19761221 Regular City Council Meeting - Minutes I MINUTES OF A REGUIAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD DECEMBER 21, 1976, AT TWO O'CLOCK P.M. IN THE LUNCH ROOM OF THE PUBLIC WORKS FACILITY OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON" CALIFORNIA I COUNCIL PRESENT: Gonzales, Malburg, McCormick, Ybarra COUNC IL ABSENT: Kaeser The meeting was called to order by Mayor Leonis C. Malburg. It was moved by McCormick, seconded by Ybarra, that minutes of the meeting of December 7, 1976, be approved as writ... ten and submitted. Motion carried. I Communication from A. E. Nelson, Jr., Director of Public Works, dated December 13, 1976, requesting authority for the advancement of certain personnel as outlined in said communication, was presented. (Copy to each member of the City Council) It was moved by Gonzales, seconded by McCormick, that the request of the Director of Public Works, dated December 13, 1976, be approved. Motion carried. Communication from Marvin King and Carlton Lemons, dated December 13, 1976, requesting that a block wall be constructed on the properties located at 4329-30 Furlong Place, Vernon, California, to replace the chain link fence now in existence, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by McCormick, that the request of Marvin King and Carlton Lemons, dated December 13, 1976, be referred to the Director of Public Works for preparation of a cost est~ate for construction of a block wall as indicated. Motion carried. I I Communication from A. E. Nelson, Jr., Director of Public Works, dated December 9, 1976, transmitting two fully executed Easements from Sheffield Furniture Corporation, one for a portion of Ross Street and the other for storm drain purposes; and recom- mending that the Easements be accepted and the grantor advised of the official recordation, was presented. It was moved by McCormick, seconded by Ybarra, that the two fully executed Easements be accepted from Sheffield Furniture Corporation; and that the Mayor and the City Clerk be authorized to execute Certificates of Acceptance. Sweeney to attend the Western Regional Training Institute in Sacramento, California, from January 2 to 7, 1977, with an expense allowance of $227.40, was presented. (Copy to each member of the City Council) I It was moved by McCormick, seconded by Gonzales, that the request of the Police Chief, dated December 3, 1976, be approved and authority granted to issue warrant in the amount of $227.40 to F. E. Sweeney. Motion carried. Resolution No. 76-1596 from the City Council of Temple City Urging Cooperative and Positive Action with Regard to Pro... gressive Reorganization of Los Angeles County which was approved and adopted by the Temple City City Council November 16, 1976, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Ybarra, that Resolution No. 76-1596 of the City Council of Temple City be re- ceived and filed. Motion carried. I Communications from F. H. Colvin, Fire Chief, dated December 7, 1976, requesting authority for James E. Mu1down and R. A. Wiles to attend the California Conference of Arson Investi- gators Work Shop in Fresno, California, from January 19 to 22, 1977, with an expense allowance of $198.00 each, was presented. It was moved by McCormick, seconded by Ybarra, that the requests of the Fire Chief, dated December 7, 1976, be approved and authority granted to issue warrants in the amount of $198.00 each to James E. Mu1down and R. A. Wiles. Motion carried. Communication from F. H. Colvin, Fire Chief, dated December 8, 1976, requesting authority for Dale Kruse to attend the Fire Service Mechanics Academy at Santa Ana, California, from January 31 to February 4, 1977, with an expense allowance of $90.00, was presented. I I It was moved by Gonzales, seconded by McCormick, that the request of the Fire Chief, dated December 8, 1976, be approv- ed and authority granted to issue warrant in the amount of $90.00 to Dale Kruse. Motion carried. Communication from S. E. Hogan, Police Chief, dated December 14, 1976, requesting that Officer Kendall D. Stahly be advanced to Patrolman, Grade III, effective January 1, 1977, was presented. It was moved by McCormick, seconded by Ybarra, that the request of the Police Chief, dated December 14, 1976, be approved. Motion carried. Summons in connection with Case Number C 151 031, filed in the Superior Court of the State of California for the County of Los Angeles (Central District) by The Meat Export Development Co. (N.Z.), Ltd., against the County of Los Angeles; City of Vernon; City of Santa Fe Springs; and Does 1 through 30, inclusive, for recovery of ad valorem property taxes, was presented. :194 -3- 12-21...76 I It was moved by Gonzales, seconded by Ybarra, that Summons in connection with Case Number C 151 031 filed in Superior Court of the State of California for the County of Los Angeles (Central District) be referred to the City Attorney for necessary action. I Summons in connection with Case Number C 151 026, filed in the Superior Court of the State of California for the County of Los Angeles (Central District) by Aquamar Brokerage Co.; Crescent Food Company; K & C Food Sales; Standard Sales; Joseph F. Grisay Company; and Lorie Imports, Inc. against County of Los Angeles; City of Vernon; and City of Paramount; for recovery of ad valorem property taxes, was presented. It was moved by Gonzales, seconded by Ybarra, that Summons in connection with Case Number C 151 026 filed in the Superior Court of the State of California for the County of Los Angeles (Central District) be referred to the City Attorney for necessary action. Motion carried. Communication from the Finance Committee, dated December 13, 1976, transmitting copy of the minutes of the meeting of the Finance Committee held December 13, 1976; and requesting that the City Council approve the recommendations of the Finance Committee as outlined in the minutes of the meeting held December 13, 1976, was presented. (Copy to each member of the City Council) I It was moved by McCormick, seconded by Ybarra, that the recommendations of the Finance Committee be approved as outlined in the minutes of the Finance Committee meeting held December 13, 1976. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated December 14, 1976, advising that Case No. 74-LA 389- 636 regarding Genaro Acosta's Case pending before the Workers' Compensation Appeals Board, was settled November 22, 1976; and recommending that Mr. Acosta be allowed to continue work, but that he be reclassified to Uti1ityman IV, Step 1, effective January 1, 1977, was presented. California. from January 5 to 8. 1977. with an ex- pense allowance of $128.00. was presented. It was moved by Gonzales. seconded by Ybarra. that the request of the Fire Chief. dated December 16. 1976. be approved and authority granted to issue warrant in the amount of $128.00 to N. J. It was moved by Ybarra. seconded by McCormick. that Activity Log of the Police Department be received and filed. Motion carried. It was moved by Gonzales, seconded by McCormick, that Resolution No. 4453 be approved and adopted. Motion carried. Ayes: Gonzales, Malburg, McCormick, Ybarra Noe s : None Absent: Kaeser The City Attorney announced that the City's Municipal Employees Relations Representative and the Vernon Police Officers' Benefit Association (Group 2) had reached an agreement to amend the existing Memorandum of Understanding to allow limited changes of watch for a period of not to exceed one year. I It was moved by Ybarra, seconded by Gonzales, that the Amendment to the Memorandum of Understanding be approved subject to receiving the Vernon Police Officers' Benefit Association.' s signature on the formal document prepared by the Municipal Employ- ees Relations Representative.
