19790629 Regular City Council Meeting - Minutes 325 MINUTES OF AN ADJOORNED REGULAR MEETING OF THE CITY COUNCIL HELD JUNE 29, 1979, AT FOUR O'CLOCK, P. M., IN THE COUNCIL CHAMBER OF THE CITY HALL, LOCAT~D AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. I I MEMBERS PRESENT: MEMBERS ABSENT : Gonzales, Kaeser, Ybarra, Malburg McC ormick I The meeting was called to order by Mayor Malburg. Communication from S. E. Hogan, Chief of Police, dated June 28, 1979, requesting authorization to close the Records Bureau of the Police Department, from Friday afternoon at 1600 hours until Sunday afternoon at 1500 hours, on a temporary basis until such time as necessary personnel become available to man the Records Desk through the weekend on a 24- hour basis, was presented. It was moved by Ybarra, seconded by Kaeser, that the request of Chief of Police for authorization to close the Records Burm u, for the days and hours specified in his letter, be granted, and such authoriz- ation is temporary, under the condition set forth above. Motion carried. Communication from Captain L. A. Espinoza, Police Department, dated June 27, 1979, recommending that two cadets be enrolled in Rio Hondo Basic Recruit Class #47, consisting of 15 weeks, accredited through P. O. S. T., and developed/operated in cooperation with California Com- munity Colleges - Criminal Justice Education and Training Commission on Peace Officer Standards and Training, Federal Bureau of Investigation and California State Department of Health; the course is comparable, if not similar to the Los Angeles Sheriff's Department; this action possiblywwld eliminate officers leaving the City of Vernon for tIE L. A. Sher iff's Depart- ment, was presented. It was moved by Kaeser, seconded by Gonzales, that the recommend- ation of Captain Espinoza to enroll two cadets in Rio Hondo Basic Recruit Class #47, be approved. Motion carried. Communication from Bruce V. Malkenhorst, City Administrator/ City Clerk, dated June 29, 1979, requesting authority to employ Charla Marang as Utility Clerk, Step 6, effective July 1, 1979, was presented. It was moved by Gonzales, seconded by Ybarra, that the request of the City Administrator/City Clerk to employ Charla Marang as Utility Clerk, Step 6, effective July 1, 1979, be approved. Motion carried Communication from S. E. Hogan, Chief of Police, dated June 28, 1979, submitting the written resignation from the Department of Officer G. M. Machnick, to become effective at the end of the business day on Thursday, June 28, 1979, was presented. It was moved by Kaeser, seconded by Gonzales, that the resign- ation of Officer G. M. Machnick from the Police Department, effective June 28, 1979, be denied, and that Officer Machnick be terminated from City employment effective June 28, 1979. Motion carri-ed.. Resolution No. 4658 - A Resolution of the City Council of the City of VemonTmpioyulg-Ua-vloB. Brearley as the City Attorney for the City of Vernon, was presented. It was moved by Gonzales, seconded by Ybarra, that Resolution No. 4658 be approved and adopted. Motion carried. AYES: Gonzales, Ybarra, Kaeser, Malburg NOES: None Absent: McCormick I I -2- 6/29/ 79 I 1 At this time, 6:45 o'clock, p. m., it was moved by Kaeser, seconded by Ybarra, that the City Council go into executive session under Section 54957 of the Government Code. Motion carried. All persons, with the exception of the City Administrator and the City Attorney were excluded from the executive session. Mayor Malburg ordered all communications to and from the executive session were deemed private. At this time, 8:25 o'clock, p. m., it was moved by Ybarra, seconded by Gonzales, that the City Council go out of executive session and resume regular session. Motion carried. I Resolution No. 4660 - A Resolution of the City Council, of the City of VernonFiXlng-ffie ""COmpensation For Certain Employees of Said City as of July 1, 1979, Authorizing Certain Expense Allowances, and Repealing All Resolutions in Conflict Therewith, was presented. It was moved by Ybarra, seconded by Malburg, that Resolution No. 4660 be approved and adopted. Motion carried. AYES: Ybarra, Malburg, Gonzales, Kaeser N<ES: None Absent: McCormick It was moved by Ybarra, seconded by Kaeser, that Henry R. Vasquez, Water and Street Department Foreman, Step 1, be granted a ten-percent increase over the amount specified for Step 1 in Resolution No. 4633, on the basis of increased responsibility. Motion carried. Resolution No. 4662 - A Resolution of the City Council of the City of Vernoii'EstaonSfilngVacation Policies For Employees of the City of Vernon and Repealing All Resolutions in Conflict There with, was presented. It was moved by Gonzales, seconded by Kaeser, that Resolution No. 4662 be approved and adopted. Motion carried. AYES: Gonzales, Kaeser, Ybarra, Malburg NOES: None Absent: McCormick There being no further business to come before the rre eting, it was moved by Kaeser, seconded by Ybarra, that the meeting adjourn.
