19761019 Regular City Council Meeting - Minutes I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD OCTOBER 19, 1976, AT TWO O'CLOCK P.M. IN THE LUNCH ROOM OF THE PUBLIC WORKS FACILITY OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA I COUNCIL PRESENT: Gonzales, Kaeser, Malburg, Ybarra COUNCIL ABSENT: McCormick The meeting was called to order by Mayor Leonis C. Malburg. It was moved by Ybarra, seconded by Kaeser, that minutes of the meeting of October 5, 1976, be approved as writ- ten and submitted. Motion carried. It was moved by Kaeser, seconded by Gonzales, that Ordinance No. 868 receive a second reading by title. Motion carried. I Ordinance No. 868 - An Ordinance of the City of Vernon to License, for the Purpose of Revenue and Regulation, Certain Kinds of Businesses Authorized by Law and Carried on in the City of Vernon, Including Shows, Exhibitions, and Lawful Games; to Fix and Establish their Rates of License Taxes and to Provide for their Collection by Suit or otherwise; Prescribing Penalties for the Violations of any Provisions of this Ordinance, and Repealing all Ordinances and Parts of Ordinances in Conflict Therewith, was read for a second reading by title. (Copy to each member of the City Council) It was moved by Kaeser, seconded by Gonzales, that Ordinance No. 868 receive and pass a second reading. Motion carried. Motion carried. Communication from S. E. Hogan, Police Chief, dated October 5, 1976, requesting that certain personnel, as listed, be advanced effective as of November 1, 1976, was presented. Motion carried. Report of Health Department Activities for the month of September, 1976, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Kaeser, that Report of Health Department Activities be received and filed. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated October 7, 1976, requesting authority for Fred A. Tachovsky to attend the Electrical Construction and Maintenance Seminar at Los Angeles, California, on November 17 & 18, 1976, with an expense allowance of $98.00, was presented. I It was moved by Kaeser, seconded by Ybarra, that the request of the Director of Public Works, dated October 7, 1976, be approved and authority granted to issue warrant in the amount of $98.00 to Fred A. Tachovsky. Motion carried. I Claim of Charter Insurance Company, dated September 22, 1976, on behalf of their insured: Laurence Lambert - Driver: Ronnie Boyce, in the amount of $193.02, was presented. Mello, Assistant Fire Chief, dated October 5, 1976, requesting authority for P. N. Moorehead, D. E. Pod1as and R. E. Rosprim to attend the National Safety Council Defensive Driver Class at Los Angeles from November 16 - 18, 1976, with an expense allowance of $50.00 each, was presented. Summons and Complaint in connection with Case No. SE C 19954, filed in the Superior Court of the State of California for the County of Los Angeles by TLmothy J. Henry and Catherine E. Henry vs. the City of Vernon and the Public Employees' Retirement System of the State of California, and Does I through X, inclusive, for Equity Unjust Enrichment, was presented. It was moved by Ybarra, seconded by Kaeser, that Summons and Complaint in connection with Case No. SE C 19954, filed by TLmothy J. Henry and Catherine E. Henry vs. the City of Vernon, et a1., be referred to the City Attorney for necessary action. Motion carried. I Communication from S. E. Hogan, Police Chief, dated October 12, 1976, requesting authority for J. R. Tucker to attend the Food & Drug Council Meeting at Santa Maria, California, on October 29 & 30, 1976, with an expense allowance of $64.80, was presented. It was moved by Kaeser, seconded by Gonzales, that the request of the Police Chief, dated October 12, 1976, be approved and authority granted to issue warrant in the amount of $64.80 to J. R. Tucker. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated October 13, 1976, recommending that authority be granted to pay Ruane Corporation the remaining $57,000.00 at this time, although only the major outstanding items have been correct- ed, was presented. (Copy to each member of the City Council) I It was moved by Kaeser, seconded by Ybarra, that the recommendation of the Director of Public Works, dated October 13, 1976, be approved as outlined and authority granted to issue warrant in the amount of $57,000.00 to Ruane Corporation. Motion carried. I Communication from the Finance Committee, dated October 12, 1976, transmitting copy of the minutes of the meeting of the Finance Committee held October 12, 1976; and requesting that the City Council approve the recommendations of the Finance Committee as outlined in the minutes of the meeting held October 12, 1976, was presented. Hogan, Police Chief, dated October 13, 1976, requesting that certain personnel, as listed, be reimbursed from the Education and Training Budget appropria- tion to cover costs of tuition, registration and books for Police Science courses in which they are enrol~d, was presented. (Copy to each member of the City Council) I It was moved by Kaeser, seconded by Gonzales, that the request of the Police Chief, dated October 13, 1976, be approved and authority granted to issue warrants as outlined in said com- munication. Motion carried. Activity Log of the Police Department for the period October 1 - 15, 1976, inclusive, was presented. It was moved by Ybarra, seconded by Gonzales, that Activity Log of the Police Department be received and filed. Motion carried. I ''Warrant Register No. 463" covering claims and demands presented during the period October 1 to 15, which includes Demands Nos. 6-2421 to 6-2599 (both inclusive) drawn on the United California Bank, totaling $3,084,335.31 (Light and Power Warrants $2,839,469.70) (Accounting Period October 1976), was examined and audited. It was moved by Ybarra, seconded by Kaeser, that ''Warrant Register No. 463" be approved and payment authorized for Demands Nos. 6-2421 to 6-2599 (both inclusive), with no exceptions. Motion carried. Ayes: Noe s : Absent: Gonzales, Kaeser, Malburg, Ybarra None McCormick I "Payroll Warrant Register No. 232" covering claims and demands presented during the period September 1 to 30, which in- cludes Demands Nos. 2420 to 2429 (both inclusive), drawn on the Crocker National Bank, totaling $512,385.80 (Accounting Period September 1976), was examined and audited. I It was moved by Ybarra, seconded by Kaeser, that "Payroll Warrant Register No. 463" be approved and payment author- ized for Demands Nos. 2420 to 2429 (both inclusive), with no exceptions.
