19770104 Regular City Council Meeting - Minutes I I MINUTES OF A REGUlAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD JANUARY 4, 1977, AT TWO O'CLOCK P.M. IN THE LUNCH ROOM OF THE PUBLIC WORKS FACILITY OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA COUNCIL PRESENT: Gonzales, Kaeser, Malburg, McCormick, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor Leonis C. Malburg. It was moved by Ybarra, seconded by Kaeser, that minutes of the meeting of December 21, 1976, be approved as written and submitted. Motion carried. I Communication from A. E. Chrisman, Police Captain, dated December 20, 1976, requesting authority for Robert L. Anderson to attend the Fifth Annual California Robbery Investigator's Seminar at Long Beach, California, from February 2 - 4, 1977, with an ex- pense allowance of $138.80, was presented. It was moved by Kaeser, seconded by McCormick, that the request of the Police Captain, dated December 20, 1976, be approved and authority granted to issue warrant in the amount of $138.80 to Robert L. Anderson. Motion carried. Communication from A. E. Chrisman, Acting Chief of Police, dated December 22; 1976, requesting authority to appoint Cadet Refugio Santos to the position of Police Officer, Grade 4, to be effective as of January 1, 1977, was presented. It was moved by McCormick, seconded by Kaeser, that the request of the Acting Chief of Police, dated December 22, 1976, be approved. Motion carried. I Communication from A. E. Nelson, Jr., Director of Public Works, dated December 27, 1976, regarding additional architectural signs and letters for the directories at the elevators; and recom- mending that the Purchasing Agent be authorized to issue a purchase order to Architectural Signing, Inc., for these signs and letters, was presented. (Copy to each member of the City Council) I It was moved by McCormick, seconded by Ybarra, that the recommendation of the Director of Public Works, dated December 27, 1976, be approved. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated December 21, 1976, transmitting Contract No. 409, Pavement Striping for 1977; and recommending that the Contract be approved and authority be granted to advertise for bids, was presented. 198 -2- 1-4-77 I I Resolution No. 4452 - A Resolution of the City Council of the City of Vernon Approving the Specifications for Contract No. 409 and Authorizing Notice Inviting Sealed Proposals or Bids for Pavement Striping for 1977, in Accordance with Contract No. 409 of the City of Vernon, was presented. It was moved by McCormick, seconded by Gonzales, that Resolution No. 4452 be approved and adopted. Motion carried. Nelson, Jr., Director of Public Works, dated December 22, 1976, transmitting Contract No. 368, Ross Street Construction South of 38th Street; and recommending that authority be granted to advertise for bids, was presented. Resolution No. 4450 - A Resolution of the City Council of the City of Vernon Approving the Specifications for Contract No. 368 and Authorizing Notice Inviting Sealed Proposals or Bids for Ross Street Construction, South of 38th Street, in Accordance with Contract No. 368, was presented. I It was moved by Kaeser, seconded by Ybarra, that Resolution No. 4450 be approved and adopted. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: None Resolution No. 76-149 from the City of Palm Desert, opposing the redistribution of sales tax revenues on the basis of population, which was passed, approved and adopted by the Palm Desert City Council December 23, 1976, was presented. (Copy to each member of the City Council) It was moved by Gonzales, seconded by Ybarra, that Resolution No. 76-149 from the City of Palm Desert be received and filed. Motion carried. Nelson, Jr., Director of Public Works, dated December 29, 1976, transmitting a proposed Agreement to update all advance Railroad warning signs in Vernon; and recom- mending that the Agreement be approved and the Mayor and the City Clerk be authorized to execute said Agreement, was presented. (Copy to each member of the City Council) I, 199 , ~ -3- 1-4-77 It was moved by Kaeser, seconded by McCormick, that the recommendation of the Director of Public Works, dated December 29, 1976, be approved; and that the Mayor and the City Clerk be author-' ized to execute the Agreement to update all advance Railroad warn- ing signs in Vernon. Motion carried. I I Activity Log of the Police Department for the period December 16 - 31, 1976, inclusive, was presented. It was moved by McCormick, seconded by Ybarra, that Activity Log of the Police Department be received and filed. Motion carried. "Warrant Register No. 468" covering claims and demands presented during the period December l6 - 31, which includes Demands Nos. 7-1 to 7-40 (both inclusive) drawn on the United California Bank, totaling $23,894.69 (Light and Power Warrants $2,470.16) (Accounting Period January 1977), was examined and audited. It was moved by Kaeser, seconded by Ybarra, that '~arrant Register No. 468" be approved and payment be authorized for Demands Nos. 7-1 to 7-40 (both inclusive), with no exceptions. Motion carried. Lemiuex and David Brearley be appointed as Deputy City Attorneys in accordance with the provisions of Section 6 of the City Attorney Employment Agree- ment, effective January 1, 1977. Motion carried. Communication from Harry J. Keaton, Municipal Employee Relations Representative of the City of Vernon, dated January 4, 1977, transmitting Amendments to the Memoranda of Understanding between the MUnicipal Employee Relations Representative of the City of Vernon and the Vernon Fire Fighters Local 2312 for Groups 1 and 4 which were executed by him and by Vernon Fire Fighters Local 2312 on December 21 and 22, 1976, respectively; and recom- mending adoption of these amendments, was presented. I It was moved by Gonzales, seconded by Ybarra, that the Amendments to the Memoranda of Understanding between the Municipal Employee Relations Representative of the City of Vernon and the Vernon Fire Fighters Local 2312 for Groups 1 and 4, be approved and adopted.
