MINUTES OF AN ADJOURNED REGUIAR
MEETING OF THE CITY COUNCIL OF THE
CITY OF VERNON HELD NOVEMBER 28,
1977, AT 4~ O'CLOCK P.M. IN THE
LUNCH ROOM OF THE PUBLI C WORKS
FACILITY LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA
COUNCIL PRESENT:
COUNCIL ABSENT:
Gonzales, Kaeser, Malburg, McCormick, Ybarra

Malburg.
The meeting was called to order by Mayor Leonis C.
Mayor Leonis C. Malburg discussed actions taken by
the Fire Chief, which were contrary to the Council's instruc-
tions; and suggested that the Council consider the merits .of
disciplining the Fire Chief, Fred H. Colvin, and reaffirming the
policy of tne Council.
At this time, 4:35 o'clock p.m., it was moved by
Ybarra, seconded by McCormick, that the City Council go into
Executive Session in accordance with Government Code Section
54957. Motion carried.
Ayes: Gonzales, Kaeser, Malburg, McCormick, Ybarra
Noes: None
Absent: None

All persons, with the exception of the City Clerk and
the City Attorney, were excluded from the Executive Session.
Mayor Malburg ordered that all communications to and
from the Executive Session were deemed private.
At this time, 5:00 o'clock p.m., it was moved by
Gonzales, seconded by Kaeser, that the City Council go out of
Executive Session. Motion carried.
It was moved by McCormick, seconded by Gonzales, that
the Mayor be instructed to write a letter of "censure" regarding
the action taken by the Fire Chief. Motion carried.
At this time, 5:10 o'clock p.m., it was moved by
Ybarra, seconded by Gonzales, that the City Council go into
Executive Session in accordance with Government Code Section
54957.6. MOtion carried.

McCormick, seconded by Ybarra, that the City Council go out of
Executive Session. Motion carried.
Councilman William M. McCormick requested the City
Clerk to advise him as to what had transpired during a meeting
held November 23, 1977, between Lt. Bellinger of the Sheriff's
Department, S. E. Hogan, Police Chief, Lt. Bob Emrick, Bruce V.
Ma1kenhorst, City Clerk, and the City Attorney, David B. Brearley.
A discussion was held with reference to the subject
matter of said meeting to apprise Councilman MeCormick.
No formal action taken.

There being no further business to come before the
meeting, it was moved by Ybarra, seconded by Kaeser, that the
meeting be adjourned. MOtion carried.
