJOURNED REGULAR
MEETING OF THE CITY COUNCIL OF
THE CITY OF VERNON HELD JUNE 29,
1976, AT TWO O'CLOCK P.M. IN THE
COUNCIL CHAMBER OF THE CITY HALL
LOCATED AT 4305 SANTA FE AVENUE,

COUNCIL PRESENT: Gonzales, Kaeser, Malburg, McCormick, Ybarra
COUNCIL ABSENT: None
Malburg.
The meeting was called to order by Mayor Leonis C.
It was moved by McCormick, seconded by Kaeser, that
minutes of the meeting of June 15, 1976, be approved as written
and submitted. Motion carried.
Resolution No. 4424 - A Resolution of the City Council
of the City of Vernon Fixing the Compensation for Certain Employ-
ees of said City as of July 1, 1976, Authorizing Certain Expense
Allowances, and Repealing all Resolutions in Conflict Therewith,
was presented.

It was moved by Gonzales, seconded by McCormick, that
Resolution No. 4424 be approved and adopted. Motion carried.

Resolution No. 4425 - A Resolution of the City Council
of the City of Vernon Approving a Budget for the Fiscal Year 1976-
77, was presented.
It was moved by Ybarra, seconded by Kaeser, that
Resolution No. 4425 be approved and adopted. Motion carried.

Communication from S. E. Hogan, Police Chief, dated
June 16, 1976, requesting authority for Officer Roosevelt Vincent
Sapp to attend the Field Evidence Technician course at the
Huntington Beach Police Department from July 6 through July 23,
1976, at a total cost of $514.00, was presented. (Copy to each
member of the City Council)
It was moved by McCormick, seconded by Kaeser, that the
request of the Police Chief, dated June 16, 1976, be approved;
that authority be granted to issue warrant in the amount of $290.00
to California State University, Long Beach; and that authority be
granted to issue warrant in the amount of $224.00 to Roosevelt
Vincent Sapp. Motion carried.

Communfuation from F. H. Colvin, Fire Chief, dated
June 18, 1976, requesting that Fireman Leon B. Kenzy be deleted
from the City payroll effective July 19, 1976, was presented.

It was moved by Kaeser, seconded by Ybarra, that the
request of the Fire Chief, dated June 18, 1976, be approved.
Motion carried.
Communication from S. E. Hogan, Police Chief, dated
June 21, 1976, requesting that Police Department Transcriber -
Typist, Shirley A. Tucker, be sworn in as a Police Matron, effec-
tive July 1, 1976, was presented.
It was moved by Kaeser, seconded by Ybarra, that the
request of the Police Chief, dated June 21, 1976, be approved.
Motion carried.
Communication was presented from F. H. Colvin, Fire
Chief, dated June 21, 1976, requesting that the following per-
sonnel be reimbursed the amounts as indicated from the Education
and Training Appropriation for Fire Science courses:
Frank Hlifka $ 41.30
R. F. Salisbury 70.50

It was moved by Gonzales, seconded by Kaeser, that the
request of the Fire Chief, dated June 21, 1976, be approved and
authority granted to issue warrants in the amount of $41.30 to
Frank Hlifka and $70.50 to R. F. Salisbury. Motion carried.
Communication from the Chief Administrative Officer,
County of Los Angeles, dated June 18, 1976, transmitting a new
General Services Agreement for renewing County services until
June 30, 1981, was presented.
Resolution No. 4426 - A Resolution of the City Council
of the City of Vernon Authorizing the Execution of a New General
Services Agreement for a Five-Year Period, was presented.

Communication from Policeman Dennis J. Tavernelli,
dated June 23, 1976, requesting to be considered as an applicant
to lease one of the City-owned apartments located on 50th Street,
was presented.
It was moved by McCormick, seconded by Gonzales, that
the request of Policeman Dennis J. Tavernelli, dated June 23,
1976, be received and filed for future consideration. Motion
carried.

Communication from Oremco, dated June 21, 1976, with
reference to bid(s) for furnishing Communications Equipment for
the Vernon City Hall and Police Facility in accordance with Con-
tract No. 401, was presented. (Copy to each member of the City
Council)

Communication from A. E. Nelson, Jr., Director of
Public Works, dated June 21, 1976, with reference to bids rec-
eived for Communications Equipment for the Vernon City Hall and
Police Facility in accordance with Contract No. 401, transmitting
certain documents in connection with said bids; and recommending
that both remaining bidders be considered, was presented. (Copy
to each member of the City Council)
Mr. Marion J. Varner, Architect for the Vernon City
Hall and Police Facility, addressed the City Council with refer-
ence to bids received for furnishing Communications Equipment
for the Vernon City Hall and Police Facility in accordance with
Contract No. 401.
Mr. A1 J. Duffin, District Sales Manager for State &
Local Government Market, Motorola Communications and Electronics,
Inc., addressed the City Council with reference to bid(s) submit-
ted in accordance with Contract No. 401.

Mr. Max Schulman, Executive Vice President/General
Manager, Oliver Radio Emergency Monitoring Company, dba OREMCO,
addressed the City Council with reference to bid(s) submitted in
accordance with Contract No. 401.
Mr. Duffin and Mr. Schulman were asked questions rela-
tive to Contract No. 401 by members of the City Council and by
certain Department Heads.
A. E. Nelson, Jr., Director of Public Works, commented
on the bids received in accordance with Contract No. 401.
Mr. Marion J. Varner, Architect, further discussed the
bidders and the bids received relative to Contract No. 401.

After a general discussion, it was moved by Kaeser,
seconded by Gonzales, that the City Attorney be instructed to
draft a resolution accepting the bid of Oliver Radio Emergency
Monitoring Company, dba OREMCO for furnishing Communications
Equipment for the Vernon City Hall and Police Facility in Accord-
ance with Contract No. 401 of the City of Vernon, subject to the
successful bidder submitting in writing a letter agreeing to
absorb up to $3,000.00 for the City's expense in maintaining a
resident inspector during the construction and completion of the
project. Motion carried.

meeting, it was moved by Kaeser, seconded by Ybarra, that the
meeting be adjourned. Motion carried.
