The meeting was called to order by Mayor Leonis C.
Malburg.
It was moved by McCormick, seconded by Kaeser, that
minutes of the meeting of January 18, 1977, be approved as writ-
ten and submitted. Motion carried.

Communication from A. E. Nelson, Jr., Director of Public
Works/Building, dated January 13, 1977, transmitting a proposed
Encroachment License Agreement with Alex Xlnt Foods, Inc., for the
construction and maintenance of an 8" line and metering manhole in
50th Street; and recommending that the Encroachment License be
granted and the Mayor and the City Clerk be authorized to sign the
Agreement, was presented. (Laid over at meeting of 1-18-77)
It was moved by Ybarra, seconded by Kaeser, that the
recommendation of the Director of Public Works/Building, dated
January 13, 1977, be approved; and that the Mayor and the City
Clerk be authorized to execute Encroachment License Agreement
between the City of Vernon and Alex Xlnt Foods, Inc., subject to
execution by Alex Xlnt Foods, Inc., and subject to approval by
the City Attorney of the necessary Certificates of Insurance.
Motion carried.
Communication from the Los Angeles City Unified School
District, dated January 14, 1977, with reference to its Workstudy
Program, requesting to make a presentation to the various heads
of City Departments, was presented. (Copy to each member of the
City Council)

It was moved by McCormick, seconded by Gonzales, that
the individual Department Heads make an appointment at their
convenience with Mr. Marcus C. Stephens if they desire a presen-
tation of the Workstudy Program. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works/Building, dated January 19, 1977, requesting authority to
attend the 45th Annual Conference-California Municipal Utilities
Association at Long Beach on February 17th and 18th, 1977, with an
expense allowance of $46.00, was presented.

It was moved by Kaeser, seconded by McCormick, that
the request of the Director of Public Works/Building, dated
January 19, 1977, be approved and authority granted to issue
warrant in the amount of $46.00 to A. E. Nelson, Jr. Motion
carried.

Communication from A. E. Nelson, Jr., Director of
Public Works/Building, dated January 19, 1977, advising that it
would cost approximately $2,400.00 using City forces to construct
a block wall on the properties located at 4329-30 Furlong Place,
was presented. (Copy to each member of the City Council)

It was moved by McCormick, seconded by Ybarra, that
authority be granted to construct a block wall on the properties
located at 4329-30 Furlong Place using City forces at an approx-
imate cost of $2,400.00. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works/Building, dated January 20, 1977, with reference to bids
received for Pavement Striping for 1977, in accordance with Con-
tract No. 409, recommending that the contract be awarded to
Traffic Engineering, Inc., on the basis of their bid of $12,296.40,
was presented.

Resolution No. 4458 - A Resolution of the City Council
of the City of Vernon accepting the Bid of Traffic Engineering,
Inc. for Pavement Striping for 1977 in accordance with Contract
No. 409 of the City of Vernon, was presented.

Resolution No. 4458 be approved and adopted. Motion carried.

It was moved by Kaeser, seconded by Ybarra, that Claim
for Injury to Person, dated January 21, 1977, filed by the Law
Offices of Brogdon, Gorman & Miller on behalf of their client,
Andrew Blanchard, be rejected. Motion carried.
Communication from Harry J. Keaton, Municipal Employee
Relations Representative for the City of Vernon, dated January
21, 1977, transmitting a fully executed Amendment to Memorandum
of Understanding with the Vernon Police Officers' Benefit Associ-
ation, dated June 14, 1976, effective January 1, 1977; and recom-
mending that the City Council approve said Amendment, was
presented. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by Gonzales, that the
Amendment to Memorandum of Understanding with the Vernon Police
Officers' Benefit Association, dated June 14, 1976, be approved;
said Amendment to be effective January 1, 1977. Motion carried.

It was moved by McCormick, seconded by Gonzales, that
the request of the Fire Chief, dated January 24, 1977, be approv-
ed and authority granted to issue warrants in the amounts as
indicated. Motion carried.
Claim for Damages, dated January 24, 1977, filed by
Nestor Jose Baluja/West American Insurance Company against the
City of Vernon, was presented.
It was moved by McCormick, seconded by Ybarra, that
Claim for Damages, dated January 24, 1977, filed by Nestor Jose
Baluja/West American Insurance Company, against the City of Vernon,
be rejected. Motion carried.

Summons on First Amended Complai~ in connection with Case
Number NEC 19259 filed in the Superior Court of California, County
of Los Angeles, by Sergio Luna vs. City of Vernon, a Municipal
Corporation; County Sanitation Districts of Los Angeles County, a
public entity; County Sanitation District Number 2 of Los Angeles
County, a public entity; Does I through XX, inclusive, for damages,
was presented.
It was moved by McCormick, seconded by Gonzales, that
Summons on First Amended Complaint in connection with Case Number
NEC 19259 filed in the Superior Court of California, County of Los
Angeles, by Sergio Luna vs. City of Vernon, et aI, be referred to
the City Attorney and the City's Insurance Carrier for necessary
action. Motion carried.

Communication from A. E. Nelson, Jr., Director of Public
Works/Building, dated January 24, 1977, with reference to problems
associated with Vernon Meatland, Inc., using a portion of Soto
Street for their cattle unloading operation, suggesting that
Vernon Meatland, Inc. should again be advised to proceed with the
relocation work; that all work to change the cattle unloading
facility be done in accordance with City Code and Ordinance; and
that the cooperation of Vernon Meatland, Inc. be solicited so
that the trucks waiting to unload do not wait on Soto Street, was
presented. (Copy to each member of the City Council)
It was moved by McCormick, seconded by Ybarra, that the
suggestion of the Director of Public Works/Building, dated January
24, 1977, be approved; and that the matter be referred to the City
Attorney, the Police Chief and the Director of Public Works/Build-
ing to proceed expeditiously in solving these problems associated
with Vernon Meatland, Inc. Motion carried.

Communication from Harry J. Keaton, Municipal Employee
Relations Representative for the City of Vernon, dated January
24, 1977, transmitting a signed confirmation from the Vernon
Police Officers' Benefit Association that the continuation of
field evidence technician pay and shooting pay for Officer G. R.
Stevens will not serve as a precedent, was presented.

It was moved by McCormick, seconded by Ybarra, that
Officer G. R. Stevens' field evidence technician pay and shooting
pay be continued for the term of Officer Stevens' disability,
subject to the time l~itations for disability pay provided for by
law and provided that this settlement shall not serve as a prece-
dent in any future cases and shall not be used in evidence in any
proceeding. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works/Building, dated January 25, 1977, with reference to bids
received for Ross Street Construction South of 38th Street, in
accordance with Contract No. 368, recommending that the Contract
be awarded to Crowell & Larson on the basis of their bid of
$43,703.88, was presented.
Resolution No. 4459 - A Resolution of the City Council
of the City of Vernon accepting the bid of Crowell & Larson for
Ross Street Construction South of 38th Street, in accordance with
Contract No. 368 of the City of Vernon, was presented.

the City of Compton urging cooperative and positive action with
regard to progressive reorganization of Los Angeles County, was

It was moved by McCormick, seconded by Ybarra, that
Resolution No. 11,553 of the City Council of the City of Compton
be received and filed. Motion carried.

Communication from A. E. Nelson, Jr., Director of Public
Works/Building, dated January 26, 1977, reporting on a parking
study which was conducted on 38th Street between Santa Fe Avenue
and Ross Street, was presented. (Copy to each member of the City
Council)

Mr. Anthony Brodnick, President of Santa Fe Machine
Works, Inc., appeared before the City Council and commented on
the parking study which was conducted on 38th Street between
Santa Fe Avenue and Ross Street.
It was moved by McCormick, seconded by Kaeser, that the
Director of Public Works/Building be instructed to provide as
much public parking on 38th Street east of Santa Fe Avenue as can
be done without sacrificing public safety and safe access to
property; that the intersection of 38th Street and Santa Fe Avenue

be re-engineered to provide less confusion relative to the one-
way street; and that public parking on other streets be provided
if it can be done without sacrificing public safety and safe
access to property. Motion carried.

Communication from A. E. Nelson, Jr., Director of Public
Works/Building, dated January 26, 1977, requesting authority for
Victor H. Vaits to attend the Twelfth Public Works Officers'
Institute at Sacramento, from March 9 to 11, 1977, with an expense
allowance of $253.00, was presented.

It was moved by Kaeser, seconded by Ybarra, that the
request of the Director of Public Works/Building, dated January
26, 1977, be approved and authority granted to issue warrant in
the amount of $253.00 to Victor H. Vaits. Motion carried.
Communication from Booth and Simpson, dated January 26,
1977, submitting two proposals for Comprehensive General Liabil-
ity including vehicles to replace the City's existing policies
which expire February 5, 1977, was presented. (Copy to each mem-
ber of the City Council)
It was moved by Kaeser, seconded by McCormick, that
proposal No. 2 (R. J. Syfritt & Associates - Drake Insurance
Company) for furnishing Comprehensive General Liability including
vehicles to replace the City's existing policies which expire
February 5, 1977, be accepted. Motion carried.

Communication from F. H. Colvin, Fire Chief, dated
January 26, 1977, requesting permission to implement the follow-
ing Rules and Regulations as outlined in Section 1.202 of the
1971 Uniform Fire Code, was presented.

It was moved by McCormick, seconded by Gonzales, that
the request of the Fire Chief, dated January 26, 1977, be approv-
ed; and that he be authorized to add Fire Chief's Rules and
Regulations Nos. 3 and 4. Motion carried.

Ordinance No. 873 - An Ordinance of the City of Vernon
fixing rates to be charged for electrical energy distributed and
supplied by said City within its boundaries and repealing certain
ordinances of the City of Vernon relating thereto, was read by
title for a 1st reading.
It was moved by Ybarra, seconded by McCormick, that
Ordinance No. 873 receive and pass a first reading. Motion
carried.

Resolution No. 4455 - A Resolution of the City Council
of the City of Vernon changing the fuel cost adjustment billing
factor charged for electrical energy distributed and supplied to
its electrical consumers, was presented.

It was moved by Gonzales, seconded by Ybarra, that
Resolution No. 4455 be laid over. Motion carried.
Activity Log of the Police Department for the period
January 16 - 31, 1977, inclusive, was presented.

It was moved by McCormick, seconded by Ybarra, that
Activity Log of the Police Department be received and filed.
Motion carried.
"Warrant Register No. 470" covering claims and demands
presented during the period January 16 to 31, which includes De-
mands Nos. 7-219 to 7-289 (both inclusive) drawn on the United
California Bank, totaling $111,723.87 (Light and Power Warrants
$35,481.24) (Accounting Period February 1977), was examined and
audited.

"Warrant Register No. 470" be approved and payment be authorized
for Demands Nos. 7-219 to 7-289 (both inclusive), with no excep-
tions. Motion carried.

of the City of Vernon authorizing the canca11ation of taxes under

Resolution No. 4456 be approved and adopted. Motion carried.

Communication from F. H. Colvin, Fire Chief, dated
January 27, 1977, transmitting Specifications No. 410 for 1500
GPM Fire Apparatus, Cab Forward Pumper, Diesel Engine, 500 Gallon
Tank; and recommending that these specifications be approved and
authority be granted to advertise for bids, was presented.
It was moved by McCormick, seconded by Ybarra, that the
City Attorney be instructed to draft a resolution approving
Specifications No. 410 and authorizing notice inviting sealed
proposals or bids for a 1500 GPM Fire Apparatus, Cab Forward
Pumper, Diesel Engine, 500 Gallon Tank, in accordance with Speci-
fications No. 410 of the City of Vernon. Motion carried.
Communication from Louis S. Hauger, Director of Environ-
mental Health, dated January 28, 1977, advising that Carl E.
Nemethi, M.D., City Health Officer, recommends that Mrs. Eve Wise,
R.N., be employed as City Health Nurse, Grade 5, on or about
February 14, 1977, subject to satisfactory completion of a physical
examination, was presented.

recommendation of the City Health Officer be approved. Motion
carried.

Resolution No. 4457 - A Resolution of the City Council
of the City of Vernon consenting to the detachment from the City
of Vernon and the annexation to the City of Los Angeles of terri-
tory designated as "Vernon Adjustment 1-75", was presented.

Resolution No. 4457 be approved and adopted. Motion carried.
