19770118 Regular City Council Meeting - Minutes 201_ I I MINUTES OF A REGUlAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JANUARY 18, 1977, AT TWO O'CLOCK P.M. IN THE LUNCH ROOM OF THE PUBLIC WORKS FACILITY OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA COUNCIL PRESENT: Gonzales, Kaeser, Malburg, McCormick, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor Leonis C. Malburg. It was moved by Kaeser, seconded by Ybarra, that the minutes of the meeting of January 4, 1977, be amended to read "that the Amendment to the Memorandum of Understanding between the Municipal Employee Relations Representative of the City of Vernon and the Vernon Fire Fighters Local 2312 for Group 1 be approved and adopted; and that the Amendment to the Memorandum of Understanding between the Municipal Employee Relations Repre- sentative of the City of Vernon and the Vernon Fire Fighters Local 2312 for Group 4 be deferred until the proposed Amendment can be corrected". Motion carried. I It was moved by McCormick, seconded by Kaeser, that minutes of the meeting of January 4, 1977, be approved as amend- ed. Motion carried. The Clerk announced that this was the time and place for opening of bids for Pavement Striping for 1977, in the City of Vernon, California, in accordance with Contract No. 409. It was moved by Ybarra, seconded by Kaeser, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: Safety Striping Service, Inc. Cons1ey & Montigny Co., Inc. Traffic Engineering, Inc. $12,314.15 14,558.67 12,296.40 I It was moved by McCormick, seconded by Gonzales, that the bids received for Pavement Striping for 1977, in the City of Vernon, California, in accordance with Contract No. 409, be re- ferred to the Director of Public Works and the City Attorney for checking and report. Motion carried. I The Clerk announced that this was the time and place for opening of bids received for the Ross Street Construction South of 38th Street, in accordance with Contract No. 368. It was moved by McCormick, seconded by Ybarra, that the Clerk be instructed to open and read the bids submitted. Motion carried. C. E. Nemethi, M.D., Health Officer, presented a let- ter from Polly Close, R.N., dated January 18, 1977, terminating her employment with the City of Vernon, effective January 28, 1977. It was moved by Kaeser, seconded by Gonzales, that the resignation of Polly Close, R.N., be accepted. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated January 4, 1977, regarding a request for variance to Uniform Building Code - General Mills, Inc., 4309 Fruitland Avenue, Vernon, California, was presented. (Copy to each member of the City Council) I It was moved by Kaeser, seconded by McCormick, that General Mills, Inc. be granted a variance to the Uniform Building Code for the building located at 4309 Fruitland Avenue, subject to the conditions as outlined in communication, dated December 29, 1976, from Glenn C. Gordon, Consulting Engineer for General Mills, Inc.; and subject to the conditions as necessary in obtaining a building permit. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated January 5, 1977, requesti~g authority for Francis W. Sumner to attend the Annual Business Meeting (Legislative) of California Building Officials, at Oakland, California, from Febru- ary 24 - 26, 1977, with an expense allowance of $265.00, was presented. I It was moved by Ybarra, seconded by McCormick, that the request of the Director of Public Works, dated January 5, 1977, be approved and authority granted to issue warrant in the amount of $265.00 to Francis W. Sumner. Motion carried. I Communication from F. A. Ziemer, City Clerk-Director of Finance, dated January 5, 1977, requesting that Sheila McKenna be reimbursed the sum of $17.42 from the Education and Training Budget appropriation for an accounting course at Cerritos College, was presented. It was moved by Kaeser, seconded by Gonzales, that the request of the City Clerk-Director of Finance, dated January 5, 1977, be approved and authority granted to issue warrant in the amount of $17.42 to Sheila McKenna. Nelson, Jr., Director of Pub1k Works, dated January 6, 1977, transmitting pre1tminary engineer- ing report for Bandini Boulevard Overcrossing at Downey Road for consideration; and recommending that the Director of Public Works be authorized to investigate possible ways to obtain financial assistance for accomplishing the construction of this project, was presented. (Copy to each member of the City Council) I It was moved by McCormick, seconded by Kaeser, that the recommendation of the Director of Public Works, dated January 6, 1977, be approved. Motion carried. Communication from the Finance Committee, dated January 10, 1977, recommending that the title of the Director of Public Works be changed to Director of Public Works/Building, was presented. It was moved by Kaeser, seconded by McCormick, that the recommendation of the Finance Committee, dated January 10, 1977, be approved. Motion carried. I Communication from F. A. Ziemer, City Clerk-Director of Finance, dated January 11, 1977, requesting authority for Bruce V. Ma1kenhorst to attend the Annual California State Municipal Finance Officers Association & Municipal Finance Officers Associa- tion Workshop at Monterey, California, from February 2 - 5, 1977, with an expense allowance of $400.50, was presented. It was moved by Kaeser, seconded by Ybarra, that the request of the City Clerk-Director of Finance, dated January 11, 1977, be approved and authority granted to issue warrant in the amount of $400.50 to Bruce V. Ma1kenhorst. Motion carried. Communication from X. J. Padilla, Assistant Director of Civil Defense, dated January 12, 1977, requesting authority to attend the Third Annual Emergency Preparedness Seminar at Montebe11o, California, on February 9, 1977, with an expense allowance of $20.00, was presented. I It was moved by Gonzales, seconded by Ybarra, that the request of the Assistant Director of Civil Defense, dated January 12, 1977, be approved and authority granted to issue warrant in the amount of $20.00 to X. J. Padilla. Motion carried. I Communication from S. E. Hogan, Police Chief, dated January 12, 1977, requesting that certain personnel be reimbursed the sums as indicated from the City's Education and Training Budget appropriation for Police Science courses in which they are enrolled, was presented. (Copy to each member of the City Council) It was moved by Kaeser, seconded by McCormick, that the request of the Police Chief, dated January 12, 1977, be approved and authority granted to issue warrants in the amounts as indicat- ed. Nelson, Jr., Director of Public Works, dated January 13, 1977, transmitting a proposed Encroach- ment License Agreement with Alex X1nt Foods, Inc., for the con- struction and maintenance of an 8" line and metering manhole in 50th Street; and recommending that the Encroachment License be granted and the Mayor and the City Clerk be authorized to sign the Agreement, was presented. I It was moved by McCormick, seconded by Ybarra, that communication from the Director of Public Works, dated January 13, 1977, be laid over until the next regular meeting of the City Council. Motion carried. Report of Health Department Activities for the month of December, 1976, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Ybarra, that Report of Health Department Activities be received and filed. Motion carried. Activity Log of the Police Department for the period January 1 - 15, 1977, inclusive, was presented. I It was moved by McCormick, seconded by Gonzales, that Activity Log of the Police Department be received and filed. Motion carried. "Warrant Register No. 469" covering claims and demands presented during the period January 1 to 15, which includes Demands Nos. 7-41 to 7-218 (both inclusive) drawn on the United California Bank, totaling $3,299,322.91 (Light and Power Warrants $3,181,812.71) (Accounting Period January 1977, was examined and audited. It was moved by Ybarra, seconded by McCormick, that ''Warrant Register No. 469" be approved and payment be authorized for Demands Nos. 7-41 to 7-218 (both inclusive), with no excep- tions. Motion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noe s : None Absent: None I "Payroll Warrant Register No. 235" covering claims and demands presented during the period December 1 to 31, which in- cludes Demands Nos. 2451 to 2461 (both inclusive) drawn on the Crocker National Bank, totaling $527,560.01 (Accounting Period December 1976), was examined and audited. I It was moved by Ybarra, seconded by McCormick, that "Payroll Warrant Register No. 235" be approved and payment author- ized for Demands Nos. 2451 to 2461 (both inclusive) with no exceptions. Motion carried. I I It was moved by Gonzales, seconded by Ybarra, that Resolution No. 4454 be approved and adopted. Motion carried.
