MINUTES OF A REGULAR MEETING
OF THE CITY COUNCIL OF THE
CITY OF VERNON HELD SEPTEMBER
7, 1976, AT TWO O'CLOCK P.M.
IN THE LUNCH ROOM OF THE PUBLIC
WORKS FACILITY LOCATED AT 4305

The meeting was called to order by Mayor Leonis C.
It was moved by Gonzales, seconded by McCormick, that
minutes of the meeting of August 17, 1976, be approved as written
and submitted. Motion carried.
The Clerk announced that this was the time and place
for opening of bids received for "The Repowering of Vernon Fire
Department Engine No. 22" in accordance with Specifications No.
404.

It was moved by Gonzales, seconded by McCormick, that
the Clerk be instructed to open and read the bids submitted.
Motion carried.
The Clerk opened and read the following bids:

It was moved by McCormick, seconded by Gonzales, that
the bids received for "The Repowering of Vernon Fire Department
Engine No. 22" in accordance with Specifications No. 404 be re-
ferred to the Fire Chief and the City Attorney for checking and
report. Motion carried.

Communication from Mr. Patrick Darcy, Olympic Machinery
Company, Inc., dated August 27, 1976, requesting permission to
appear before the City Council at the September 7, 1976, meeting,
was presented.

Mr. Patrick Darcy, Olympic Machinery Company, Inc.,
appeared before the City Council to discuss matters concerning
the parking problem on 30th Street near the intersection of
Santa Fe.
It was moved by McCormick, seconded by Gonzales, that
the matter concerning the parking problem on 30th Street near the
intersection of Santa Fe Avenue be referred to the Director of
Public Works for further study and report. Motion carried.

It was moved by Ybarra, seconded by McCormick, that
Resolutions Nos. 3428 and 2820 of the City Councils of the Cities
of South Gate and Norwalk be received and filed. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated August 19, 1976, advising that Mueller Company has on
hand sixteen fire hydrants meeting City specifications that they
are willing to sell for $319.59 each plus sales tax in order to
save cost of moving to their new warehouse out of state; and recom-
mending that the Purchasing Agent be authorized to issue a Purchase
Order for these hydrants, was presented.
It was moved by McCormick, seconded by Gonzales, that
the recommendation of the Director of Public Works, as outlined
in his letter dated August 19, 1976, be approved and that the
Purchasing Agent be authorized to issue a Purchase Order for six-
teen fire hydrants at $319.59 each plus sales tax to the Mueller
Company. Motion carried.

Communication from A. E. Nelson, Jr., Director of Public
Works, dated August 18, 1976, requesting authority to attend the
International Public Works Congress and Equipment Show at Las
Vegas, Nevada, from September 26 to 30, 1976, with an expense allow-
ance of $436.12, was presented.
It was moved by Ybarra, seconded by Gonzales, that the
request of the Director of Public Works, dated August 18, 1976,
be approved and authority granted to issue warrant in the amount
of $436.12 to A. E. Nelson, Jr.. Motion carried.

Communication from the Public Employees' Retirement
System, dated August 18, 1976, transmitting two copies of Resolu-
tion of Intention, Form 122, with a copy of the proposed Amendment,
Form 702, attached to each resolution to provide Section 20930.3
(credit for military service) for safety members, was presented.

Resolution No. 4436 - A Resolution of Intention by the
City Council of the City of Vernon to Approve an Amendment to
Contract Between the Board of Administration of the Public Employ-
ees' Retirement System and the City Council of the City of Vernon,
was presented.

It was moved by McCormick, seconded by Ybarra, that
Resolution No. 4436 be approved and adopted. Motion carried.

Communication from F. H. Colvin, Fire Chief, dated
August 24, 1976, requesting that James C. Raabe be reimbursed
the sum of $54.80 from the Education and Training Budget appropri-
ation for Fire Science courses at Long Beach City College, was

It was moved by Gonzales, seconded by McCormick, that
the request of the Fire Chief, dated August 24, 1976, be approved
and authority granted to issue warrant in the amount of $54.80 to
James C. Raabe. Motion carried.

Communication from A. E. Chrisman, Police Captain, dated
August 24, 1976, requesting authority for Robert N. Graham to
attend the 27th Annual Burglary & Safe Investigators' Seminar at
Reno, Nevada, from September 14 to 18, 1976, with an expense allow-
ance of $298.50, was presented.

It was moved by Ybarra, seconded by McCormick, that the
request of the Police Captain, dated August 24, 1976, be approved
and authority granted to issue warrant in the amount of $298.50
to Robert N. Graham. Motion carried.
Communication from Thomas H. Garner, dated August 25,
1976, requesting permission to temporarily park his personal
camper at the rear of Vernon Fire Station No.3, subject to certain
conditions, was presented.
It was moved by Ybarra, seconded by McCormic~, that the
request of Thomas H. Garner, dated August 25, 1976, be referred to
the Fire Chief for further study and consideration. Motion carried.

Communication from A. E. Nelson, Jr., Director of Public
Works, dated August 24, 1976, requesting authority for Francis W.
Sumner to attend the 54th Annual Business Meeting of the Inter-
national Conference of Building Officials at Des Moines, Iowa, from
October 10 to 16, 1976, with an expense allowance of $500.00, was
presented.
It was moved by Ybarra, seconded by McCormick, that
the request of the Director of Public Works, dated August 24, 1976,
be approved and authority granted to issue warrant in the amount of
$500.00 to Francis W. Sumner. Motion carried.
Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated August 27, 1976, making certain recommendations
relative to the operation of the Purchasing Department during the
illness of Dorothy Cox, Senior Purchasing Clerk, was presented.

recommendations of the City Clerk-Director of Finance, dated
August 27, 1976, be approved. Motion carried.

Communication from the League of California Cities,
dated August 19, 1976, requesting each City Council to designate
a voting representative and an alternate voting representative at
the Annual Conference to be held in San Diego, from October 17 -
20, 1976, was presented.
It.was moved by Gonzales, seconded by Ybarra, that
Councilman WID McCormick be designated as voting representative;
and Charles H. McGovern, City Attorney, be designated as alternate
voting representative. Motion carried.
Communication from Vernon Police Officer, William H.
Austin, dated August 30, 1976, requesting permission to tempor-
arily park his personal trailer at the rear of Vernon Fire Station
No.3, subject to certain conditions, was presented.

It was moved by Gonzales, seconded by Ybarra, that the
request of Police Officer William H. Austin, dated August 30, 1976,
be referred to the Fire Chief for further study and consideration.

Communication from Mayor Thomas J. Clark, dated August
26, 1976, transmitting Long Beach City Council Comments on the
Southern California Rapid Transit District Starter-Line Alternatives
Analysis, was presented. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by McCormick, that
communication and transmittals from Mayor Thomas J. Clark, dated
August 26, 1976, be referred to the Director of Public Works for
study and report. Motion carried.
Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated August 30, 1976, recommending that Bruce V. Ma1kenhorst,
Deputy City Clerk-Deputy Director of Finance, be advanced from
Deputy City Clerk-Deputy Director of Finance, Step 3 to 2, effective
October 1, 1976, as he has satisfactorily completed his probationary
period, was presented.
It was moved by McCormick, seconded by Gonzales, that
the recommendation of the City Clerk-Director of Finance, dated
August 30, 1976, be approved. Motion carried.

Communication from A. E. Nelson, Jr., Director of Public
Works, dated August 20, 1976, advising that the work on Traffic
Signal Installation at Atlantic and District Boulevards under Con-
tract No. 398, has been completed; and recommending that the work
be accepted and authority be granted to pay the contractor, Steiny
and Company in accordance with the Agreement.
Resolution No. 4435 - A Resolution of the City Council of
the City of Vernon Accepting the Work of Steiny and Company, for
Traffic Signal Installation at Atlantic and District Boulevard, in
Accordance with Contract No. 398 of the City of Vernon, was presented.
It was moved by Ybarra, seconded by McCormick, that
Resolution No. 4435 be approved and adopted. Motion carried.

Communication from A. E. Chrisman, Police Captain, dated
August 27, 1976, requesting authority for Sgt. Brad Bunker to
attend the Annual California Association of Police Training Officers
Conference at Monterey, California, from October 12 - 15, 1976, with
an expense allowance of $238.50, was presented.

It was moved by McCormick, seconded by Gonzales, that
the request of the Police Captain dated August 27, 1976, be approved
and authority granted to issue warrant in the sum of $238.50 to
Brad Bunker. Motion carried.
Communication from A. E. Chrisman, Police Captain, dated
September 1, 1976, requesting permission for Sgt. Brad Bunker to
attend the Law Enforcement Legal Education Program at California
State University, Long Beach, from October 4 - 8, 1976, with an
expense allowance of $124.00 tuition, plus $60.00 food and travel
for a total of $184.00, which is fully approved and P.O.S.T. reLm-
bursable, was presented.

It was moved by Ybarra, seconded by McCormick, that
the request of the Police Captain, dated September 1, 1976, be
approved and authority granted to issue warrants in the amounts
of $124.00 to the California State University, Long Beach, and
$60.00 to Brad Bunker. Motion carried.

Communication from Vernon Fire Fighters' Association,
Local 2312, dated August 30, 1976, expressing its opposition to
recent Council action regarding adoption of recommendations made
by the Finance Committee, was presented. (Copy to each member of
the City Council)
Michael D. Farrier, President, Vernon Fire Fighters'
Association, appeared before the City Council to elaborate on the
communication from the Vernon Fire Fighters' Association, dated
August 30, 1976.
It was moved by Ybarra, seconded by McCormick, that
communication from Vernon Fire Fighters' Association, Local 2312,
dated August 30, 1976, be referred to the Finance Committee for
further consideration and report. Motion carried.
Communication from F. H. Lennartz, Safety Engineer,
Byron Jackson Pump Division, Borg Warner, dated August 31, 1976,
requesting permission to use the two-level parking facilities be-
hind the Vernon City Hall for an Open House which they will be
holding on October 17, 1976, was presented. (Copy to each member
of the City Council)

It was moved by McCormick, seconded by Ybarra, that the
communication from Byron Jackson Pump Division, Borg Warner, dated
August 31, 1976, be referred to the City Attorney and the Director
of Public Works for checking and report. Motion carried.
Activity Log of the Police Department for the period
August 16 - 31, 1976, inclusive, was presented.
It was moved by Gonzales, seconded by McCormick, that
Activity Log of the Police Department be received and filed.
Motion carried.

Communication from Carl E. Nemethi, M.D., City Health
Officer, dated August 20, 1976, requesting authority for Polly
Close, R.N., City Health Nurse, to attend the Western Industrial
Health Conference in Ing1ewood, California, from October 7 - 9,
1976, with an expense allowance of $73.50, was presented.
It was moved by McCormic~, seconded by Ybarra, that the
request of the City Health Officer, dated August 20, 1976, be
approved and authority granted to issue warrant in the amount of
$73.50 to Polly Close. Motion carried.

Communication from A. E. Nelson, Jr., Director of Public
Works, dated September 2, 1976, advising that the work of furnish-
ing and installing Jail Equipment for the City Hall and Police
Facility under Contract No. 376 has been completed; and recommend-
ing that the work be accepted and authority be granted to pay the
contractor, Central Industrial Engineering Company, Inc., in
accordance with the Agreement, was presented.

Equipment for the Vernon City Hall and Police Facility, Pursuant

Central District of the Los Angeles Superior Court, by Robert

It was moved by McCormick, seconded by Ybarra, that
Summons and Complaint, Case No. C 169706 be referred to the City's
Insurance Carrier and City Attorney. Motion carried.
"Warrant Register No. 460" covering claims and demands
presented during the period August 16 to 31, which includes Demands
Nos. 6-2127 to 6-2200 (both inclusive) drawn on the United California
Bank, totaling $148,804.83 (Light and Power Warrants $6,860.50)
(Accounting Period September 1976), was examined and audited.

the request of the Fire Chief, dated September 2, 1976, be approv-
ed and authority granted to issue warrant in the amount of $156.70
