19780724 Regular City Council Meeting - Minutes MINUTES OF AN ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JULY 24, 1978, AT FOUR O'CLOCK p. m. IN THE COUNCIL CHAMBER OF THE CITY HALL, LOCATED AT 4305 SANTA FE AVENUE; 'VERNON- -CALIFO:RNIA- .. .. .. .. ______L___________________________ COUNCIL PRESENT: Ybarra, Gonzales, Kaeser, McCormick, Malburg I I COUNCIL ABSENT : None The meeting was called to order by Mayor Malburg. It was moved by Ybarra, seconded by G~mzales that the City Council go into recess until 4:25 o'clock p. m. Motion carried. The City Council at 4:45 o'clock p. m., reconvened session, all members of the council being present. Ordinance No. 883 - An Ordinance of the City Council of the City of Vernon RepealingArticle-If, Sections 2.6 Through 2. 9 of the Code of the City of Vernon and Adding New Article IT, Section 2. 6 Through 2. 9 of the Code of the City of Vernon Establishing the Office of City Administrator and Repealing All Ordinances and Parts of Ordinances in Conflict Therewith, was read by title for a first reading. It was moved by McCormick, seconded by Gonzales, that Ordinance No. 883 receive and pass a first reading. Motion carried. AYES: McCormick, Gonzales, Kaeser, Ybarra, Malburg NOES: None I Communication from George F. Bass, Administrative Battalion Chief, dated July 17, 1978, that Fireman K. M. Slifka has received orders from the Commanding Officer, U. S. Marine Corps Reserve, 4th Marine Division to report for annual active duty training from July 29 through August 13, 1978, and that Fireman Slifka had just been released by his physician for a light duty assign- ment as Fireman Dispatcher on July 10, 1978, was presented. It was moved by Gonzales, seconded by Ybarra, that Fireman Slifka be authorized to go on military leave, with pay, on the condition that he bring a doctor's release upon his return to duty with the FireDepartment. Motion carried. I I At this time, 5:00 o'clock, p. m., it was moved by Gonzales, seconded by Ybarra, that the City Council go into executive session under Section 54957 of the Government Code. Motion carried. All persons, with the exception of the City Clerk, the City Attorney and Administrative Battalion Chief George Bass were excluded from the executive session. Mayor Malburg ordered that all communications to and from the executive session were deemed private. At this time, 5 :45 o'clock, p. m., it was moved by McCormick, seconded by Kaeser, that the City Council go out of executive session and resume regular session. Motion carried. It was moved by Gonzales, seconded by Kaeser, that Fred Colvin be terminated as Fire Chief due to his being absent without leave from July 6, to July 21," 1978, Motion carried. AYES: Gonzales, Kaeser, Ybarra, McCormick, Malburg NOES: None 164 I I I I I -2- 7/24/78 It was moved by McCormick, seconded by Ybarra, that Administrative Battalion Chief George F. Bass be named Acting Fire Chief and that his salary be set at Step 4 of the Fire Chief's pay classification, effective July 25, 1978. Motion carried. It was moved by Gonzales, seconded by Ybarra, that Acting~attali{)n Chief L. Jackson be named Temporary Administrative Battalion Chief, and bf;}. paidat.~tep 5 of the Fir~,Ghiei~llf~Y $clltmllle, effective August 1, 1978. Motion carried. It was moved by Gonzales, seconded by Ybarra, that Bruce V. Malken- horst, in addition to his other duties, be designated City Treasurer, and that Lois Hilton and Barbara Sansom, in addition to their regular duties, be. named Assistant City Treasurer, with an additional salary of twenty-five dollars per month, each; these appointments effective July 16, 1978. Motion carried. It was moved- by Ybarra, seconded by Gonzales, that the recommend- ation of the Finance Committee to lease a two-bedroom city-owned house to Celestino' A. Dulay, Jr., be approved. Kemp, dated July 10, 1978, representing Officer Larry Stone, regarding ter- mination, suspension, or disciplinary action contemplated by the Chief of Police. Motion carried. At this time, 5:15 o'clock, p. m., it was moved by Gonzales, seconded by McCormick, that the City Council go into executive session in accordance with Section 54957.6 of the Government Code. Motion carried. All persons, with the exception of the City Clerk and the City Attorney were excluded from the executive session. Mayor Malburg ordered that all communications to and from the executive session were deemed private. At this time, 5:50 o'clock p. m., it was moved by McCormick, seconded by Ybarra, that the City Council go out of executive session and resume regular session. Motion carried.
