Motion carried. I Communication from Arthur E. Nelson, Jr., Director of Public Works/Building, dated December 13, 1978, requesting approval of the state- ment of the City of Vernon with respect to the draft of the area wide waste treatment plan for the South Coast Planning Area, which has been prepared pursuant to Section 208 of the Federal Water Pollution control act, as amended, and authorization to advise SCAG of the City's action, was pre- sented. I It was moved by Kaeser, seconded by Ybarra, that requested approval of the draft of the area wide waste treatment plan for the South Coast Planning Area, prepared pursuant to Section 208 of the Federal Water Pollution Control Act, as amended, be deferred to the Ci-ty Council meeting of January 2, 1979. Motion carried. Report of Health Department Activi ties for the Month of November, 1978, was presented. It was moved byYbarra, seconded by Kaeser, that the Health Depart- ment Activities Report, Month of November 1978, be received and filed. Motion carli. ed. I Activity Log of the Police Department for the period December 1-15, 1978, was presented. It was moved by Ybarra, seconded by Kaeser, that the Activity Log of the Police Department for the period December 1 - 15, 1978, be received and filed. Motion carried. ''Warrant Register No. 515" covering claims and demands presanted during the period December 1 to 15, 1978, which includes Demands No. 8-2987 to 8-3205 (both inclusive) drawn on the United California Bank, totaling $149~ 707. 59, (Light and Power Warrants $365.62) (Accounting Period December, 1978), was examined and audited. It was moved by Ybarra, seconded by Kaeser, that ''Warrant Register No. 515" be approved and payment authorized for DeIlRnds No. 8-2987 to 8-3205 (both inclusiveJ with no exceptions. Motion carried. "Payroll Warrant Register No. 258" covering claims and demands presented during the period November 1 to 30, 1978, which includes De mands No. 2733 to 2746 (both inclusive) drawn on the Crocker National Bank, totlling $469,874.36 (Accounting Period November 1978), was examined and audited. It was moved by Ybarra, seconded by Kaeser, that "Payroll Warrant Register No. 258" be approved and payment authorized for Demands No. 2733 to 2746 (both inclusive) with no exceptions. Motion carried. Communication from Bruce V. Malkenhorst, City Administrator, that George F. Bass, Fire Chief, has requested that he be allowed to carryover six days vacation from his 1978 entitlement as he was unable to schedule this time due to the labor dispute, recommending that Chief Bass be given the first two months of 1979 to schedule and use this time, was presented. It was moved by Kaeser, seconded by Ybarra, that the request of Chief George F. Bass to carryover six days vacation from his 1978 entitlement, to be used during the first two months of 1979, be approved. Motion c.arried. Communication from S. E. Hogan, Chief of Police, dated December 19, 1978, requesting permission for Sgt. J. E. Mason to attend a training course in crime prevention by Loss Prevention, Inc., January 21, 1979 to February 2, 1979 (previously approved at the council meeting of September 5, 1978, but due to labor problems within the City, Sgt. Mason was unable to attend as scheduled); at California Crime Prevention Institute in Pomona, California, with an expense I I 227 -3- 12/19/78 I I allowance of $731. 00 for tuition, meals and lodging (P. O. S. T., Plan I - including 60% of the trainee's salary reimbursable) and $8.50 for travel payable to Sgt. Mason, was presented. It was moved by Kaeser, seconded by Ybarra, that the request of the Police Chief, for Sgt. J. E. Mason to attend California Crime Prevention Institute in Pomonoa, California, January 21, to February 2 1979, be deferred to the meeting of the council to be held JWlUary 2, i979. Motion carried. There being no further business to come before the meeting, it was moved by Kaeser, seconded by Ybarra, that the meeting be adjourned to December 20, 1978, at 4:00 o'clock, p. m., in the Council Chamber of the City Hall, located at 4305 Santa Fe Avenue, Vernon, California.
