IN THE LUNCH ROOM OF THE PUBLIC WORKS FACILITY LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA COUNCIL PRESENT: Gonzales, Kaeser, Malburg, McCormick, Ybarra COUNCIL ABSENT: ~lburg. None (Gonzales excusaed at 30.20 P.~.) (Kaeser excuse at 3:3 p.m.) -The meeting was called to order by Mayor Leonis C. It was moved by McCormick, seconded by Kaeser, that minutes of the meeting of July 5, 1977, be approved as written and submitted. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works/Building, dated July 11, 1977, regarding "Lot Line Adjustment" requested by Airco, Inc.; recommending that a Resolution be adopted approving this "Lot Line Adjustment" and repealing Resolution No. 4482, was presented. Resolution No. 4490 - A Resolution of the City Council of the City of Vernon Approving Contract No. 411 and Authorizing Notice Inviting Sealed Proposals or Bids for Traffic Signal Maintenance 1977-80, in Accordance with Contract No. 411 of the City of Vernon, was presented. It was moved by McCormick, seconded by Gonzales, that Resolution No. 4490, be approved and adopted. Motion carried. Malkenhorst, City Clerk-Direc- tor of Finance, dated July 14, 1977, recommending that authority be granted to employ Mr. Frank S. Murillo as Purchasing Agent, Step 5, effective upon Council approval and satisfactory completion of a physical examination, was presented. It was moved by Kaeser, seconded by Gonzales, that the recommendation of the City Clerk-Director of Finance, dated July 14, 1977, be approved. (Copy to each member of the City Council) It was moved by Kaeser, seconded by Ybarra, that the recommendations of the City Clerk-Director of Finance, as out- lined in his communication dated July 14, 1977, be approved. Claim for Damages, dated July 11, 1977, received on July 12, 1977, filed on behalf of Pedro Chavez Barroso against the City of Vernon by his attorneys, Halpern & Halpern, was presented. It was moved by Ybarra, seconded by Gonzales, that Claim for Damages, dated July 11, 1977, filed on behalf of Pedro Chavez Barroso against the City of Vernon, be referred to the City Attorney for necessary action. MOtion carried. Communication from A. E. Nelson, Jr., Director of Pub- lic Works/Building, dated July 14, 1977, regarding communication from Meathandlers, Ltd., dated June 21, 1977, which was referred by the City Council at its meeting held June 21, 1977; recommend- ing that the requested extension on their permit for a trailer at 3301 East 45th Street, be denied, was presented. (Copy to each member of the City Council) It was moved by Kaeser, seconded by McCormick, that the recommendation of the Director of Public Works/Building, dated July 14, 1977, be approved. Farrier, President of Vernon Fire Fighters' Association, Local 2312, dated July 5, 1977, relative to the Superior Court proceedings concerning car washing privileges, was presented. Communication from Silber, Benezra & Tazlitz, Attorneys for Vernon Fire Fighters' Association, Local 2312, dated July 8, 1977, regarding Superior Court proceedings Ic 196116 - City Car Washing Ruie, was presented. (Copy to each member of the City Council) It was moved by McCormick, seconded by Kaeser, that com- munication from Silbe~Benezra & Tazlitz, Attorneys for Vernon Fire Fighters' Association, Local 2312, dated July 8, 1977, be received and filed. MOtion carried. Communication from Police Captain, A. E. Chrisman, dated July 12, 1977, recommending that authority be granted for Lt. L. S. Rosenkrantz and Sergeant J. E. Mason to attend Cal. As~ ~iation of Labor Relation Officers Training Seminar at San Diego, California, from July 29 to 30, 1977, with an expense allowance of $49.50 each, was presented. It was moved by McCormick, seconded by Gonzales, that the recommendation of the Police Captain, dated July 12, 1977, be approved and authority granted to issue warrants in the sum of $49.50 each to L. It was moved by Ybarra, seconded by McCormick, that Activity Log of the Police Department be received and filed. Motion carried. I Ordinance No. 77-153 of the City Council of the City of Maywood Amending the Maywood Municipal Code to Prohibit the Manufacture, Possession, Sale, Discharge or Display of Fireworks Except as to certain Authorized Organizations, adopted by the Maywood City Council July 12, 1977, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by McCormick, that Ordinance No. 77-153 of. the City Council of the City of Maywood, be received and filed and that the City Clerk be instructed to prepare a letter of acknowledgement in reply to the City of Maywood. Motion carried. Communication from the Finance Committee, dated July 11, 1977, transmitting a copy of the minutes of the meeting of the Finance Committee meeting held July 11, 1977; requesting that the City Council approve the recommendations as outlined in the minutes of the meeting of the Finance Committee held July ll~ 1977, was presented. (Copy to each member of the City Council) It was moved by Kaeser, seconded by McCormick, that the recommendations of the Finance Committee as outlined in the min- utes of the Finance Committee meeting held July 11, 1977, be approved. "Warrant Register No. 481" covering claims and demands presented during the period July 1 to 15, which includes Demands Nos. 7-1530 to 7-1687 (both inclusive) drawn on the United Cali- fornia Bank, totaling $129,434,09 (Light and Power Warrants i~a7~6a~E'd~Accounting Period June and July 1977), was examined It was moved by Ybarra, seconded by Gonzales that "Warrant Register No. 481" be approved and payment authorized for Demands Nos. 7-1530 to 7-1687 (both inclusive), with no exceptions. Colvin, Fire Chief, dated July 18, 1977, advising that Fire Captain George E. Foster has applied for a service retirement, effective August 1, 1977; and an oral request from Chief Colvin that Captain Foster receive a lump-sum payment for his 11 vacation shifts, was presented. David B. Brearley, City Attorney, explained that Reso- lution No. 4115 does not permit the lump-sum payment for vacation time. After discussion, it was moved by MCCormick, seconded by Ybarra, that Fire Captain George E. Foster be permitted to take his vacation shifts in order that his effective retirement date would be September 2, 1977. MOtion carried. Discussion was held regarding MObil Radio Contract No. 387. I It was moved by Ybarra, seconded by MCCormick, that A. E. Nelson, Jr., Director of Public Works/Building, be given the authority to take necessary action to get MObil Radio operational. Resolution No. 4491 - A Resolution of the City Council of the City of Vernon Continuing the Retention of Paul P. Hendricks, as Consulting Electrical Engineer of the City of Vernon, was presented. It was moved by Gonzales, seconded by Ybarra, that Resolution No. 4491 be approved and adopted. MOtion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: None I S. E. Hogan, Police Chief, appeared and discussion was held with reference to the appointment of Police Cadet D. J. Tabor to the position of Policeman, Grade 4, which was referred to the Finance Committee by the City Council on June 27, 1977. It was moved by McCormick, seconded by Ybarra, that Police Cadet, D. J. Tabor, be appointed to the position of Police- man, Grade 4, effective August 1, 1977. MOtion carried. At this ttme, 3:20 o'clock p.m., Councilman Gonzales was excused. excused. The Executive Session ended at 4:00 o'clock p.m. Discussion was held with regard to the office location of the City Attorney. It was moved by McCormick, seconded by Ybarra, that the City Attorney be authorized to locate, full time, at 4305 Santa Fe Avenue, Vernon, California, until such time as he is able to secure permanent facilities elsewhere and is to be charged at a rate to be determined by the City Clerk.
