The meeting was called to order by Mayor Leonis C.
Resolution No. 4515 - A Resolution of the City
Council of the City of Vernon Setting the Time and Place
a Regular Council Meeting of the City Council of the City of
Vernon and Setting the Place of Meeting for Committees or
Commissions of the City of Vernon, was presented.
It was moved by Kaeser, seconded by McCormick, that
Resolution No. 4515 be approved and adopted. MOtion carried.

There being no further business to come before the
meeting, it was moved by Ybarra,seConded by Kaeser, that the
meeting be adjourned to the new City Council Chamber of the
City Hall, located at 4305 Santa Fe Avenue, Vernon, California,
and to continue said City Council Meeting of December 6, 1977,
as though the regular meeting had never been adjourned. Motion
carried.
The meeting adjourned at 2:05 o'clock p.m.

The meeting was called to order by Mayor Leonis C.
It was moved by Kaeser, seconded by McCormick, that
the minutes of the meeting of November 15 and the meeting of
November 28, 1977, be approved as written and submitted. Motion
carried.

Communication from A. E. Nelson, Jr., Director of
Public Works/Building, dated November 16, 1977, requesting
authority for Francis W. Sumner to attend the Fire/Life Seminar
at the Airport Park Hotel, Ing1ewood1 California, on December 1,
1977, with an expense allowance of $l5.00, was presented.
It was moved by Ybarra, seconded by Kaeser, that the
request of the Director of Public Works/Building, dated November
16, 1977, be approved and authority granted to issue warrant in
the sum of $25.00 to Francis W. Sumner. Motion carried.
Communication from Bruce V. Ma1kenhorst, City Clerk-
Director of Finance, and S. E. Hogan, Police Chief, dated
November 18, 1977, requesting authority to attend the City
Manager - Police Chief Team Development Seminar in Palm Springs,
California, from December 15 - 17, 1977, with an expense allow-
ance of $260.00 for the Police Chief (reimbursable under POST
Plan III) and expenses for the City Clerk to be handled by
special contact with POST, was presented.

It was moved by Ybarra, seconded by Kaeser,
request of the City Clerk and the Police Chief, dated
18, 1977, be approved and authority granted to be put

Communication from S. E. Hogan, Police Chief, dated
November 18, 1977, advising that Police Captain, A. E. Chrisman,
has been off duty since October 18, 1977, due to an illness; re-
questing that Lieutenant P. A. Taylor be promoted to the rank of
Acting Captain, Grade 3, and that he receive the salary of
Captain, Grade 3, effective as of November 18, 1977, for the
duration of Captain Chrisman's illness, was presented.

the request of the Police Chief, dated November l8, 1977, be
approved. Motion carried.
Communication from S. E. Hogan, Police Chief, dated
November 22, 1977, advising that Officer G. R. Stevens will
have been absent from duty due to an alleged illness for 365
days as of November 30, 1977; recommending that Officer Stevens
be removed from the City payroll, effective November 30, 1977,
was presented.
It was moved by McCormick, seconded by Kaeser, that
the recommendation of the Police Chief, dated November 22, 1977,
be approved. Motion carried.

Communication from Fireman Donald J. Glaze, dated
November 22, 1977, requesting permission to temporarily park
his personal boat and trailer at the rear of Vernon Fire Sta-
tion #3, subject to certain conditions as outlined in his com-
munication, was presented.
It was moved by Ybarra, seconded by Kaeser, that the
request of Donald J. Glaze, dated November 22, 1977, be refer-
red to the Finance Committee for study and report. Motion
carried.

Communication from A. E. Nelson, Jr., Director of
Public Works/Building, dated November 29, 1977, requesting
authority to attend the Building Codes and Inspection: Legal
Aspects of Administration and Enforcement Seminar at Irvine,
California, from December 8 - 9, 1977, with an expense allow-
ance of $100.00, was presented.
It was moved by Kaeser, seconded by Ybarra, that the
request of the Director of Public Works/Building, dated November
29, 1977, be approved and authority granted to issue warrant in
the sum of $100.00 to A. E. Nelson, Jr. Motion carried.
Communication fromF. H. Colvin, Fire Chief, dated
November 23, 1977, submitting the scopes of promotional exami-
nations for the positions of Battalion Chief, Captain and
Engineer, for approval and posting authorization; recommending
that arrangements be made with an outside agency to furnish,
administer and grade the entire examination procedure, was
presented.

It was moved by McCormick, seconded by Ybarra, that
the matters submitted for approval and the recommendations
made by the Fire Chief, dated November 23, 1977, be deferred
to Executive Session. Motion carried.

Communication from A. E. Nelson, Jr., Director of
Public Works/Building, dated November 28, 1977, submitting Con-
tract No. 413 - Traffic Signal Installation, Santa Fe Avenue
and 38th Street, Jewel Avenue and 37th Street, Soto Street and
Bandini Boulevard-37th Street, Leonis Boulevard and Alcoa~
Avenue; recommending that this Contract be approved and author-
ity be granted to advertise for bids, was presented.
Resolution No. 4516 - A Resolution of the City Council
of the City of Vernon Approving Contract No. 413 and Authorizing
Notice Inviting Sealed Proposals or Bids for Traffic Signal In-
stallation at Santa Fe Avenue and' 38th Street, Jewel Avenue and
37th Street, Soto Street and Bandini Boulevard-37th Street,
Leonis Boulevard and Alcoa Avenue, in Accordance with Contract
No. 413 of the City of Vernon, was presented.
It was moved by Ybarra, seconded by McCormick, that
Resolution No. 4516 be approved and adopted. Motion carried.

Communication from A. E. Nelson, Jr., Director of
Public Works/Building, dated December 2, 1977, submitting Con-
tract No. 415 - City Hall Landscaping; recommending that the
Contract be approved and authority granted to advertise for bids;
and, the Contract, upon award, is to be completed within 140
days, was presented.
Resolution No. 4517 - A Resolution of the City Council
of the City of Vernon Approving Contract No. 415 and Authorizing
Notice Inviting Sealed Proposals or Bids for City Hall Landscap-
ing, in Accordance with Contract No. 415 of the City of Vernon,
was presented.

Activity Log of the Police Department for the period
November l5 - 30, 1977, inclusive, was presented.
It was moved by Kaeser, seconded by McCormick, that
Activity Log of the Police Department be received and filed.
Motion carried.
"Warrant Register No. 490" covering claims and demands
presented during the period November 16 to 30, which includes
Demands Nos. 7-2645 to 7-2726 (both inclusive), drawn on the
United California Bank, totaling $3,629,922.88 (Light and Power
Warrants $3,544,534.94 (Accounting Period December 1977), was
examined and audited.
It was moved by Ybarra, seconded by McCormick, that
"Warrant Register No. 490" be approved and payment authorized
for Demands Nos. 7-2645 to 7-2726 (both inclusive), with no ex-
ceptions. Motion carried.

Resolution No. 4514 - A Resolution of the City Council
of the City of Vernon Authorizing Leonis C. Malburg, Bruce V.
Ma1kenhorst, and J. A. Venezia to Sign Checks Withdrawing Funds
Deposited by the City of Vernon in Any Bank Account, and to
Enter Any Safety Deposit Box Held in the Name of the City of
Vernon, was presented.

City Attorney David B. Brearley, appeared and dis-
cussed the requirements for the adoption of a Conflict of
Interest Code for the City of Vernon.
It was moved by Kaeser, seconded by McCormick, that
the matter of adoption of a Conflict of Interest Code for the
City of Vernon be referred to the Finance Committee for study
and report. Motion carried.

L. S. Hauger, Director of Environmental Health, ad-
dressed the City Council concerning a communication, dated
November 28, 1977, received from the Chief Administrative Officer
of the County of Los Angeles, advising that the Animal Control
Services Agreement with the City of Ve:r'non will expire on June
30, 1978, unless renewal for an additional year is requested be-
fore December 31, 1977, was presented.
It was moved by Kaeser, seconded by McCormick, that the
Director of Environmental Health, be instructed to respond to
the communication from the County of Los Angeles, dated November
28, 1977, advising said agency that the City of Vernon requests
that the Animal Control Services Agreement with the County of
Los Angeles be extended for an additional year, to expire on
June 30, 1979. Motion ca!ried.
At this time, 3:20 o'clock p.m., it was moved by Kaeser,
seconded by McCormick, that the City Council go into Executive
Session in accordance with Government Code Section 54957.6.
Motion carried.

All persons, with the exception of the City Clerk and
the City Attorney, were excluded from the Executive Session,
with the option open to call the Fire Chief, Fred H. Colvin, in
at some time during said Executive Session.

Mayor Malburg ordered that all communications to and
from the Executive Session were deemed private.
At this time, 3:40 o'clock p.m., it was moved by Ybarra,
seconded by McCormick, that the Council go out of Executive Ses-
sion. Motion carried.

Communication from Bruce V. Malkenhorst, City Clerk-
Director of Finance, dated December 2, 1977, recommending that
due to a complaint lodged by the Vernon Fire Fighters' Associa-
tion, the authority granted by the City Council at its meeting
held October 18, 1977, for the Fire Chief to post announcement
for the promotional examinations for the positions of Battalion
Chief, Captain and Engineer, be revoked, was presented.
It was moved by McCormick, seconded by Kaeser, that
the recommendation of the City Clerk-Director of Finance, dated
December 2, 1977, be approved and that the Fire Chief be instruct-
ed to post a notice advising of the withdrawal of approval for
the promotional examinations pursuant to an oral request submitted
by Michael D. Farrier, President - Vernon Fire Fighters Local 2312,
during the course of the negotiating session held November 29,
1977, and that the City Clerk be instructed to write a letter to
the Fire Association apprising them of the withdrawal of said
promotional examinations. Motion carried.
Communication from F. H. Colvin, Fire Chief, dated
December 2, 1977, advising that due to the pending decision in
negotiations, the Fire Department is in a very pressing position
regarding vacation selections for 1978; requesting that in the
event no settlement is reached at the November 29, 1977, meeting,
the Fire Department be allowed to proceed with their vacation
selection based on seven (7) personnel off duty at one time, with
the stipulation that the number agreed upon in negotiations and
adopted by the City Council shall have precedence over any vaca-
tion choices in excess of selected number, and those personnel
affected shall change their selections to conform, was presented.
It was moved by McCormick, seconded by Ybarra, that the
request of the Fire Chief, dated December 2, 1977, be referred to
the City of Vernon Municipal Employee Relations Representative
for further evaluation and recommendation. Motion carried.

meeting, it was moved by McCormick, seconded by Ybarra, that the
meeting be adjourned to December 13, 1977, at 4:30 o'clock p.m.
in the Council Chamber of the City Hall located at 4305 Santa Fe
Avenue, Vernon, California. Motion carried.
