MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL, HELD JUNE 26, 1979,
AT FOUR 0' CLOCK, P.M., IN. THE COUNCIL
CHAMBER OF THE CITY HALL, LOCATED AT
4305 SANTA FE AVENUE, VERNON, CALIFORNIA.

The meeting was called to order by Mayor Nalburg.
At this time, 4:10 o'clock, p.m. it was moved by Gonzales, seconded
by Ybarra, that the City Council go into executive session under Section
54957 of the Government Code. Motion carried.

All persons with the exception of the City Attorney and Chief of
Police S.E. Hogan, were excluded from the executive session.
Mayor Malburg ordered that all communications to and from the ex-
ecutive session were deemed private.
At this time, 4:45 o'clock, p.m., it was moved by Ybarra, seconded
by Gonzales, that the City Council go out of executive and resume regular
session. Motion carried.
It was moved by Ybarra, seconded by Gonzales, that the resignation of
R.W. Mitchell from the Police Department, be accepted effective close
of business June 26, 1979. Motion carried.
At this time, 4:55 o'clock, p.m., it was moved by Gonzales, seconded
by Ybarra, that the City Council go into executive session under Section
54957.6 of the Government Code. Motion carried.

by Gonzales, that the City Council go out of e~ecuttve session. Motion
carried.
At this time, 6:22 o'clock, p.m., it was moved by Ybarra, seconded
by Gonzales, that the City Council go into executive session under
Section 54957.6 of the Government Code. Motion carried.
At this time, 7:05 o'clock, p.m., it was moved by Ybarra, seconded
by Gonzales, that the City Council go out of executive session and
resume regular session. Motion carried.

Resolution No. 4657 - A Resolution of the City Council of the City
of Vernon Establishing a Four Day Work Week, was presented.
It was moved by Gonzales, seconded by Ybarra, that Resolution No.
4657 be approved and adopted. Motion carried.

It was moved by Ybarra, seconded by Gonzales, that the recommend-
ation of the City Administrator that Bradley Bunker be appointed to
the position of Police Lieutenant, Step 2; and Al Espinoza be appointed
to the position of Captain, Step 3, effective July 1, 1979, be approved.
Motion carried.

I
Communication from Bruce V. Malkenhorst City Administrator,
dated June 25, 1979, recommending transfer of $3,988,675, to the working
capital funds, as specified below, prior to the Fiscal Year end 1978-79,
was presented.
It was moved by Gonzales, seconded by Ybarra, that the recommend-
ation of the City Administrator be approved, and that account funds in the
amount of $3,988,675, be transferred prior to the fiscal year end 1978-79.
Motion carried.

It wasr:moved by Ybarra, seconded by Gonzales, that recommendation
of the Finance Committee at the meeting of June 26, 1979, Ie garding the
proposed City Attorney Agreement 1979-1982, be approved and that David B.
Brearley be retained as City Aft0rney in accordance with the terms of the
agreement. Motion carried.
There being no further business to come before the council, it was
moved by Ybarra, seconded by Gonzales, that the City Council adjourn until
June 29, 1979, at 4:00 o'clock, p. m. Motion carried.
