The meeting was called to order by Mayor Leonis C.
It was moved by Ybarra, seconded by Kaeser, that minutes
of the meeting of November 1, 1977, be approved as written and
submitted. MOtion carried.
Communication from S. E. Hogan, Police Chief, dated
November 4, 1977, requesting authority for Lieutenant L. S.
Rosenkrantz and Sergeant J. E. Mason to attend the California
Association of Labor Relations Officers Training Seminar at
Palm Springs, California, from November 30 to December 2, 1977,
with an expense allowance of $158.10 each, was presented.
It was moved by McCormick, seconded by Kaeser, that
the request of the Police Chief, dated November 4, 1977, be
approved, and authority granted to issue warrants in the sum of
$158.10 each to L. S. Rosenkrantz and J. E. Mason. Motion
carried.

Communication from A. E. Nelson, Jr., Director of Pub-
lic Works/Building, dated November 4, 1977, transmitting a pro-
posed resolution approving an application for funds from S.B. 821
Bicycle and Pedestrian Facilities Program for fiscal year 1977-78,
advising that SCAG has approved an allocation in the amount of
$2,591.00 for the City of Vernon, recommending that the applica-
tion be approved and proposing that the money be used to construct
pedestrian sidewalk ramps, was presented.
Resolution No. 4513 - A Resolution of the City Council
of the City of Vernon Approving the Application for Pedestrian
Funds Authorized Under SB 821 and Approving the Adoption of its
Pedestrian Plan, was presented.
It was moved by Ybarra, seconded by Kaeser, that Reso-
No. 4513 be approved and adopted. Motion carried.

Communication from F. H. Colvin, Fire Chief, dated
November 7, 1977, requesting that authority be granted for
Battalion Chief, G. F. Bass and Captain L. C. Matteson to attend
the "Fire/Life" Seminar at Inglewood, California on December 1,
1977, with an expense allowance of $25.00 each, was presented.
It was moved by Gonzales, seconded by McCormick, that
the request of the Fire Chief, dated November 7, 1977, be approv-
ed and authority granted to issue warrants in the sum of $25.00
each to G. F. Bass and L. C. Matteson. MOtion carried.
Communication from S. E. Hogan, Police Chief, dated
November 7, 1977, requesting that Police Officer, Frederick C.
Grant be advanced to Patrolman, Grade II, effective December 1,
1977, was presented.

It was moved by McCormick, seconded by Gonzales, that
the request of the Police Chief, dated November 7, 1977, be approv-
ed. Motion carried.
Communication from S. E. Hogan, Police Chief, dated
November 7, 1977, requesting authority for Sergeant J. E. Mason
to attend the National Explosive Ordinance Disposal Seminar at
Lake Tahoe, Nevada, from December 6 - 9, 1977, with an expense
allowance of $317.00, was presented.
It was moved by Kaeser, seconded by Ybarra, that the
request of the Police Chief, dated November 7, 1977, be approved
and authority granted to issue warrant in the sum of $317.00.
Motion carried.
Communication from A. E. Nelson, Jr., Director of Pub-
lic Works/Building, dated November 4, 1977, advising that the
work on 25th and 37th Street Slurry Sealing, Alameda Street to
Santa Fe Avenue, under Contract No. 412, has been completed and
recommending that the work be accepted and authority granted to
pay the Contractor, Roy Allan Slurry Seal Contractor in accord-
ance with the agreement, was presented.
Resolution No. 4511 - A Resolution of the City Council
of the City of Vernon 'Accepting the Work of Roy Allan Slurry
Seal Contractor for Slurry Sealing 25th Street and 37th Street,
Alameda Street to Santa Fe Avenue, in Accordance with Contract
No. 412 of the City of Vernon, was presented.
It was moved by Ybarra, seconded by McCormick, that
Resolution No. 4511 be approved and adopted. Motion carried.

attend the 1976 Uniform Building Code Review, presented by I.C.
B.O., at the Valley Hilton Hotel, on November 17, 1977, with an
expense allowance of $35.00, was presented.
It was moved by Ybarra, seconded by McCormick, that
the request of the Fire Chief, dated November 4, 1977, be approv-
ed and authority granted to issue warrant in the sum of $35.00 to
L. C. Matteson. Motion carried.
Communication from A. E. Nelson, Jr., Director of Pub-
lic Works/Building, dated November 9, 1977, advising that the
work on Contract No. 384 - Traffic Signal Maintenance 1974-1977,
by Signal Maintenance, Inc., has been completed and recommending
that the work be accepted, was presented.
Reso1ution.No. 4510 - A Resolution of the City Council
of the City of Vernon Accepting the Work of Signal Maintenance,
Inc., for Traffic Signal Maintenance 1974-1977, in Accordance
with Contract No. 384 of the City of Vernon, was presented.
It was moved by Gonzales, seconded by Ybarra, that
Resolution No. 4510 be approved and adopted. Motion carried.

Communication from A. E. Nelson, Jr., Director of Pub-
, 1ic Works/Building, dated November 9, 1977, transmitting a fully
executed Easement for a portion of Ross Street from Sheffield
Furniture Corporation, recommending that the Easement be accept-
ed and the Grantor advised of the official recordation, was
presented.

It was moved by Ybarra, seconded by Gonzales, that the
recommendation of the Director of Public Works/Building, dated
November 9, 1977, be approved. Motion carried.
Communication from A. E. Nelson, Jr., Director of Pub-
lic Works/Building, dated November 9, 1977, regarding the request
for variance from Georgia Pacific Corporation in connection with
the buildings located at 4515 East 48th Street and 4535 East 48th
Street, which was referred back to the Building Department by the
City Council at its meeting held October 18, 1977; recommending
that the variance be granted in accordance with the terms and con-
ditions outlined in said communication, was presented. (Copy to
each member of the City Council)
It was moved by McCormick, seconded by Ybarra, that the
recommendation of the Director of Public Works/Building, dated
November 9, 1977, be approved in accordance with the terms and
conditions as outlined in said communication. Motion carried.

Communication from Bruce V. Malkenhorst, City Clerk-
Director of Finance, dated November 10, 1977, requesting that
authority be granted for the City of Vernon to enter into an
Agreement with the County of Los Angeles - Office of Personnel,
enabling the County to provide certain personnel services to the
City, was presented. (Copy to each member of the City Council)

It was moved by Kaeser, seconded by Ybarra, that the
request of the City Clerk-Director of Finance, dated November 10,
1977, be approved and that the City Clerk be authorized to exe-
cute said Agreement on behalf of the City of Vernon. Motion
carried.

Communication from Bruce V. Malkenhorst, City Clerk-
Director of Finance, dated November 10, 1977, requesting that
the City of Vernon contract with the Bureau of Municipal Research
as has customarily been done annually for the preparation of the
1977-78 Property Inventory Manual for the City of Vernon, at an
estimated cost of $13,790.85, was presented.
It was moved by Gonzales, seconded by Ybarra, that the
request of the City Clerk-Director of Finance, dated November 10,
1977, be approved. Motion carried.
Communication from Bruce V. Malkenhorst, City Clerk-
Director of Finance, dated November 10, 1977, requesting author-
ity for Frank S. Murillo, Purchasing Agent, to attend the "Basic
for Buyers" Workshop at the Proud Bird on November 18, 1977,
with an expense allowance of $115.00, was presented.
It was moved by Kaeser, seconded by Gonzales, that the
request of the City Clerk-Director of Finance, dated November 10,
1977, be approved and authority granted to issue wa:rant in the
sum of $115.00 to Frank S. Murillo. Motion carried.
Resolution No. 4508 - A Resolution of the City Council
of the City of Vernon, California, Calling and Giving Notice of
the Holding of a General Municipal Election to be Held in said
City on Tuesday, the 7th Day of March, 1978, for the Election of
Certain Officers of said City as Required by the Provisions of the
Laws of the State of California Relating to General Law Cities,
was presented.
It was moved by Gonzales, seconded by Ybarra, that
Resolution No. 4508 be approved and adopted. Motion carried.

"Warrant Register No. 489" covering claims and demands
presented during the period November 1 to 15, which includes
Demands Nos. 7-2496 to 7-2644 (both inclusive) excluding Demand
No. 7-2580, drawn on the United Ca1ifotnia Bank, totaling
$118,355.79 (Light and Power Warrants $65.18) (Accounting Period
November 1977), was examined and audited.
It was moved by Ybarra, seconded by Kaeser, that
"Warrant Register No. 489" be approved and payment authorized for
Demands Nos. 7-2496 to 7-2644 (both inclusive), excluding Demand
No. 7-2580, with no exceptions. MOtion carried.

"Payroll Warrant Register No. 245" covering claims and
demands presented during the period October 1 to 31, which in-
cludes Demands Nos. 2563 to 2574 (both inclusive), also including

$508,584.25, (Accounting Period October 1977), was examined and
audited.

It was moved by Ybarra, seconded by Kaeser, that
"Payroll Warrant Register No. 245" be approved and payment author-
ized for Demands Nos. 2563 to 2574 (both inclusive), also includ-
ing Demand No. 2555, with no exceptions. Motion carried.

November 1 - 15, 1977, inclusive, was presented.
It was moved by Ybarra, seconded by Kaeser, that the
Activity Log of the Police Department be received and filed.

of October, 1977, was presented. (Copy to each member of the
City Council)
It was moved by Kaeser, seconded by Gonzales, that
Report of Health Department Activities for the month of October,
1977, be received and filed. Motion carried.
Resolution No. 4505 - A Resolution of the City Council
of the City of Vernon Adopting Regulations for Candidates for
Elective Office, Pertaining to Materials Submitted to the Elec-
torate for Municipal Elections and the Costs Thereof; Amending
Resolution No. 4374 and Any and All Other Resolutions in Con-
flict Therewith, was presented.
It was moved by Ybarra, seconded by Gonzales, that
Resolution No. 4505 be approved and adopted. Motion carried.

of the City of Vernon Commending Leon B. Kenzy on His Many Years

Resolution No. 4509 be approved and adopted. Motion carried.

Communication from Sheila H. McKenna, dated November
10, 1977, advising that she is submitting her resignation as
Deputy City Clerk-Deputy City Treasurer, effective at the close
of business November 30, 1977, was presented.
It was moved by Kaeser, seconded by Gonzales, that
the resignation of Sheila H. McKenna, submitted via her communi-
cation, dated November 10, 1977, be accepted. Motion carried.
Financial Statements and Supplemental Schedules for
the Years Ended June 30, 1977 and 1976 and Opinion of Independ-
ent Certified Public Accountants and Financial Statements for
the Year Ended June 30, 1977, and Opinion of Independent Certi-
fied Public Accountants, prepared by Haskins and Sells and re-
ceived for study by the City Council at its meeting held October
18, 1977, were presented.
It was moved by Ybarra, seconded by Kaeser, that the
Financial Statements from Haskins and Sells be accepted.
Motion carried.

Resolution No. 4512 - A Resolution of the City Council
of the City of Vernon Exonerating Bond No. 126107 from the
Pacific Indemnity Company and Accepting in Substitution Thereof
Bond No. 829353 from Seaboard Surety Co., was presented.
It was moved by Ybarra, seconded by Gonzales, that
Resolution No. 4512 be approved and adopted. Motion carried.

At this time, 2:40 o'clock p.m., it was moved by Ybarra,
seconded by Gonzales, that the City Council go into Executive
Session in accordance with Attorney/Client Privilege. Motion

David B. Brearley, City Attorney, presented a communi-
cation from Clive Kemp of the law firm of Garrett & Dimino, Inc.,
dated November 9, 1977, advising that they have been retained by
Police Lieutenant Donald Fisher to represent him regarding his
application for retirement.
It was moved by Gonzales, seconded by Kaeser, that the
communication from Garett & Dimino, Inc., dated November 9, 1977,
be referred to the Finance Committee for study and report. Motion
carried.

At this time, 2:52 o'clock p.m., it was moved by Kaeser,
seconded by Ybarra, that the City Council go into Executive Ses-
sion in accordance with Government Code Section 54957. Motion
carried.

meeting be adjourned to November 28, 1977, at 4:30 o'clock p.m.
