19761102 Regular City Council Meeting - Minutes I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD NOVEMBER 2, 1976, AT TWO O'CLOCK P.M. IN THE LUNCH ROOM OF THE PUBLIC WORKS FACILITY OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA 1 COUNCIL PRESENT: Gonzales, Kaeser, Malburg, McCormick, Ybarra COUNCIL ABSENT: None Malburg. The meeting was called to order by Mayor Leonis C. It was moved by McCormick, seconded by Gonzales, that minutes of the meeting of October 19, 1976, be approved as writ- ten and submitted. Motion carried. 1 Communication from A. E. Nelson, Jr., Director of Public Works, dated October 20, 1976, transmitting a Request for Alloca- tion of Funds from the Public Utilities Commission for proposed crossing protection improvements at Los Angeles Junction Railway Company tracks and District Boulevard Crossing No. 25B-l.50-C; and recommending that authorization be granted to submit the request to the Public Utilities Commission, was presented. (Copy to each member of the City Council) Resolution No. 4444 - A Resolution of the City Council of the City of Vernon Requesting the Submission of a Request for the Allocation of Funds from the Public Utilities Commission of the State of California for Proposed Crossing Protection Improve- ments at Los Angeles Junction Railway Company Tracks and District Boulevard Crossing No. 25B-l.50-C, was presented. Ayes: Gonzales, Kaeser, Malburg, Noes: None Absent: None by Kaeser, that Motion carried. McCormick, Ybarra Communication from Clarence Perkins, Utility Man, dated October 15, 1976, requesting permission to temporarily park his personal utility trailer behind Fire Station #3, when such space becomes available, was presented. It was moved by McCormick, seconded by Gonzales, that the request from Clarence Perkins, dated October 15, 1976, be denied. Motion carried. 1-78 -2- 11-2-76 1 Communication from the Vernon Fire Fighters' Association, dated October 13, 1976, requesting that an Actuarial Survey be conducted to determine the cost of adoption of Section (20024.2) One Year Final Compensation for Vernon safety employees; and if so deemed, the Vernon Fire Fighters' Association will pay any and all fees incurred in obtaining such information, was presented. (Copy to each member of the City Council) I It was moved by Ybarra, seconded by McCormick, that the request of the Vernon Fire Fighters' Association, dated October 13, 1976, be approved, provided that the Vernon Fire Fighters' Associa- tion shall pay all fees incurred in obtaining such information. Motion carried. Communication from the City of Los Angeles, dated October 13, 1976, transmitting certified copy of a Resolution relative to a proposed Adjustment of Boundaries Between the City of Los Angeles and the City of Vernon, which was adopted by the Los Angeles City Council at its meeting held October 13, 1976, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Ybarra, that the City Attorney be instructed to draft the necessary document or documents to annex certain territory, as described in the Resolution adopted by the Los Angeles City Council on October 13, 1976, to the City of Vernon. Motion carried. 1 Resolution No. 76-64 from the City Council of the City of Newman, California, dated October 14, 1976, requesting the League of California Cities to Initiate and Support Legislation Control- ling Strikes in the Agricultural Crop Processing Industry at the Harvest Season, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Gonzales, that Resolution No. 76-64 from the City Council of the City of Newman, California, be received and filed. Motion carried. Communication from S. E. Hogan, Police Chief, dated October 21, 1976, requesting authority to appoint Mrs. Elizabeth C. Sawickis to the position of -Transcriber-Typist, Grade 4, effec- tive November 1, 1976, was presented. ,I It was moved by Kaeser, seconded by Gonzales, that the request of the Police Chief, dated October 21, 1976, be approved and authority granted to appoint Mrs. Elizabeth C. Sawickis to the position of Transcriber-Typist, Grade 4, effective November 1, 1976. Motion carried. 1 Communication from F. H. Colvin, Fire Chief, dated October 25, 1976, advising that Autofireman Van M. Barr has been off duty a year due to an industrial back injury; and recommending that his name be deleted from the City payroll at the end of the working day November 15, 1976, was presented. It was moved by McCormick, seconded by Ybarra, that the request of the Fire Chief, dated October 25, 1976, be approved. Motion carried. i9 -3- 11-2-76 Communication from S. E. Hogan, Police Chief, dated October 27, 1976, requesting that Officer G. R. Stevens be re- imbursed from the City's Education and Training Budget appropri- ation in the sum of $26.39 to cover the cost of tuition and books for Police Science courses in which he is enrolled, was presented. 1 1 It was moved by Ybarra, seconded by Kaeser, that the requ~st of the Police Chief, dated October 27, 1976, be approved and authority granted to issue warrant to G. R. Stevens in the sum of $26.39. Motion carried. Communication from Police Officer Raymond L. Michalski, dated October 14, 1976, requesting permission to temporarily park his personal camper at the rear of Vernon Fire Station #3, subject to certain conditions as outlined in his communication, was pre- sented. (Copy to each member of the City Council) It was moved by Kaeser, seconded by McCormick, that the request of Officer Raymond L. Michalski, dated October 14, 1976, be received and filed for future consideration. Motion carried. 1 Communication from A. E. Nelson, Jr., Director of Public Works, dated October 26, 1976, transmitting a proposed Ordinance to amend the portions of the City Code establishing rates for the sale of water by the Water Department and a proposed change in the Rules and Regulations for the operation of the Water Department, was presented. (Copy to each member of the City Council) Ordinance No. 870 - An Ordinance of the City of Vernon, Amending the Code of The City of Vernon, California, 1959, by Amending Sections 25.1, 25.2, 25.3, 25.5 and 25.8 of said Code, Establishing Rates for the Sale of Water in Said City and Repeal- ing All Ordinances in Conflict Therein, was read by title for a 1st reading. (Copy to each member of the City Council) It was moved by McCormick, seconded by Ybarra, that Ordinance No. 870 receive and pass a first reading. Motion carried. (Copy to each member of the City Council) 1 It was moved by Gonzales, seconded by Ybarra, that Ordinance No. 872 receive and pass a first reading. Motion carried. (Copy to each member of the City Council) 1 It was moved by McCormick, seconded by Gonzales, that Ordinance No. 871 receive and pass a first reading. Motion car- ried. Ayes: Noes: Absent: Gonzales, Kaeser, Malburg, McCormick, Ybarra None None ''Warrant Register No. 464" covering claims and demands presented during the period October 16 to 31, which includes Demands Nos. 6-2600 to 6-2670 (both inclusive) drawn on the United California Bank, totaling $166,210.82 (Light and Power Warrants $2,144.87) (Accounting Period November 1976), was examined and audited. 1 It was moved by Ybarra, seconded by McCormick, that ''Warrant Register No. 464" be approved and payment authorized for Demands Nos. 6-2600 to 6-2670 (both inclusive), with no exceptions. Jurovich to attend the D.I.S. Meeting - Proposed Standards for Protective Clothing & Equipment at San Francisco from November 9 - 11, 1976, with an expense allowance of $127.00, was presented. It was moved by McCormick, seconded by Gonzales, that the request of the Fire Chief, dated October 27, 1976, be approved and authority granted to issue warrant in the sum of $127.00 to N. J. Jurovich. Motion carried. Activity Log of the Police Department for the period October 16 - 31, 1976, (inclusive) was presented. 1 It was moved by Kaeser, seconded by Ybarra, that Activity Log of the Police Department be received and filed. Motion carried. 1 Communication from S. E. Hogan, Police Chief, dated October 27, 1976, recommending that the City Council approve and move on the application for disability retirement by Officer L. C. Eldridge, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Kaeser, that the request of the Police Chief, dated October 27, 1976, be referred to the City Attorney.
