19790201 Regular City Council Meeting - Minutes MINUTES OF AN ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD FEBRUARY 1, 1979, AT 4:00 O'CLOCK, P. M., IN THE CClJNCIL CHAMBER OF THE CITY HALL, LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA I 1 MEMBERS PRESENT: Gonzales, Ybarra, Kaeser MEMBERS ABSENT: Malburg (excused), McCormick The meeting was called to order by Mayor pro tern Ybarra. eommunication from Arthur E. Nelson, Jr., Director of Public Works/Building, transmitting for consideration a proposed License Agree- ment, for a 2" conduit under Leonis Boulevard for J. T. Jenkins Company, recommending that the Encroachment License Agreement be approved and that the Mayor and the City Clerk be authorized to execute the agreement, was presented. It was moved by Gonzale~, seconded by Kaeser, that the License Agreement for a 2" conduit under Leonis Boulevard for J. T. Jenkins Com- pany be approved, and that the Mayor pro tern and City Clerk be authorized to execute the agreement. Motion carried. Communication from Bruce V. Malkenhorst, City Administrator / City Clerk, dated January 31, 1979, requesting that Sharon L. Duckworth be employed as Payroll Clerk, Step 5, effective February 1, 1979, was presented. I It was moved by Kaeser, seconded by Gonzales, that Sharon L. Duckworth be employed as Payroll Clerk, Step 5, effective February 1, 1979. Motion carried. Invoice in the amount of $30.00, for three dinners, due to the fail- ure to attend by the City Attorney, Councilman McCormick and City Administrator, Independent Cities of Los Angeles County, Wednesday, January 24~ 1979, at Montebello, California, was presented. .1 It was moved by Gonzales, seconded by Kaeser, that invoice in the amount of $30.00 from Independent Cities of Los Angeles County, be approved and authority granted to issue warrant in the amount of $30.00 to Independent Cities of Los Angeles County. Motion carried. Communication from Bruce V. Malkenhorst, City Administrator / City Clerk, dated February 1, 1979, for authority to recruit a temporary accountant, to replace Lois Hilton, while she is undergoing surgery on her wrist, and recuperation for approximately six to eight weeks, was presented. I It was moved by Gonzales, seconded by Kaeser, that authority be granted to recruit a temporary accountant to replace Lois Hilton, for a period of approximately six to eight weeks. Motion carried. Communication from Arthur E. Nelson, Jr., Director of Public Works/Building, dated February 1, 1979, requesting that Robert E. Strong be employed as Utility Man m, Step 5, effective after proper notice to present employer; applicant Strong has satisfactorily completed the required physical examination, was presented. 244 -2- 2 /1 / 79 It was moved by Kaeser, seconded by Gonzales, that Robert E. Strong be employed as Utility Man ill, Step 5, effective after proper notice to his present employer. Motion carried. I At this time, 4:12 o'clock, p. m., it was moved by Gonzales, seconded by Kaeser, that the City Council go into executive session in accordance with the Attorney/Client privilege. Motion carried. All persons with the exception of the City Administrator the City Attorney and Special Counsel, Richard Whitmore were excluded from too executive session. I Mayor pro tem Ybarra ordered that all communications to and from the executive session were deemed private. At this time, 5:00 o'clock, p. m., it was moved by Gonzales, seconded by Kaeser, that the City Council go out of executive session and resume regular session. Motion carried. It was moved by Kaeser, seconded by Gonzales, that the City Administrator be instructed to implement the minute order of the City Council on January 11, 1979, removing Officers A. J. Benedetti and M. D. O'Connor from the payroll, and that said removal is not intended or considered to be a disciplinary action. Motion carried. At this time, 5:02 o'clock, p. mOo, it was moved by Kaeser, seconded by Gonzales, that the City COWlcil go into executive session in accordance with the provisions of Section 54957 of the Government Code. Motion carried. All persons wi1h the exception of the City Clerk and the City Attorney were excluded from the executive session. I I Mayor pro tem Ybarra ordered that all communications to and from the executive session were deemed private. At this time, 5:25 o'clock, p. m., it was moved by Gonzales, seconded by Kaeser, that the City Council go out of executive session and resume regular session. Fire Chief George F. Bass recommended that Jean Hoffman be reclassified to Clerk/Typist from Secretary, and that.she retain her present salary level. It was moved by Kaeser, seconded by Gonzales, that the recommend- ation of Fire Chief Bass, to reclassify Jean Hoffman, be approved, effective February 5, 1979. Motion carried. Fire Chief George F. Bass recomrre nded that he be permitted to fill the secretary position, and the City Clerk be authorized to recruit for said position. It was moved by Gonzales, seconded by Kaeser, that Fire Chief Bass be authorized to fill the secretary position, and that the City Administrator be authorized to recruit for said positi. on. Motion carried. I Bruce V. Malkenhorst, City Administrator/City Clerk, requested that he be allowed to hire Marcia Wise as a temporary employee, at $4. 00 per hour. 245 -3- 2 / 1 / 79 I I It was moved by Gonzales, seconded by Kaeser, that Marcia Wise be hired as a temporary employee, at $4.00 per hour. Motion carried. It was moved by Gonzales, seconded by Kaeser, that Mayor Malburg be excused from attendance at this meeting of the City Council. Motion carried. It was moved by Ybarra, seconded by Gonzales, that Keith Kaeser be appointed, temporarily, a member of the Finance Committee. Motion carried. There being no further business to come before the meeti~ it was moved by Kaeser, seconded by Gonzales, that the meeting adjourn.
