19761005 Regular City Council Meeting - Minutes I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD OCTOBER 5, 1976, AT TWO O'CLOCK P.M. IN THE LUNCH ROOM OF THE PUBLIC WORKS FACILITY, LOCAT- ED AT 4305 SANTA FE AVENUE, VERNON. CALIFORNIA I COUNCIL PRESENT: Kaeser, Malburg, McCormick, Ybarra COUNCIL ABSENT: Gonzales The meeting was called to order by Mayor Leonis C. Malburg. It was moved by McCormick, seconded by Kaeser, that minutes of the meeting of September 21, 1976, be approved as written and submitted. Motion carried. I The Clerk announced that this was the time and place for the hearing pursuant to Government Code Section 87311, for the adoption of a Conflict of Interest Code in accordance with Government Code Sections 87300, et seq. The Clerk reported that Resolution No. 4440 - A Reso- lution of the City Council of the City of Vernon Setting the Time and Place of Hearing, pursuant to Government Code Section 87311, for the Adoption of a Conflict of Interest Code in Accord- ance with Government Code Sections 87300, et seq., was posted by Deputy City Clerk, Bruce V. Ma1kenhorst, in three (3) of the most public places in the City of Vernon, California, as recited in Section 1.10 of The Code of the City of Vernon, California, 1959. The City Clerk reported that no written communications relative to this matter had been received. Mayor Malburg asked if anyone in the audience wished to comment on this matter. Resolution No. 4443 - A Resolution of the City Council of the City of Vernon Adopting a Conflict of Interest Code Appli- cable to the Members of the City Council and Pursuant to the Political Reform Act of 1974, was read. It was moved by Kaeser, seconded by McCormick, that Resolution No. 4443 be approved and adopted. Motion carried. Ayes: Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: Gonzales :168 -2- 10-5-76 I Communication from S. E. Hogan, Police Chief, dated September 10, 1976, requesting authority for James A. Miller to attend the California Narcotic Officers' Association 12th Annual Training Conference in San Diego, California, from October 20 - 22, 1976, with an expense allowance of $208.00, was presented. I It was moved by Kaeser, seconded by Ybarra, that the request of the Police Chief, dated September 10, 1976, be approv- ed and authority granted to issue warrant in the amount of $208.00 to James A. Miller. Motion carried. Communication from Xavier J. Padilla, Assistant Civil Defense Director, dated September 24, 1976, requesting authority to attend the Meeting of Southern California Emergency Services Association, in Carson, California, from October 6 - 8, 1976, with an expense allowance of $27.00, was presented. It was moved by Ybarra, seconded by McCormick, that the request of the Assistant Civil Defense Director, dated September 24, 1976, be approved and authority granted to issue warrant in the amount of $27.00 to Xavier J. Padilla. Motion carried. I Resolution No. 2061 of the City Council of the City of Pico Rivera Supporting a Summons to Action for Reform of the Criminal Justice System, which was passed, approved and adopted September 20, 1976, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Kaeser, that Resolution No. 2061 of the City Council of the City of Pico Rivera be received and filed. Motion carried. Communication from the Public Employees' Retirement System, dated September 23, 1976, transmitting certain documents to complete the proposed amendment to the contract to provide Section 20930.3 (military service), was presented. I Ordinance No. 869 - An Ordinance of the City Council of the City of Vernon Authorizing an Amendment to the Contract Be- tween the City of Vernon and the Board of Administration of the California Public Employees' Retirement System, was read by title for a 1st reading. It was moved by Ybarra, seconded by McCormick, that Ordinance No. 869 receive and pass a first reading. Motion carried. Hogan, Police Chief, dated September 29, 1976, requesting that the following personnel be reimbursed from the City's Education and Training Budget appropriation for Police Science courses in which they are enrolled: ~69 -3- 10-5-76 T. R. Igyarto - Cerritos College R. L. McBean - San Jose State $31.52 12.00 I It was moved by Kaeser, seconded by Ybarra, that the request of the Police Chief, dated September 29, 1976, be approv- ed and authority granted to issue warrants in the amounts of $31.52 to T. R. Igyarto and $12.00 to R. L. McBean. Motion carried. I Activity Log of the Police Department for the period September 16 - 30, 1976, inclusive, was presented. It was moved by McCormick, seconded by Kaeser, that Activity Log of the Police Department be received and filed. Motion carried. "Warrant Register No. 462" covering claims and demands presented during the period September 16 - 30, which includes Demands Nos. 6-2358 to 6-2420 (both inclusive) drawn on the United California Bank, totaling $257,082.12 (Light and Power Warrants $8,897.55) (Accounting Period October 1976), was examin- ed and audited. I It was moved by Ybarra, seconded by McCormick, that "Warrant Register No. 462" be approved and payment authorized for Demands Nos. 6-2358 to 6-2420 (both inclusive), with no exceptions. Motion carried. Ayes: Noes: Absent: Kaeser, Malburg, McCormick, Ybarra None Gonzales Communication from S. E. Hogan, Police Chief, dated September 30, 1976, requesting authority to hire a permanent employee, a clerk typist, for the Records Bureau, to fill a re- cent yacancy created by the move of present Records employee to secretary to the Chief of Police, was presented. It was moved by Ybarra, seconded by Kaeser, that the request of the Police Chief, dated September 30, 1976, be refer- red to the Finance Committee for recommendation. Motion carried. I Ordinance No. 868 - An Ordinance of the City of Vernon to License, for the Purpose of Revenue and Regulation, Certain Kinds of Businesses Authorized by Law and carried on in the City of Vernon, Including Shows, Exhibitions, and Lawful Games; to Fix and Establish their Rates of License Taxes and to Provide for their Collection by Suit or otherwise; Prescribing Penalties for the Violations of any Provisions of this Ordinance, and Repealing All Ordinances and Parts of Ordinances in Conflict Therewith, was read by title for a first reading. I It was moved by Ybarra, seconded by McCormick, that Ordinance No. 868 receive and pass a first reading. Motion carried.
