MINUTES OF A REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF VERNON HLED DECEMBER
4, 1979, AT TWO O'CLOCK, P.M., IN THE COUNCIL
CHAMBER OF THE CITY HALL, LOCATED AT 4305
SANTA FE AVENUE, VERNON, CALIFORNIA
MEMBERS PRESENT:
Malburg, Ybarra, McCormick, Gonzales, Kaeser
MEMBERS ABSENT: None
It was moved by Ybarra, seconded by Gonzales, that the minutes of the meetings
of November 6, 1979, and November 20, 1979, be approved as written and submitted.
Motion carried.
Communication from Frank Murillo, Purchasing Agent, dated November 29, 1979,
recommending that Purchasing Specification No. 004 be awarded to Cal-Pacific
Refrigeration.
Resolution No. 4682 - A Resolution of the City Council of the City of Vernon,
Accepting-the-S,a-of-Cal:Pacific Refrigeration, Inc., for the Replacement of the
Heating and Cooling System at Fire Station #3, Located at 2800 Soto Street in the
City of Vernon, in Accordance with the Purchase Specification No. 004 of the City
of Vernon and Approving the Execution of Said Purchase Specification.
It was moved by Gonzales, seconded by McCormick, that Resolution No. 4682
be approved and adopted. Motion carried.
Communication from Arthur E. Nelson, Director of Public Works/Building, dated
October 29, 1979, (deferred to this meeting at the November 6, 1979, session,) sub-
mitting a report on the Santa Fe Land Improvement with a hydrant rental for private
fire hydrants on District Boulevard.
It was moved by Gonzales, seconded by Ybarra, that this item be deferred to
the first regularly scheduled meeting of the City Council, in January, 1980. Motion
carried.
Communication from Robert L. Moray, Attorney at Law, dated November 21, 1979,
submitting an Accident Report and Claims for Damages for Martin Kusher and Moe Fox.
It was moved by Kaeser, seconded by Gonzales, that this item be referred to the
City Attorney. Motion carried.
Hearing on the recommendation to revoke the recognition of the Vernon Police
Officer's Benefit Association. (Deferred from the Council Meeting of November 19,
1979, at 2:00 p.m.)
It was moved by McCormick, seconded by Ybarra, that the agreement between the
Municipal Employee Relation Representative and the Police Officer's Benefit Association,
be approved as submitted. Motion carried.
Communication from the City Administrator/City Clerk, requesting approval of
recommendations that were made during the Personnel Committee Meeting of November
19~ 1979.
It was moved by Kaeser, seconded by Ybarra, that the minutes of the Personnel
Committee Meeting held November 19, 1979, be approved as written and submitted.
Motion carried.
Communication from Arthur E. Nelson, Director of Public Works/Building, dated
November 26, 1979, recommending that the bid from Safety Striping Service, Contract
No. 433, Pavement Striping, 1980, be rejected.
It was moved by Ybarra, seconded by Gonzales, that Arthur E. Nelson's request
to reject the above mentioned bid, be approved. Motion carried.
Communication from Arthur E. Nelson, Director of Public Works/Building, dated
November 26, 1979, recommending authorization be granted for approval of Contract
No. 434, Pavement Striping for 1980, and advertisement of bids.

Resolution No. 4686 - A Resolution of the City Council of the City of Vernon
Approving-Contract-No:-434 and Authorizing Notice Inviting Sealed Proposals or Bids
for Traffic Pavement Striping, 1980, in Accordance with Contract No. 434 of the City
of Vernon.
It was moved by Ybarra, seconded by Kaeser, that Resolution No. 4686 be approved
and adopted. Motion carried.

Communication from City Administrator/City Clerk, requesting approval of
recommendations made during the Finance Committee Meeting of November 26, 1979, at
4 : 00, p. m .
It was moved by Gonzales, seconded by Kaeser, that the minutes of the Finance
Committee Meeting held November 26, 1979, be approved and the recommendations contained
therein be adopted. Motion carried.
Resolution No. 4684 - A Resolution of the City Council of the City of Vernon,
Determining-the-Dlsability Retirement of Joseph W. Triplett, III, A Local Safety Member
Employed by the City of Vernon. (9921024 & 21025 of the Government Code.)
It was moved by Kaeser, seconded by Ybarra, that Resolution No. 4684, be ap-
proved and adopted. Motion carried.

Resolution No. 4685 - A Resolution df the City Council of the City of Vernon,
Determining-tFie-Dl'SabHUy Retirement of Lawrence C. Eldridge, a Local Safety Member

It was moved by Kaeser, seconded by Gonzales, the Resolution No. 4685, be
approved and adopted. Motion carried.

IIWarrant Register No. 53811 covering claims and demands presented during the
period of November 15 - 30, 1979, which included Demands Nos. 91999 to 92063 (both
inclusive) excluding Demands Nos. 92002 and 92020, drawn on the United California
Bank, totaling $4,886,749.67, (Light and Power Warrants $4,825,164.91) (Accounting
Period, December, 1979.)
It was moved by Ybarra, seconded by Kaeser, that "Warrant Register No. 53811
be approved and payment authorized for Demands Nos. 91999 to 92063 (both inclusive)
excluding Demands Nos. 92002 and 92020, with no other exceptions. Motion carried.
Police Department Activity Log, November 15-30, 1979, was presented.
It was moved by Kaeser, seconded by McCormick, that the Police Department
Activity Log, November 15-30, 1979, be received and filed. Motion carried.
Communication from Louis Hauger, requesting authority and funds to attend the
IINuts and Bolts Workshop", held in San Bernadino Convention Center, on December 5,
1979, at 9:30 a.m., with a registration fee of $11.00.
It was moved by Kaeser, seconded by Ybarra, to approve Louis Hauger's request
to attend the IINuts and Bolts Workshop II and authority granted to issue warrant in the
amount of $11.00 to Louis Hauger. Motion carried.
Communication from the Rotary Club, dated November 14, 1979, inviting the City
Council to the Board of Directors and members to their 50th Anniversary commemorative
luncheon on December 5, 1979, at 12:00 noon, at La Villa Basque Restaurant.
Resolution No. 4683 - A Resolution of the City Council of the City of Vernon
paying tri5ute-to-Rotary-Club #3209 of the City of Vernon on its 50th Anniversary.

It was moved by Ybarra, seconded by McCormick, that Resolution No. 4683 be
approved and adopted. Motion carried.

Communication from Phillip Reavis making certain recommendations regarding
the 1980 election.
It was moved by Kaeser, seconded by Ybarra, that the recommendation made by
Phillip Reavis, be received and filed. Motion carried.
At this time, 4:15 o'clock, p.m., it was moved by Kaeser, seconded by Gonzales,
that the City Council go into executive session under attorney/client privilege.
Motion carried.
All persons with the exception of the City Administrator/City Clerk, City
Attorney, and Paul Hendricks, Electrical Engineer, were excluded from the executive
session.
Chairman Malburg ordered that all communications to and from the executive
session were deemed private.
Paul Hendricks was excused at 4:30 o'clock, p.m., from further attendance at
the executive session.
At this time, 4:55 o'clock, p.m., Mike McCormick was excused from further
attendance at the Council Meeting.
At this time, 5:35 o'clock, p.m., it was moved by Kaeser, seconded by Ybarra,
that the City Council go out of executive session, and resume regular session. ~10tion
carried.
There being no further business to come before the City Council, it was moved
by Ybarra, seconded by Kaeser, that the meeting adjourn. Motion carried.
