19760817 Regular City Council Meeting - Minutes I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD AUGUST 17, 1976, AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA I COUNCIL PRESENT: Gonzales, Kaeser, Ybarra COUNCIL ABSENT: Malburg, McCormick The meeting was called to order by Mayor Pro Tempore, Thomas A. Ybarra. It was moved by Kaeser, seconded by Gonzales, that minutes of the meeting of August 3, 1976, be approved as written and submitted. Motion carried. Communication from F. A. Ziemer, City Clerk-Director of Finance, dated August 12, 1976, recommending that Toma1yn C. , Bures be advanced from Secretary-Deputy City Clerk, Grade 5 to Grade 4, effective September 1, 1976, as she has satisfactorily completed her probationary period, was presented. I It was moved by Gonzales, seconded by Kaeser, that the recommendation of the City Clerk-Director of Finance, dated August 12, 1976, be approved. Motion carried. Communication from F. H. Colvin, Fire Chief, dated August 2, 1976, recommending that Robert E. Rosprim be advanced from Captain, Grade 2 to Grade 1, effective September 1, 1976, was presented. It was moved by Kaeser, seconded by Gonzales, that the recommendation of the Fire Chief, dated August 2, 1976, be approv- ed. Motion carried. Report of Health Department Activities for the month of July, 1976, was presented. (Copy to each member of the City Council) - I It was moved by Kaeser, seconded by Gonzales, that Report of Health Department Activities be received and filed. Motion carried. I Communication from S. E. Hogan, Police Chief, dated August 5, 1976, requesting authority for Captain A. E. Chrisman and Lt. L. S. Rosenkrantz to attend the Law Enforcement Intelligence Officers' Conference at Santa Clara, California, from September 14 to 17, 1976, with an expense allowance of $297.00 each, was presented. It was moved by Kaeser, seconaed by Gonzales, that the request of the Police Chief, dated August 5, 1976, be approved and authority granted to issue warrants in the amount of $297.00 each to A. E. Patnaude to attend the 1976 Annual Business Meeting of the International Association of Plumbing & Mechanical Officials at Dallas, Texas, from September 13 to 17, 1976, with an expense allowance of $500.00, was presented. It was moved by Gonzales, seconded by Kaeser, that the request of the Director of Public Works, dated August 9, 1976, be approved and authority granted to issue warrant in the amount of $500.00 to Ronald H. Patnaude. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated August 9, 1976, requesting authority for F. A. Tachovsky to attend the Southwestern Section Annual Business Meeting of International Association of Electrical Inspectors at Fresno, California, from September 13 to 17, 1976, with an expense allowance of $418.00, was presented. It was moved by Kaeser, seconded by Gonzales, that the request of the Director of Public Works, dated August 9, 1976, be approved and authority granted to issue warrant in the amount of $418.00 to F. A. Tachovsky. Motion carried. Communication fram the Finance Committee, dated August 10, 1976, transmitting a copy of the minutes of the Finance Com- mittee meeting held August 9, 1976; and requesting that the City Council approve the recommendations of the Finance Committee as outlined in the minutes of the meeting held August 9, 1976, was presented. (Copy to each member of the City Council) It was moved by Kaeser, seconded by Gonzales, that the recommendations of the Finance Committee be approved as outlined in the minutes of the meeting of the Finance Committee held August 9, 1976. Motion carried. Resolution No. 4432 - A Resolution of the City Council of the City of Vernon Fixing the Amount of Money Necessary to be Raised by Taxation Upon the Taxable Property Within said City as a Revenue to Carryon the Various Departments of such Municipal Corporation for the Fiscal Year Commencing July 1, 1976, and to Pay the Bonded or other Indebtedness of said City of Vernon, or any Portion or District Thereof, was presented. It was moved by Kaeser, seconded by Gonzales, that Resolution No. 4432 be approved and adopted. Motion carried. It was moved by Gonzales, seconded by Kaeser, that Resolution No. 4433 be approved and adopted. Motion carried. I Communication from Fred E. Thornburgh, dated August 10, 1976, giving notification that he is retiring as Deputy Director of Environmental Health with the City of Vernon, effective at the close of the working day, September 30, 1976, was presented. It was moved by Gonzales, seconded by Kaeser, that communication from F. E. Thornburgh, dated August 10, 1976, be received and filed. Motion carried. Communication from C. H. McGovern, City Attorney, dated August 9, 1976, with reference to the request of Mr. Leon B. Kenzy for vacation pay for the year 1976, was presented. (Copy to each member of the City Council) I It was moved by Kaeser, seconded by Gonzales, that the request of Leon B. Kenzy for 14 days vacation pay for the year 1976 be denied, subject to review after the Workers' Compensation Appeals Board makes a determination whether Mr. Kenzy's injuries are work-incurred or non work-incurred. Motion carried. Communication from S. E. Hogan, Police Chief, dated August 11, 1976, requesting authority to attend the All Committee Conference of California Peace Officers' Association at Sacramento, California, from September 15 to 18, 1976, with an expense allow- ance of $310.50, was presented. It was moved by Kaeser, seconded by Gonzales, that the request of the Police Chief, dated August 11, 1976, be approved and authority granted to issue warrant in the amount of $310.50 to S. E. Hogan. Motion carried. Activity Log of the Police Department for the period August 1 - 15, 1976, inclusive, was presented. I It was moved by Kaeser, seconded by Gonzales, that Activity Log of the Police Department be received and filed. Motion carried. I Communication from S. E. Hogan, Police Chief, dated August 12, 1976, requesting that Don W. Green be advanced to Policeman, Grade 1, effective September 1, 1976, was presented. It was moved by Kaeser, seconded by Gonzales, that the request of the Police Chief, dated August 12, 1976, be approved. Motion carried. Communication from F. H. Resolution No. 4434 - A Resolution of the City Council of the City of Vernon Approving Specifications No. 404 for the Repowering of Vernon Fire Department Engine No. 22 and Authoriz- ing Notice Inviting Sealed Proposals or Bids in Accordance with Specifications No. 404 of the City of Vernon, was presented. It was moved by Kaeser, seconded by Gonzales, that Resolution No. 4434 be approved and adopted. Motion carried. Motion carried. Communication from S. E. Hpgan, Police Chief, dated August 11, 1976, requesting authority for Robert N. Graham to attend the Southern California Safe & Burglary Investigators Association Conference at Palm Springs, California, on August 20, 1976, with an expense allowance of $27.00, was presented. It was moved by Gonzales, seconded by Kaeser, that the request of the Police Chief, dated August 11, 1976, be approved and authority granted to issue warrant in the amount of $27.00 to Robert N. Graham. Motion carried. ''Warrant Register No. 459" covering claims and demands presented during the period August 1 to 15, which includes Demands Nos. 6-1959 to 6...2126 (both inclusive) drawn on the United California Bank, totaling $2,871,522.08 (Light and Power Warrants $2,714,039.92) (Accounting Period August 1976), was examined and audited. It was moved by Gonzales, seconded by Kaeser, that ''Warrant Register No. 459" be approved and payment authorized for Demands Nos. 6-1959 to 6-2126 (both inclusive), with no exceptions. Motion carried. I Communication from F. H. Colvin, Fire Chief, dated August 13, 1976, requesting authority for Captain X. J. Padilla to attend the Community Fire Protection Master Planning Session in Pasadena, California, on August 23, 1976, with an expense allowance of $25.00, was presented. It was moved by Kaeser, seconded by Gonzales, that the request of the Fire Chief, dated August 13, 1976, be approved and authority granted to issue warrant in the amount of $25.06 to X. J. Padilla, Motion carried. Communication from S. E. Hogan, Police Chief, dated August 17, 1976, requesting authority for Sgt. R. L. Anderson to travel to Calgary, Canada, on August 23 to 25, 1976, for an 187 p.C. Investigation, with an expense allowance of $429.00, was presented.
