MINUTES OF A REGUIAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
VERNON HELD AUGUST 3, 1976, AT
TWO O'CLOCK P.M. IN THE COUNCIL
CHAMBER OF THE CITY HALL LOCATED
AT 4305 SANTA FE AVENUE, VERNON,
CALIFORNIA

COUNCIL PRESENT:
Gonzales, Kaeser, Malburg, McCormick, Ybarra
COUNCIL ABSENT:
None
The meeting was called to order by Mayor Leonis C.
Malburg.
It was moved by Ybarra, seconded by McCormick, that
minutes of the meeting of July 20, 1976, be approved as written
and submitted. Motion carried.
Communication from S. E. Hogan, Police Chief, dated
July 20, 1976, requesting authority for Sgt. Richard L. McBean
to attend the Annual Seminar of International Association of
Auto Theft Investigators at San Jose, California, from August
8 - 13,1976, with an expense allowance of $292.00, was presented.

It was moved by McCormick, seconded by Gonzales, that
the request of the Police Chief, dated July 20, 1976, be approved
and authority granted to issue warrant in the amount of $292.00
to Richard L. McBean. Motion carried.
Communication from Fireman Jack F. Hardy, dated July
19, 1976, requesting permission to temporarily park his personal
camper at the rear of Vernon Fire Station No.3, subject to cer-
tain conditions, was presented.
It was moved by Ybarra, seconded by Kaeser, that the
request of Fireman Jack F. Hardy, dated July 19, 1976, be approved
subject to the conditions as outlined in his communication. Motion
carried.

Communication from F. H. Colvin, Fire Chief, dated
July 23, 1976, recommending that Fireman S. W. Bardin be granted
a leave of absence'without pay for a period up to one year begin-
ning August 16, 1976, was presented. (Copy to each member of the
City Council)

It was moved by Kaeser, seconded by McCormick, that the
recommendation of the Fire Chief, dated July 23, 1976, be approv-
ed and that Fireman S. W. Bardin be granted a leave of absence
without pay for a period of up to one year beginning August 16,
1976. Motion carried.
Communication from Fireman Leon B. Kenzy, dated July
16, 1976, requesting 14 days vacation pay for the year 1976, was
presented. (Copy to each member of the City Council)

It was moved by McCormick, seconded by Ybarra, that the
request of Fireman Leon B. Kenzy, dated July 16, 1976, be refer-
red to the City Attorney and the Fire Chief, for a recommendation.
Motion carried.

Communication from F. H. Colvin, Fire Chief, dated
July 26, 1976, requesting that certain personnel be reimbursed
the amounts as indicated from the Education and Training Budget
appropriation for Fire Science courses, was presented. (Copy to
each member of the City Council)
It was moved by Kaeser, seconded by Gonzales, that the
request of the Fire Chief, dated July 26, 1976, be approved and
authority granted to issue warrants in the amounts as indicated.
Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated July 29, 1976, advising that James Hill & Co., Inc.
has made a proposal to substitute some new desks and file cabinets
for items specified for reconditioning; and recommending that new
furniture be substituted for reconditioned furniture per attached
list at a total cost of $2,165.72, was presented. (Copy to each
member of the City Council)

It was moved by Ybarra, seconded by McCormick, that the
recommendation of the Director of Public Works, dated July 29,
1976, be approved. Motion carried.
"Warrant Register No. 458" covering claims and demands
presented during the period July 16 to 31, which includes Demands
Nos. 6-1795 to 6-1958 (both inclusive) drawn on the United
California Bank, totaling $85,902.71 (Light and Power Warrants
$43,082.78) (Acoounting Period August 1976), was examined and
audited.

It was moved by Ybarra, seconded by Gonzales, that
''Warrant Register No. 458" be approved and payment authorized for
Demands Nos. 6-1795 to 6-1958 (both inclusive), with no exceptions.
Motion carried.

Activity Log of the Police Department for the period
July 16 - 31, 1976, inclusive, was presented.
It was moved by McCormick, seconded by Kaeser, that
Activity Log of the Police Department be received and filed.
Motion carried.
Communication from F. H. Colvin, Fire Chief, dated
August 2, 1976, requesting that Fireman K. M. Slifka be granted
a military leave of absence with pay from August 7 through August
21, 1976, in order for him to perform his military obligation, was
presented.

It was moved by McCormick, seconded by Gonzales, that
the request of the Fire Chief, dated August 2, .1976, be approved.
Motion carried.
Resolution No. 4428 - A Resolution of the City Council
of the City of Vernon Determining the Disability of Carlton E.
Claunch, A Local Safety Member Employed by the City of Vernon
(521025.4 Government Code), was presented.
It was moved by Gonzales, seconded by Kaeser, that
Resolution No. 4428 be approved and adopted. Motion carried.

There being no further business to come before the
meeting, it was moved by Kaeser, seconded by McCormick, that the
meeting be adjourned. Motion carried.
