19790507 Regular City Council Meeting - Minutes MINUTES OF AN ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD MAY 7, 1979, AT FOUR O'CLOCK P.M., IN THE COUNCIL CHAMBER OF THE CITY HALL, LOCATED AT 4305 SANTA FE AVENUE, VERNON,: CALIFORNIA I COUNCIL PRESENT: Kaeser, McCormick, Ybarra, Gonzales, Malburg COUNCIL ABSENT: None I The meeting was called to order by Mayor Leonis C. Malburg. Hearing on the recommendation of Bruce V. Ma1kenhorst, Muni- cipal Employee Relations Representative, to revoke the recognition of the Vernon Police Officers Benefit Association. The City of Vernon was represented by David B. Brearley, City Attorney. Vernon Police Officers Benefit Association was represented by Richard Shinee, of the law firm of Lewis and Marenstein. Rosemary Treher was present as a Certified Shorthaad Reporter to record the proceedings verbatim for reduction to a transcript. Henry Wilson was called as a witness for the City of Vernon. At 4:55 o'clock, p.m., the Mayor declared a recess of fif- teen minutes. I At 5:l0 o'clock, p.m., the City Council reconvened, all members being present. The hearing continued until 6:30 o'clock, p.m., at which time it was moved by McCormick, seconded by Gonzales, that the City Council go into executive session under the Attorney/Client privilege. MOtion carried. All persons with the exception of the City Administrator and the City Attorney were excluded from the executive session. Mayor Malburg ordered that all communications to and from the executive session were deemed private. At this time, 6:4l o'clock, p.m., it was moved by Gonzales, seconded by Kaeser, that the City Council go out of executive session and resume regular session. Motion carried. I The M.E.RR. recommended that the suspension he had imposed on the Vernon Police Officers Benefit Association, pursuant to letter dated April 9, 1979, be lifted until the City Council's final decision in respect to the hearings being held to consider the revocation of the association's recognition. It was moved by Kaeser, seconded by McCormick, that the M.E.R.R.'s recommendation that the temporary suspension of the Vernon Police Officers Benefit Association be lifted until the final cecision of the City Council, be approved. Motion carried. It was moved by Gonzales, seconded by Ybarra, that a Person- nel Committee composed of Councilmen Kaeser, Ybarra and Mayor Malbur,, be formed, and that its first meeting be scheduled for 2:00 0 clock, p.m. May 14, 1979. It was moved by Gonzales, seconded by Ybarra, that the request for witness fees submitted by Henry Wilson, in the amount of $35.00, be approved, and authority granted to issue warrant to Henry Wilson in the sum of $35.00.
