MINUTES OF A REGUlAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
VERNON HELD SEPTEMBER 6, 1977,
AT TWO O'CLOCK P.M. IN THE LUNCH
ROOM OF THE PUBLIC WORKS FACILITY
LOCATED AT 4305 SANTA FE AVENUE,
VERNON. CALIFORNIA

The meeting was called to order by Mayor Leonis C. Malburg.
It was moved by Ybarra, seconded by Gonzales, that the
minutes of the meetings of August 16 and 30, 1977, be approved as
written and submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids for 25th Street & 37th Street Slurry Sealing, Alameda
Street to Santa Fe Avenue, in accordance with Contract No. 412.
It was moved by Ybarra, seconded by McCormick, that the
Clerk be instructed to open and read bids submitted. Motion carried.
The Clerk opened and read the following bids:
Chamber-Mix Concrete, Inc.
Roy Allan, Slurry Seal Contractor
$ 5,350.00
5,011.88
It was moved by Ybarra, seconded by McCormick, that the
bids received for 25th Street and 37th Street Slurry Sealing,
Alameda Street to Santa Fe Avenue, in accordance with Contract No.
412, be referred to the Director of Public Works/Building and the
City Attorney for checking and report. Motion carried.
Communication from Louis M. Bloch, Utility Man, dated
August 8, 1977, requesting that he be granted the benefit of paid-
up health insurance upon his retirement, was presented. (Copy to
each member of the City Council)
It was moved by Gonzales, seconded by Ybarra, that the re-
quest of Louis M. Bloch, dated August 8, 1977, be referred to the
Finance Committee. Motion carried.
Communication from S. E. Hogan, Police Chief, dated August
18, 1977, requesting that Officer D. J. Tavernelli be reimbursed from
the City s Education and Training Budget appropriation in the sum of
$54.00 for six upper division College Units for classes in which he
was enrolled at California State University/Long Beach, was presented.
It was moved by McCormick, seconded by Ybarra, that the
request of the Police Chief, dated August 18, 1977, be approved and
authority be granted to issue warrant in the sum of $54.00 to D. J.
Tavernelli. Motion carried.
Reconsideration was given to the items deferred by the
City Council, to wit: (1) that the City subcontract for paramedic
service; (2) that the City finalize negotiations with Medevac over
this company's proposal; and (3) that the position of Dispatcher be
subject to the direction and jurisdiction of the City Clerk for the
first 6 months of operation and be called the Dispatch Department.
It was moved by McCormick, seconded by Ybarra, that items
1 and 2 be deferred and that item (3) be approved. Motion carried.
Communication from Bruce V. Malkenhorst, City Clerk-Direc-
tor of Finance, dated August 30, 1977, recommending that Deputy City
ClerkrPayroll, Barbara A. Sansom, be granted a five day leave of
absence, without pay, for the period October 17 thru 21, 1977, in
accordance with her request dated July 25, 1977, was presented.

It was moved by Gonzales, seconded by Ybarra, that the
recommendation of the City Clerk-Director of Finance, dated August
30, 1977, be approved. Motion carried.
Communication from the City of Pomona, dated August 11,
1977, transmitting a co~y of Resolution No. 77-209 regarding
acceptance of the results of the Governmg Board Election held by
the Health Systems Agency for Los Angeles County, Inc., on June 21,
1977, was presented. (Copy to each member of the City Council)
It was moved by Gonzales, seconded by Ybarra, that the
communication from the City of Pomona, dated August 11, 1977, to-
gether with the copy of Resolution No. 77-209, be received and
filed. Motion carried.
Communication from the Board of Supervisors County of
Los Angeles, dated August 11, 1977, transmitting a resolution per-
taining to equitable representation of the Cities and the County of
Los Angeles in the Southern California Association of Governments,
which was adopted by the Board at its meeting held August 9, 1977,
was presented. (Copy to each member of the City Council)
It was moved by McCormick, seconded by Ybarra, that the
communication from the Board of Supervisors County of Los Angeles,
dated August 11, 1977, together with copy of their resolution, be
received and filed. Motion carried.
Communication from S. E. Hogan, Police Chief, dated
August 25, 1977, requesting authority for Sgt. Brad Bunker to
attend the California Association of Police Training Officers' 77
Annual Conference at Palm Springs, California, from October 18 to
21, 1977, with an expense allowance of $224.50, was presented.
It was moved by Gonzales, seconded by McCormick, that the
request of the Police Chief, dated August 25, 1977, be approved and
authority granted to issue warrant in the amount of $224.50 to Brad
Bunker. Motion carried.
Activity Log of the Police Department for the period
August 16 - 31, 1977, inclusive, was presented.
It was moved by McCormick, seconded by Ybarra, that the
Activity Log of the Police Department be received and filed. MOtion
carried.
Communication from S. E. Hogan, Police Chief, dated August
25, 1977, requesting that authority be granted for Police Department
Transcriber/Typist, Judith R. Ormesher, to be sworn as Police Matron,
was presented.
It was moved by McCormick, seconded by Ybarra, that the
request of the Police Chief, dated August 25, 1977, be approved.

Communication from A. E. Nelson, Jr., Director of Public
WorkslBuilding, dated August 24, 1977, requesting authority for
Ronald H. Patnaude to attend the 1977 Annual Business Meeting of the
International Association of Plumbing & Mechanical Inspectors at San
Jose~ California from October 9 to 13, 1977, with an expense allow-
ance of $402.00, was presented.
It was moved by Ybarra, seconded by McCormick, that the
request of the Director of Public Works/Building, dated August 24,
1977, be approved md authority granted to issue warrant in the sum
of $402.00 to Ronald H. Patnaude. Motion carried.

Communication from the County of Los Angeles Board of
Supervisors, dated August 25, 1977, advising of a lawsuit filed on
behalf of 4.5 million motorists in Los Angeles County in an attempt
to correct the inequities which presently exist in automobile in-
surance rates; requesting support in the form of a Resolution from
the City of Vernon; and transmitting a resolution from the City of
Torrance endorsing their action, was presented. (Copy to each mem-
ber of the City Council)
It was moved by Ybarra, seconded by McCormick, that the
communication from the County of Los Angeles Board of Supervisors,
dated August 25, 1977, along with transmittals, be received and
filed. Motion carried.
Communication from the City of San Diego, dated August
26, 1977, transmitting a copy of Resolution No. 219043, adopted by
the City Council on August 10, 1977, relative to Assembly Bill 1852,
an act to repeal Section 25524.1 of the Public Resources Code re-
lating to Nuclear Powerp1ants, was presented. (Copy to each member
of the City Council)
It was moved by McCormick, seconded by Gonzales, that
the communication from the City of San Diego, dated August 26, 1977,
be referred to Paul Hendricks, Consulting Electrical Engineer, for
study and report. Motion carried.
Communication from the City of Norwalk, dated August 25,
1977, transmitting a copy of Resolution No. 2895 relative to equi-
table representation of the Cities and the County of Los Angeles in
the Southern California Association of Governments, was presented.

It was moved by McCormick, seconded by Ybarra, that the
communication from the City of Norwalk, dated August 25, 1977, be
received and filed. MOtion carried.
Communication from F. H. Colvin, Fire Chief, dated August
29, 1977, requesting that R. A. Garcia be reimbursed in the amount
of $18.35 from the Education and Training Budget appropriation for
Fire Control courses which he has completed at Rio Hondo College,
was presented.
It was moved by Ybarra, seconded by McCormick, that the
request of the Fire Chief, dated August 29, 1977, be approved and
authority granted to issue warrant in the amount of $18.35 to R. A.
Garcia. Motion carried.
Communication from F. H. Colvin, Fire Chief, dated August
30, 1977, requesting authority for L. C. Matteson to attend the
Fire Prevention Officers North-South Annual 2 Day Meeting in San
Luis Obispo, California from October 20 to 22, 1977, with an expense
allowance of $157.00, was presented.
It was moved by McCormick, seconded by Gonzales, that the
request of the Fire Chief, dated August 30, 1977, be approved and
authority granted to issue warrant in the amount of $157.00 to L.
C. Matteson. MOtion carried.
"Warrant Register No. 484" covering claims and demands
presented during the period August 16 to 31, which includes Demands
Nos. 7-1882 to 7-2057 (both inclusive) drawn on the United California
Bank, totaling $3,354,527.21 (Light and Power Warrants $3,286,022.87)
(Accounting Period September, 1977), was examined and audited.
It was moved by McCormick, seconded by Gonzales, that
"Warrant Register No. 484" be approved and payment authorized for
Demands Nos. 7-1882 to 7-2057 (both inclusive), with no exceptions.

Communication from the Finance Committee, dated August
31, 1977, recommending that the City Council approve the applica-
tion for Disability Retirement filed by Mr. Van Barr, effective as
of the last date Mr. Barr was on the City of Vernon payroll, was
presented.
It was moved by McCormick, seconded by Ybarra, that the
recommendation of the City Council be approved. MOtion carried.
Resolution No. 4499 - A Resolution of the City Council of
the City of Vernon Determining the Disability of Van Barr, a Local
Safety Member Employed by the City of Vernon (821024 & 21025 Govern-
ment Code), was presented. (Copy to each member of the City
Council)

Communication from Bruce V. Malkenhorst, City Clerk-
Director of Finance, dated August 31, 1977, recommending that the
City of Vernon contract with United California Bank to provide the
City of Vernon with their ADP owned, automated payroll system, com-
mencing October 1, 1977, at a rate not to exceed ~350.00 per month
for the first year of operation, was presented.
It was moved by McCormick, seconded by Gonzales, that the
recommendation of the City Clerk-D~rector of Finance, dated August
31, 1977, be approved and the City Clerk-Director of Finance is
authorized to execute the necessary contractual documents on behalf
of the City of Vernon. MOtion carried. '
Resolution No. 4498 - A Resolution of the City Council of
the City of Vernon Establishing Salaries for Sergeants and Patrol-
men Represented by the Vernon Police Officers Benefit Association
(Employee Group 2), was presented.

Communication from G. E. Foster, dated August 29, 1977,
requesting financial compensation for seven (7) shifts-off for \
the calendar year, January 1st to August 1st of the year 1977; and
requesting full financial compensation for eleven (11) shifts-off
for the calendar year 1976, which was directed to and presented by
F. H. Colvin, Fire Chief.
It was moved by Gonzales, seconded by Ybarra, that the
request of G. E. Foster, dated August 29, 1977, which was presented
by F. H. Colvin, be referred to the Finance Committee. Motion
carried.
Communication from Richard D. Goering, Vernon Fireman,
dated September 6, 1977, requesting that he be granted a one year
leave of absence effective on the 16th of September, 1977, as he
is pursuing a business career of his own, was presented.
It was moved by McCormick, seconded by Ybarra, that the
request of Richard D. Goering, dated September 6, 1977, be referred
to the Finance Committee. Motion carried.

Communication from the Los Angeles Police Department,
dated August 29, 1977, transmitting a policy regarding issuance
of licenses to carry concealable weapons which was adopted by the
Board of Police Commissioners of the City of Los Angeles on August
11, 1977; requesting that the City of Vernon consider adopting a
similar policy, was presented.
It was moved by Gonzales, seconded by Ybarra, that the
communication from the Los Angeles Police Department, dated August
29, 1977, be referred to the Police Chief for study and report.
Motion carried.
There being no further business to come before the meet-
ing, it was moved by McCormick, seconded by Ybarra, that the meet-
ing adjourn.
The meeting adjourned at 3:25 o'clock p.m.
