MINUTES OF A REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
VERNON HELD JUNE 7, 1977, AT TWO
0' CLOCK P.M. IN THE LUNCH ROOM
OF THE PUBLIC WORKS FACILITY
LOCATED AT 4305 SANTA FE AVENUE,
VERNON. CALIFORNIA

It was moved by McCormick, seconded by Gonzales, that
minutes of the meeting of May 17, 1977, be approved as amended
to delete that portion regarding approval of the Finance Commit-
tee recommendations submitted by way of a copy of the minutes of
the Finance Committee !meeting held May 9, 1977, specifically item
(1), Page 3 of said Finance Committee minutes, to wit: "That the
personnel of the Fire Department be prohibited from driving any
City vehicles home. effective July 1, 1977". Motion carried.

Communication from M. T. Mello, Assistant Fire Chief,
dated May 23, 1977, requesting that Frank Hlifka be reimbursed
from the City's Education and Training Budget appropriation in
the sum of $15.00 for Civil Defense and Radiological Monitoring
courses in which he was enrolled, was presented.
It was moved by McCormick, seconded by Ybarra, that the
request of the Assistant Fire Chief, dated May 23, 1977, be
approved and that authority be granted to issue warrant in the sum
of $15.00 to Frank Hlifka. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works/Building, dated May 25, 1977, transmitting a fully executed
Easement for a portion of Bandini Boulevaftafl'aa D~12~gd~8~th~fnc.
the Easement be accepted and the grantor/fie aavtsed of-tne offi~~aL
recordation, was presented.
It ~s moved by Ybarra, seconded by McCormick, that the
recommendations of the Director of Public Works/Building, dated
May 25, 1977, be approved. Motion carried.

Communication from A. E. Nelson, Jr., Director of Public
Works/BUilding, dated May 27, 1977, transmitting a proposed Ordi-
nance granting a lranchise to Los Angeles and Salt Lake Railroad
Company and its Lessee, Union Pacific Railroad Company, for a cross-
ing in Downey Road; recommending that' the Franchise be granted and
that the Mayor and the City Clerk be 8lthorized to execute the
document, was presented.

Ordinance No. 881 - An Ordinance of the City of Vernon
Granting a Franchise to Los Angeles & Salt Lake Railroad Company
and its Lessee, Union Pacific Railroad Company, Utah Corporations
and their Successors and Assigns, to Maintain and Operate a Spur
Track Across and Upon Downey Road in the City of Vernon, Califor-
nia, and Repealing Ordinance No. 511, was read by title for a 1st
reading.

Ordinance No. 881 receive and pass a 1st reading. Motion carried.

Communication from F. H. Colvin, Fire Chief, dated
June 1, 1977, recommending that F. H. Colvin be advanced from
Fire Chie~ grade 2 to Fire Chief, grade 1, effective July 1, 1977,
at which time he will have completed one year in his present grade,
was presented.

It was moved Kaeser, seconded by Gonzales, that the
recommendation of the Fire Chief, dated June 1, 1977, be approved.
Motion carried.
Communication from S. E. Hogan, Police Chief, dated June
1, 1977, requesting that officer Konrad B. Raschke be advanced to
Patrolman, Grade 3, effective July 1, 1977, was presented.
It was moved by Kaeser, seconded by McCormick, that the
request of the Police Chief, dated June 1, 1977, be approved.
Motion carried.

Communication from S. E. Hogan, Police Chief, dated
June 1, 1977, requesting that S. E. Hogan be advanced from Chief,
Grade 2 to Chief, Grade 1, effective July 1, 1977, at which time
he will have completed one year in his present grade, was presented.
It was moved by Ybarra, seconded by Kaeser, that the
request of the Police Chief, dated June 1, 1977, be approved.
Motion carried.
Communication from Edmund D. Edelman, Chairman of the
Los Angeles County Board of Supervisors, dated May 24, 1977, with
reference to the grade separation for Bandini Boulevard at Downey
Road, was presented. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by Gonzales, that
communicati6n from Edmund D. Edelman, Chairman of the Los Angeles
County Board of Supervisors, dated May 24, 1977, be received and
filed. Motion carried.

Communication from A. E. Nelson, Jr., Director of Public
Works/Building, dated June 1, 1977, recommending that the Job
Description and Qualifications ,for the position of Communications
OperaUor be approved in accordance with specifications therein con-
tained; that authority to distribute the sample flyer be granted;
and that authority be granted to purchase the Dispatcher Training
Kit, was presented. (Copy to each member of the City Council)
It was moved by McCormick, seconded by Kaeser, that
the recommendations of the Director of Public Works/Building,
dated June 1, 1977, be approved. Motion carried.
Communication from the Finance Committee, dated June
2, 1977, making certain enumerated recommendations in accordance
with the minutes of the Finance Committee meeting held June 2,
1977, and requesting the City Council to approve the recommenda-
tions as outlined in the communication from the Finance Committee,
dated June 2, 1977, was presented. (Copy to each member of the

It was moved by McCormick. seconded by Kaeser. that
the recommendations of the Finance Committee be approved as out-
lined in the communication from the Finance Committee. dated
June 2, 1977. Motion carried.

Communication from Rita M, Luich, Library Secretary,
dated June 7, 1977, advising that the term of Trustee McCormick,
serving on the City of Vernon Board of Library Trustees, will ex-
pire on June 30. 1977, and requesting that the City Council set
a new term, effective July 1,1977, was presented.

Mayor Malburg appointed William M. McCormick as a
Member of the Board of Library Trustees effective July 1, 1977,
for a three (3) year term.
It was moved by Ybarra, seconded by Gonzales. that the
appointment of William M. McCormick as a Member of the Board of
Library Trustees, effective July 1. 1977, for a three (3) year
term, be approved. Motion carried.
Activity Log of the Police Department for the period
May 16 - 31, 1977, inclusive, was presented.
It was moved by Ybarra, seconded by Gonzales, that the
Activity Log of the Police Department be received and filed.

"Warrant Register No. 478" covering claims and demands
presented during the period May 16 to 31, which includes Demands
Nos. 7-1246 to 7-1319 (both inclusive) drawn on the United Cali-
fornia Bank, totaling $3,478,644.21 (Light and Power Warrants
$3,391,642.66) (Accounting Period June 1977), was examined and
audited.
It was moved by Ybarra, seconded by McCormick, that
"Warrant Register No. 478" be approved and payment authorized for
Demands Nos. 7-1246 to 7-1319 (both inclusive), with no exceptions.

2, 1977, requesting authority to reclassify W. R. Wilson from
Autofireman Grade 1 to Hoseman Grade 1. to be effective July 1,

It was moved by McCormick, seconded by Kaeser, that the
request of the Fire Chief, dated June 2, 1977, be referred to the
Finance Committee for study and report. Motion carried.
Communication from Michael D. Farrier, President of the
Vernon Fire Fighters' Association, dated June 2, 1977, regarding
garaging of City-owned vehicles and requesting an opportunity
to address the Council at its regular meeting J~e 7, 1977, was
presented. (Copy to each member of the City Council)
Michael D. Farrier, President of the Vernon Fi~e Fighters'
Association, declined to appear.

It was moved by Ybarra, seconded by McCormick, that
the communication from Michael D. Farrier, President of the
Vernon Fire Fighters' Association, dated June 2, 1977, be receiv-
ed and filed. Motion carried.

Works/Building, dated June 3, 1977, recommending that a "lot line
adjustment" between Dresser Industries, Inc. and Airco, Inc. be
approved, was presented. (Copy to each member of the City Council)
Resolution No. 4482 - A Resolution of the City Council
of the City of Vernon Approving "Lot Line Adjustment" Requested
by Dresser Industries, Inc., was presented.

Resolution No. 4481 be approved and adopted. Motion carried.

Resolution No. 4480 be approved and adopted. Motion carried.

Ordinance No. 880 - An Ordinance of the City of Vernon
Providing for the Licensing, Impounding, and Regulating the Keep-
ing, Sale and Exhibition of Animals and Adopting by Reference the
Animal Control Ordinance of the County of Los Angeles, as Amend-
ed July 1, 1977, and Expressly Repealing Sections 3.3 through
3.19 of Chapter 3 of the Vernon City Code and Amending Sections
3.1 and 3.2 and Repealing All Ordinances and Parts of Ordinances
in Conflict Therewith, was read by title for a 1st reading.
It was moved by Gonzales, seconded by Ybarra, that
Ordinance No. 880 receive and pass a 1st reading. Motion carried.

Meyerhoff, dated June 2, 1977, stating a claim on behalf of

Claim filed by Fleishman & Meyerhoff on behalf of Cornell
Frederick against the City of Vernon, et a1 be referred to the
City Attorney and the City Clerk. Motion carried.
Communication from the Law Offices of Fleishman &
Meyerhoff, dated June 3, 1977, stating a claim on behalf of Cheryl
Thames against the City of Vernon, et a1, which was received in
the City Clerk's office on June 7, 1977, was presented.
It was moved by McCormick, seconded by Kaeser, that the
Claim filed by Fleishman & Meyerhoff on behalf of Cheryl Thames
against the City of Vernon, et a1, be referred to the City Attorney
and the City Clerk. Motion carried.
