I I I I I MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD APRIL 20, 1978, AT 4:00 O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL, LOCATED AT 4305 SANTA FE AVENUE, VERNON. CALIFORNIA COUNCIL PRESENT: COUNCIL ABSENT: Gonzales, Kaeser, Malburg, Ybarra McCormick The meeting was called to order by Mayor Leonis C. Malburg. Discussion was held with reference to Purchasing Contract No. 001 and the Complaint of one of the Bidders, Korean Maintenance, submitted relative to the bids opened at the Council meeting held April 18, 1978. After due consideration, a~d upon recommendation of the City Attorney and advice that the allegations of Korean Maintenance were not substantial, it was moved by Kaeser, seconded by Ybarra, that Purchasing Contract No. 001 be awarded to Executive Suite Services. MOtion carried. Resolution No. 4564 - A Resolution of the City Council of the City of Vernon, Accepting the Bid of Executive Suite Services for City Hall Janitorial Service in Accordance with Contract No. 001 of the City of Vernon, was presented. It was moved by Kaeser, seconded by Gonzales, 4564 be approved and adopted. Motion carried. Ayes: Gonzales, Kaeser, Malburg, Ybarra Noes: None Absent: McCormick At this time, 4:10 o'clock p.m., it was moved by Gonzales, seconded by Ybarra, that the City Council go into Executive Session in accordance with Government Code Section 54957. MOtion carried. Ayes: Gonzales, Kaeser, Malburg, Ybarra Noes: None Absent: MCCormick that Resolu- tion No. All persons, with the exception of the City Clerk, the City Attorney and Mr. Robert Fleischman, were excluded from the Ex- ecutive Session. Mayor Malburg ordered that all communications to and from the Executive Session were deemed private. At this time, 5:05 o'clock p.m., it was moved by Kaeser, seconded by Ybarra, that the Council go out of Executive Session and reconvene regular session. MOtion carried. Ayes: Gonzales, Kaeser, Malburg, Ybarra Noes: None Absent: McCormick After discussion, it was moved by Gonzales, seconded by Ybarra, that the City Clerk be authorized to negotiate a contract for the temporary services of a Financial Consultant, to be submit- ted to the Council at its next regularly scheduled meeting. Motion carried. Communication from the Finance Committee, dated April 12, 1978, transmitting copy of the minutes of the Finance Committee meet- ing held April 10, 1978, recommending approval of the items outlined therein - deferred by the Council at its meeting held April 18, 1978, was presented. (Copies previously provided for each member of the City Council) 120 I I I I -2- 4-20-78 Further discussion was held with regard to a request sub- mitted for Robert L. Anderson and J. E. Muldown to attend the Inter- national Association of Arson Investigators Seminar and California Conference of Arson Investigators to be held in Anaheim1 California, from April 23 - 28, 1978 with an expense allowance of ~142.50 for Robert L. Anderson and $224.00 for J. E. Muldown, which item was de- ferred at the Council meeting held April 18, 1978, by motion of Councilman MCCormick. It was moved by Gonzales, seconded by Kaeser, that said portion of the minutes be deferred at this time. Motion carried. Discussion was held regarding personal use of City-owned vehicles. It was moved by Gonzales, seconded by Kaeser, that the City Clerk be authorized and instructed to investigate as to the criteria used to warrant approval for personal use of City-owned vehicles. Motion carried. At this time, 5:15 o'clock p.m., it was moved by Ybarra, seconded by Gonzales, that the Council go into Executive Session in accordance with Attorney/Client privilege. Motion carried. Ayes: Gonzales, Kaeser, Malburg, Ybarra Noes: None Absent: MCCormick All persons, with the exception of the City Clerk, the City Attorney and the Fire Chief, were excluded from the Executive Session. Mayor Malburg ordered that all communications to and from the Executive Session were deemed private. At this time, 6:35 o'clock p.m., it was moved by Gonzales, seconded by Ybarra, that the Council go out of Executive Session and reconvene regular session. Motion carried. Ayes: Gonzales, Kaeser, Malburg, Ybarra Noes: None Absent: MCCormick After discussion, it was moved by Gonzales, seconded by Ybarra, that the City Attorney be authorized and instructed to de~ fend the named Respondents in the pending litigation in Case No. C 236970, Vernon Fire Fighters vs. City of Vernon, et ale It was further moved by Gonzales, seconded by Kaeser, that the City Attorney be authorized to file an immediate appeal in Case No. C 236970, Vernon Fire Fighters vs. City of Vernon, et al., if necessary, to defend the Respondents' interest. Motion carried. Communication from the National Secretaries Association, dated April 3, 1978, requesting cooperation from the City of Vernon in their observance of Secretaries Week, was presented. It was moved by Kaeser, seconded by Ybarra, that the City Council issue a formal proclamation, oduly executed by the Mayor, proclaming the week of April 23 - 29 as Secretaries Week in the City of Vernon. Motion carried. There being no further business to come before the meeting, it was moved by Ybarra, seconded by Gonzales, that the meeting be adjourned to April 25, 1978, at 4:00 o'clock p.m. in the Council Chamber of the City Hall, located at 4305 Santa Fe Avenue, Vernon, California.
