The meeting was called to order by Mayor Leonis C.
It was moved by McCormick, seconded by Kaeser, that
minutes of the meeting of June 7, 1977, be approved as written
and submitted. MOtion carried.
It was moved by McCormick, seconded by Kaeser, that
in accordance with Government Code Section 36934, the reading
of Ordinance No. 881 in full be waived; and that Ordinance No.
881 receive a second and final reading by title. MOtion car-
ried. (Copy to each member of the City Council)

Ordinance No. 881 - An Ordinance of the City of Vernon
Granting a Franchise to L~ Angeles & Salt Lake Railroad Company
and Its Lessee, Union Pacific Railroad Company, Utah Corporations
and Their Successors and Assigns, to Maintain and Operat$ a Spur
Track Across and Upon Downey Road in the City of Vernon, Califor-
nia, and Repealing Ordinance No. 511, was read by title for a
second and final reading.
It was moved by McCormick, Seconded by Kaeser, that
Ordinance No. 881 receive and pass a second reading and be adopt-
ed. MOtion carried.

Ordinance No. 880 - An Ordinance of the City of Vernon
Providing for the Licensing, Impounding, and Regulating the Keep-
ing, Sale and Exhibition of Animals and Adopting by Reference the
Animal Control Ordinance of the County of Los Angeles, as Amended
July 1, 1977, and Expressly Repealing Sections 3.3 through 3.19
of Chapter 3 of the Vernon City Code and Amending Sections 3.1
and 3.2 and Repealing All Ordinances and Parts of Ordinances in
Conflict Therewith, was read by title for a second and final
reading.

Council of the City of Vernon Repealing Resolution No. 4482
and Approvlag "Lot Line Adjustment" Requested by Airco, Inc.,
was presented. (Copy to each member of the City Council)
It was moved by Gonzales, seconded by Ybarra, that
Resolution No. 4486 be deferred. Motion carried.

Resolution No. 4475 - A Resolution of the City
Council of the City of Vernon Authorizing the Use of Criminal
History Information in Certain Instances Relating to Employ-
ment and Licensing, was presented. (Copy to each member of
the City Council)
It was moved by Ybarra, seconded by Kaeser, that
Resolution No. 4475 be approved and adopted. Motion carried.

Resolution No. 4484 - A Resolution of the City
Council of the City of Vernon Authorizing Leonis C. Malburg,
Bruce V. Malkenhorst, J. A. Venezia and S. H. McKenna to Sign
Checks Withdrawing Funds Deposited by the City of Vernon in
any Bank Account, and to Enter any Safety Deposit Box Held in
the Name of the City of Vernon, was presented. (Copy to each
member of the City Council)
It was moved by McCormick, seconded by Kaeser, that
Resolution No.4484 be approved and adopted. Motion carried.

Communication from S. E. Hogan, Police Chief, dated
June 3, 1977, requesting that Sergeant B. E. Sweeney be placed
on Military Leave of Absence effective as of June 20, 1977
through July 1, 1977, to attend mandatory Active Duty Training
at Camp Roberts, California, was presented.
It was moved by McCormick, seconded by Kaeser, that
the request of the Police Chief, dated June 3, 1977, be approv-
ed. Motion carried.
Communication from the Law Offices of Kroll, Edelman,
Elser & Wilson, Attorneys for the Assured, Peace Officers
Association of Los Angeles County, regarding a claim filed by
Francisco Roa against the City of Vernon, et al., concerning
an incident which occurred on or about January 20, 1977, was
presented. (Copy to each member of the City Council)
It was moved by McCormick, seconded by Kaeser, that
communication from the Law Offices of Kroll, Edelman, Elser &
Wilson, dated June 6, 1977, be received and filed. Motion
carried.

Communication from the Law Offices of Mink and
Neiman, Inc., dated June 2, 1977, regarding application to file
a claim on behalf of Nestor Baluja and Israel Baluja pursuant
to Government Code Section 911.4 and Section 911.6 against the
City of Vernon, was presented. (Copy to each member of the
City Council)
It was moved by Gonzales, seconded by Ybarra, that
communication from the Law Offices of Mink and Neiman, Inc.,
dated June 2, 1977, be referred to the City Attorney. Motion
carried.

Communication from Claims Administration Systems,
Inc., dated May 23, 1977, transmitting a proposed Novation
of the prior Agreement regarding the responsibility for
administration of the City of Vernon's self-insured Workers'
Compensation program by Insurance Technology Company, was pre-
sented. (Copy to each member of the City Council)
It was moved by McCormick, seconded by Ybarra, that
the Novation received from Claims Administration Systems, Inc.,
be approved and that the Mayor and the City Clerk be authoriz-
ed to execute said Novation on behalf of the City of Vernon.
Motion carried.
Communication from A. E. Nelson, Jr., Director of
Public Works/Building, dated June 14, 1977, advising that the
work on Vernon Avenue Improvement under Contract No. 406 has
been completed; and recommending that the work be accepted and
-.uthority granted to pay the contractor, Vernon Paving Company
in accordance with the Agreement, was presented. (Copy to
each member of the City Council)
Ieso1ution No. 4485 - A Resolution of the City
Council of the City of Vernon Accepting the Work of Vernon
Paving Company for Vernon Avenue Improvement, Santa Fe Avenue
to Downey Road, in accordance with Contract No. 406 of the
City of Vernon, was presented.
It was moved by Ybarra, seconded by McCormick, that
Resolution No. 4485 be approved and adopted. Motion carried.

Communication from Silber, Benezra & Tas1itz, Attor-
neys for Vernon Fire Fighters Local 2312, dated June 9, 1977,
requesting that the City furnish them with certain information
with respect to occupational disability retirement, was present-
ed. (Copy to each member of the City Council)
It was moved by McCormick, seconded by Kaeser, that
communication from Silber, Benezra & Tas1itz, Attorneys for
Vernon Fire Fighters Local 2312, dated June 9, 1977, be refer-
red to the Finance Committee. Motion carried.
Communication from A. E. Chrisman, Police Patrol
Commander, dated June 15, 1977, recommending that permission
be granted for Officers G. M. Alverez and A. Hoover to attend
a Field Evidence Technician course at California State Univer-
sity, Long Beach, from July 12 through July 29, 1977, with an
~ense allowance of $580.00 tuition for both officers and
$224.00 to cover food and travel for each officer, was present-
ed. (This is a P.O.S. T reimbursable item upon completion)
It was moved by Kaeser, seconded by Gonzales, that
the recommendation of the Pelice Patrol Commander, dated June
15, 1977, be approved and authority grantied to issue warrants
in the amount of $580.00, payable to California State Univer-
sity, Long Beach, and in the amounts of $224.00 each to G. M.
Alverez and A. Hoover. Motion carried.
Communication from F. H. Colvin, Fire Chief, dated
June 14, 1977, advising that Fire Department Secretary, Sheri
L. Harris is resigning her position effective July 16, 1977,
and recommending that her resignation be accepted, was
presented.

It was moved by Ybarra, seconded by McCormick, that
the recommendation that the resignation of Sheri L. Harris,
be accepted, received from the Fire Chief, June 14, 1977, be
approved. Motion carried.

Communication from Bruce V. Ma1kenhorst, Deputy City
Clerk-Deputy Director of Finance, dated June 14, 1977, recom-
mending that Brooks Carden, Purchasing Agent for the City of
Vernon, be reclassified as Senior Purchasing Agent, Grade 1,
effective July 1, 1977, was presented.
It was moved by McCormick, seconded by Kaeser, that
the recommendation of the Deputy City Clem -Deputy Director of
- Finance, dated June 14, 1977, be approved. Motion carried.
Communication from Bruce V. Ma1kenhorst, Deputy City
Clerk-Deputy Director of Finance, dated June 16, 1977, recom-
mending that Dorothy Cox, Purchasing Clerk, be removed from
the City of Vernon payroll effective as of June 30, 1977, as
she has filed for non-occupational retirement, effective July
1, 1977, was presented.
It was moved by Ybarra, seconded by McCormick, that
the recommendation from the Deputy City Clerk-Deputy Director
of Finance, dated June 16, 1977, be approved. Motion carried.
Communication from A. E. Nelson, Jr., Director of
Public Works/Building, dated June 16, 1977, recommending that
certain personnel be advanced and reclassified as indicated
in said communication, was presented. (Copy to each member of
the City Council)
It was moved by Kaeser, seconded by McCormick, that
the recommendation of the Director of Public Works/Building,
dated June 16,1977, be approved. Motion carried.
Activity Log of the Police Department for the period
June 1 - 15, 1977, inclusive, was presented.
It was moved by Ybarra, seconded by McCormick, that
Activity Log of the Police Department be received and filed.
Motion carried.
Report of Health Department Activities for the month
of May, 1977, was presented. (Copy to each member of the City
Council)

Communication from the Finance Committee, dated June
17, 1977, transmitting copies of Finance Committee minutes of
the meetings of JUne 13, 1977, and June 16, 1977; and request-
ing that the City Council approve the recommendations as out-
lined in the minutes of the meetings of June 13 and 16, 1977,
was presented. (Copy to each member of the City Council)
It was moved by McCormick, seconded by Kaeser, that
the recommendations of the Finance Committee as outlined in
the minutes of the Finance Committee meetings held June 13 and
June 16, 1977, be approved. Motion carried.
First Amended Summons and Complaint filed by Cayer &
Johnson, Inc., attorneys for Reed A. Parry against City of
Vernon Police Officers, in the Superior Court of the County of
Los Angeles, State of California, Case No. SEC 19735, was
presented.
It was moved by Gonzales, seconded by Ybarra, that
First Amended Summons and Complaint filed by Cayer & Johnson,
Inc., attorneys for Reed A. Parry, be received and filed.

"Warrant Register No. 479" covering claims and
demands presented during the period June 1 to 15, which in-
cludes Demands Nos. 7-1320 to 7-1474 (both inclusive) drawn
on the United California Bank, totaling $202,510.35 (Light
and Power Warrants $108,164.17) (Accounting Period Jwe 1977)
was examined and audited.
It was moved by Ybarra, seconded by McCormick, that
"Warrant Register No. 479" be approved and payment authorized
for Demands Nos. 7-1320 to 7-1474 (both inclusive), with no
exceptions. MOtion carried.

"Payroll Warrant Register No. 240':' covering claims
and demands presented during the period May 1 to 31, which in-
cludes Demands Nos. 2504 to 2513 (both inclusive) drawn on
the Crocker National Bank, totaling $51',664.73 (Accounting
Period May 1977), was examined and audited.
It was moved by Ybarra, seconded by McCormick, that
"Payroll Warrant Register No. 240" be approved and payment
authorized for Demands Nos. 2504 to 2513 (both inclusive), with
no exceptions. MOtion carried.

Communication from Meathandlers, Ltd., dated June 21,
1977, requesting an extension on their permit to occupy the
premises at 3301 East 45th Street until such time as they are

the request of Meathandlers, Ltd., dated June 21, 1977, be re-
ferred to the Director of Public Works/Building, the City
Attorney and the Police Department for study and report. MOtion

Memorandum from the Purchasing Agent to the Director
of Finance, dated June 20, 1977, requesting authorization to
proceed as outlined in said Memorandum relative to annual pur-
chase order-agreements for certain supplies and services for
fiscal 1977-78, was presented.
It was moved by Gonzales, seconded by Ybarra, that
the request of the Purchasing Agent, dated June 20, 1977, for
authorization to proceed as outlined in said Memorandum rela-
tive to annual purchase order-agreements for certain supplies
and services for fiscal 1977-78, be approved. MOtion carried.
Communication from Bruce V. Malkenhorst, Deputy City
Clerk-Deputy Director of Finance, dated June 21, 1977, trans-
mitting Novation between David B. Brearley and Ralph B. Helm
and the City of Vernon regarding "City Attorney Employment
Agreement" and recommending that the Novation be approved and
the Mayor and the City Clerk be authorized to execute said
Novation on behalf of the City of Vernon, was presented. (Copy
to each member of the City Council)
It was moved by Ybarra, seconded by Kaeser, that
the recommendation of the Deputy City Clerk-Deputy Director
of Finance, dated June 21, 1977, be approved and that the
Mayor and the City Clerk be authorized to sign the Novation
between David B. Brearley, Ralph B. Helm and the City of
Vernon. MOtion carried.

Clerk-Deputy Director of Finance, dated June 20, 1977, recom-
mending that Linda K. Shaulis be employed as Purchasing Clerk,
Grade 5, effective June 24, 1977, pending satisfactory com-
pletion of a physical examination, was presented. .
It was moved by Kaeser, seconded by Gonzales, that
the recommendation of the Deputy City Clerk-Deputy Director
of Finance, dated June 20, 1977, that Linda K. Shaulis be em-
ployed as Purchasing Clerk, Grade 5, effective June 24, 1977,
pending satisfactory completion of a physical examination, be
approved. Motion carried.
Coomunication from Louis S. Hauger, Director of
Environmental Health, dated June 9, 1977, recommending that
authority be granted for John G. Anderson to attend a Train-
ing Course in Food Protection (U.S. Food & Drug Admin. Course)
from July 12 to July 15, 1977, inclusive, at Riverside, Cali-
fornia, with an expense allowance of $155.50, was presented.
It was moved by Gonzales, seconded by Ybarra, that
the recommendation of the Director of Environmental Health,
dated June 9, 1977, be approved and authority granted to issue
warrant in the amount of ~155.50 to John G. Anderson. Motion
carried.

the meeting be adjourned until Tuesday, June 28, 1977, at 2:00
