19771018 Regular City Council Meeting - Minutes MINUTES OF A REGUlAR MEETING OF THE CITY COUNCIL OF THE CI TY OF VERNON HELD OCTOBER 18, 1977, AT TWO O'CLOCK P.M. IN THE LUNCH ROOM OF THE PUBLIC WORKS FACILITY LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA I I COUNCIL PRESENT: COUNCIL ABSENT: Gonzales, Kaeser, Malburg, McCormick, Ybarra None Malburg. The meeting was called to order by Mayor Leonis C. It was moved by Ybarra, seconded by Gonzales, that the minutes of the meeting of October 4, 1977, be approved as written and submitted. MOtion carried. Communication from Bruce V. Ma1kenhorst, City C1erk- Director of Finance, dated October 3, 1977, requesting authority for Toma1yn Bures to attend the League of California Cities City Clerks Institute/Election Law Seminar (Preliminary Program) at Irvine, California, from November 16 to 18, 1977, with an expense allowance of $154.00, was presented. I t was moved by Ybarra, seconded by Kaeser, that the request of the City Clerk-Director of Finance, dated October 3, 1977, be approved and authority granted to issue warrant in the sum of $154.00 to Toma1yn Bures. Motion carried. Communication from Louis S. Hauger, Director of Environ- mental Health, dated October 7, 1977, advising that Health Depart- ment Environmental Specialist, John G. Anderson has satisfactorily completed a full year in his present grade; recommending that he be advanced to Grade 4, effective November 1, 1977, was presented. It was moved by Kaeser, seconded by Ybarra, that the recommendation of. the Director of Environmental Health, dated October 7, 1977, be approved. MOtion carried. Communication from A. E. Nelson, Jr., Director of Public Works/Building, dated October 5, 1977, advising that B & M Truck Body Repairs has made application for an additional year of con- tinued use for a fifty five foot temporary office trailer at 2710 East 50th Street for the period September 3, 1977 to September 3, 1978; recommending that authority be granted to issue the permit for the temporary office trailer concurrently with the building permits for the permanent facilities, was presented. It was moved by Kaeser, seconded by Gonzales, that the recommendation of the Director of Public Works/Building, dated October 5, 1977, be approved. MOtion carried. Communication from S. E. Hogan, Police Chief, dated October 7, 1977, advising that certain personnel have satisfactor- ily served one (1) year in their present pay grades and are eli- gible for advancement; recommending that these Officers be pro- moted as indicated, was presented. It was moved by Kaeser, seconded by Ybarra, that the recommendation of the Police Chief, dated October 7, 1977! be approved as indicated in .aid communication. MOtion carr ed. Malkenhorst, City Clerk- Director of Finance, dated October 13, 1977, requesting author- ity to attend the California Public Employment Labor Relations Association Annual Conference at Culver City, California, from November 3 - 5, 1977, with an expense allowance of $25.00, was presented. I I It was moved by Kaeser, seconded by Gonzales, that the request of the City Clerk-Director of Finance, dated October 13, 1977, be approved and authority granted to issue warrant in the amount of ~25.00 to Bruce V. Malkenhorst. Motion carried. Communication from S. E. Hogan, Police Chief, dated October 11, 1977, requesting authority to attend the All Commit- tee Conference at Fresno, California, from November 9 - 11, 1977 with an expense allowance of $233.00, was presented. It was moved by Ybarra, seconded by Gonzales, that the request of the Police Chief, dated October 11, 1977, be approved and authority granted to issue warrant in the sum of $233.00 to S. E. Hogan. Motion carried. Communication from S. E. Hogan, Police Chief, dated October 11, 1977, requesting authority for Captain L. F. Ely and Sergeant J. E. Mason to conduct embezzlement investigation No. 77-31367 in St. Charles, Missouri, from October 28 to 30, 1977, with an expense allowance of $212.00, was presented. (Copy to each member of the City Council) It was moved by Gonzales, seconded by Ybarra, that the request of the Police Chief, dated October 11, 1977, be approved and authority granted to issue warrant in the sum of $212.00 to L. F. Ely. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works/Building, dated October 12, 1977,transmitting a letter dated October 4, 1977, concerning a requested "Lot Line Adjustment" between K B L Properties, Ltd. and Easton R. Roberts and Miriam H. Roberts, dba Commercial Process; recommending that a Resolution approving the "Lot Line Adjustment" be adopted, was presented. (Copy to each member of the City Council) Resolution No 4503 - A Resolution of the City Council of the City of Vernon Approving "Lot Line Adjustment" Requested by K B L Properties, Ltd. and Easton R. Roberts, Miriam H. Roberts dba Commercial Process Co., was presented. It was moved by Kaeser, seconded by Ybarra, that Reso- lution No. 4503 be approved and adopted. Motion carried. . Nelson, Jr., Director of Public Works/Building, dated October 12, 1977, requesting authority for Francis W. Sumner and Leonard Wranosky to attend the One Day Semi- nar on the 1976 Uniform Building Code, Conducted by International Conference of Building Officials to be held at Sherman Oaks, California on November 17, 1977, with an expense allowance of $35.00 each, was presented. It was moved by Kaeser, seconded by Gonzales, that the request of the Director of Public Works/Building, dated October 12, 1977, be approved and authority granted to issue warrants in the sum of $$35.00 each to Francis W. Sumner and Leonard Wranosky. Motion carried. I 037 -3- 10-18-77 I I Communication from Haskins & Sells, Certified Public Accountants, dated October 3, 1977, transmitting the financial statements of the Revenue Sharing Fund of the City of Vernon for the year ended June 30, 1977 and opinion of independent certified public accountants and the financial statements and supplemental schedules for the years ended June 30, 1977 and 76 and opinion of independent certified public accountants, was presented. It was moved by Gonzales, seconded by Ybarra, that the financial statements of the Revenue Sharing Fund of the City of Vernon for the year ended June 30, 1977 and opinion of independent certified public accountants and the financial state- ments and supplemental schedules for the years ended June 30, 1977 and 76 and opinion of independent certified public account- ants, be received for study. Motion carried. Communication from F. H. Colvin, Fire Chief, dated October 11, 1977, requesting authorization to post announcement of promotional examinations on October 18, 1977, as indicated in said communication, was presented. It was moved by McCormick, seconded by Gonzales, that the request of the Fire Chief, dated October 11, 1977, be approv- ed and authority granted to post announcement for the following promotional examinations in accordance with the terms and con- ditions as outlined in said communication: Battalion Chief Captain Engineer Motion carried. I Communication from A. E. Nelson, Jr., Director of Pub- lic Works/Building, dated October 13, 1977, advising that Norris Industries has made application for permit for an office trailer for the period November 3, 1977 to January 3, 1978; and recommend- ing that authority be granted to issue this permit, was presented. It was moved by Kaeser, seconded by Ybarra, that the recommendation of the Director of Public Works/Building, dated October 13, 1977, be approved. Motion carried. Communication from A. E. Nelson, Jr., Director of Pub- lic Works/Building, dated October 13, 1977, transmitting copies of two letters under dates of September 8 and 30, 1977, from Georgia Pacific Corporation, requesting variances in connection with the occupancy of the buildings at 4515 East 48th Street; recommending that the request be denied and that the Company be instructed to comply with the requirements for the Group H-2 Occupancy, was presented. (Copy to each member of the City Council) I It was moved by McCormick, seconded by Gonzales, that the requests from Georgia Pacific Corporation, dated September 8 and 30, 1977, requesting variances in connection with the occu- pancy of the buildings at 4515 East 48th Street, be referred back to the Building Department for further study. Motion carried. Activity Log of the Police Department for the period October 1 - 15, 1977, inclusive, was presented. It was moved by Kaeser, seconded by Ybarra, that the Activity Log of the Police Department be received and filed. Motion carried. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Kaeser, that the report of Health Department Activities for the month of Septem- ber, 1977, be received and filed. MOtion carried. "Warrant Register No. 487" covering claims and demands presented during the period October 1 - 15, which includes Demands Nos. 7-2275 to 7-2476 (both inclusive) drawn on the United California Bank, totaling $264,655.70 (Light and Power Warrants $205,682.41) (Accounting Period October, 1977), was ex- amined and audited. I It was moved by Ybarra, seconded by Gonzales, that ''Warrant Register No. 487" be approved and payment authorized for Demands Nos. 7-2275 to 7-2476 (both inclusive) with no ex- ceptions. MOtion carried. Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra Noes: None Absent: None "Payroll Warrant Register No. 244" covering claims and demands presented during the period September 1 to 30, which in- cludes Demands Nos. 2549 to 2562 (excluding October Warrant No. 2555) drawn on Crocker National Bank, totaling $524,485.72, (Accounting Period September 1977), was examined and audited. It was moved by Ybarra seconded by Gonzales, that "Payroll War1::'ant Register No. 244" be approved and payment auth- orized for Demands Nos. 2549 to 2562 (excluding October Warrant No. 2555), with no exceptions. MOtion carried. Communication from Lewis & Marenstein, Attorneys at Law, dated October 17, 1977, addressed to Chief Spencer Hogan, advising that their law firm represents City of Vernon Police Officer George Stevens in his action against the City, File No. WXP-8168 and requesting that an attempt be made to expedite a determination regarding Mr. Stevens' application for disability retirement, was presented. It was moved by Kaeser, seconded by Ybarra, that the request received from Lewis & Marenstein, dated October 17, 1977, be referred to the Finance Committee for study and report. MOtion carried. There being no further business to come before the meeting, it was moved by Kaeser, seconded by Ybarra, that the meeting be adjourned. Motion carried.
