MINUTES OF AN ADJOURNED REGULAR
MEETING OF THE CITY COUNCIL OF
WE CITY OF VERNON HELD JUNE 28,
1977, AT TWO O'CLOCK P.M. IN THE
LUNCH ROOM OF THE PUBLIC WORKS
FACILITY LOCATED AT 4305 SANTA
FE AVENUE. VERNON. CALIFORNIA

The meeting was called to order by Mayor Leonis
C. Malburg.
It was moved by Ybarra, seconded by McCormick,
that minutes of the meeting of June 21, 1977, be approved
as written and submitted. Motion carried.
Resolution No. 4487 - A Resolution of the City
Council of the City of Vernon Fixing the Compensation for
Certain Employees of said City as of July 1, 1977, Author-
izing Certain. Expense Allowances, and Repealing All Reso-
lutions in Conflict Therewith, was presented.
It was moved by McCormick, seconded by Ybarra, that
Resolution No. 4487 be approved and adopted. Motion carried.

Absent: Gonzales, Kaeser
It was moved by MCCormick, seconded by Ybarra,
that the following items of business be tabled, to be consid-
ered at the next regular meeting of the City Council July 5,
1977. Motion carried.

Resolution No. 4488 - A Resolution of the City
Council of the City of Vernon Approving a Budget for the
Fiscal Year 1977-78.

Communication from A. E. Nelson, Jr., Director of
Public Works/Building, dated June 22, 1977, transmitting a
proposed Agreement between Central and West Basin Water Re-
plenishment District and the City of Vernon; and recommending
that the Mayor and the City Clerk be authorized to execute
said Agreement on behalf of the City of Vernon.
Communication from S. E. Hogan Police Chief, dated
June 22, 1977, transmitting a copy of a ~Lease of Personal
Property" on a 1977 Moto Guzzi motorcycle which Officer Byrt
Waller agrees to lease to the City of Vernon, effective June
21, 1977; and recommending that the existing lease agreement
between Officer Waller and the City of Vernon dated August 5,
1975, be terminated.
Communication from S. E. Hogan, Police Chief,
dated June 22, 1977, recommending that former Vernon Police
Officer, George Skalsky be reimbursed in the sum of $64.00
for the loss of an item of police equipment for which he was
charged and subsequently recovered and returned to the Police
Department.

Communication from Judy R. Ormesher, dated June
22, 1977, requesting to be considered as an applicart: to
lease one of the City-owned two-bedroom apartments located
on 50th Street.

Communication from F. H. Colvin, Fire Chief, dated
June 20, 1977, requesting that the following personnel be
reimbursed the amounts as indicated from the City's Education
and Training Budget appropriation:

Communication from M. T. Mello, Assistant Fire
Chief, dated June 21, 1977, submitting his resignation as
Assistant Fire Chief of the City of Vernon, effective Septem-
ber 30, 1977.
Communication from F. H. Colvin, Fire Chief, dated
June 23, 1977, recommending that Captain X. J. Padilla and
Autofireman John R. Kriste be granted military leaves-of-
absence With pay to report to active duty training in San
Francisco, California, from July 10, 1977, through July 15,
1977.

Communication from A. E. Nelson, Jr., Director of
Public Works/Building, dated June 24, 1977, transmitting a
Revised Agreement from the County of Los Angeles for the
Examination of Tract Maps and Parcel Maps; recommending that
the Mayor and the City Clerk be authorized to execute the
Agreement and that an Ordinance be adopted setting the check-
ing fees.

Communication from Vernon Police Officer, Larry
Ebelt, dated June 24, 1977, submitting his resignation from
the Vernon Police Department, effective at the close of the
business day June 25, 1977.
It was moved by McCormick, seconded by Ybarra, that
the City Council go into Executive Session. Motion carried.
Ayes: Malburg, McCormick, Ybarra
Noes: None
Absent: Gonzales, Kaeser
All persons, with the exception of the Deputy City
Clerk-Deputy Director of Finance, Bruce V. Malkenhorst, and
Deputy City Attorney, David B. Brearley, were excluded from
the Executive Session.
Mayor Malburg ordered that communications to and
from the Executive Session were deemed private.
The Executive Session ended at 2:25 o'clock p.m.
There being no further business to come before the
meeting, it was moved by McCormick, seconded by Ybarra, that
the meeting be adjourned. Motion carried.
